Unmanned underwater vehicles communicate with operators in different ways: autonomous underwater vehicles (AUVs) commonly use acoustic modems for commands and selected data, while remotely operated vehicles (ROVs) often use a tether. Optical wireless links can carry more data over shorter distances, and a surface relay can connect a submerged vehicle to an operator. The right method depends on the mission, required data rate, distance, and operating conditions.
How unmanned underwater vehicle communication works
Water changes the communication problem. Radio links used on land do not provide the same practical connection underwater, so a vehicle and its operator rely on sound, a physical cable, light over short distances, or a relay at the surface. Some vehicles also store data onboard and transmit only selected information during a dive.

The vehicle type matters. An AUV follows a planned mission with limited or intermittent operator contact; an ROV is commonly controlled through a support vessel using an umbilical. These are common arrangements, not strict rules: wireless ROV control has also been demonstrated.
Communication methods compared
| Method | Typical use | Strength | Main constraint |
|---|---|---|---|
| Acoustic modem | AUV commands, status, selected sensor data, or a relay link | Sound can travel underwater over distances that can exceed optical links | Limited bandwidth, propagation delay, and performance affected by the environment |
| Tether or umbilical | Direct control and data connection for an ROV | Provides a physical route for control and data; fiber can carry high data volumes | The cable limits movement and can complicate operations |
| Optical wireless modem | High-rate data over a short underwater distance | Can provide higher data rates than typical acoustic links | Range and performance depend on water clarity, light, and deployment geometry |
| Surface relay | Bridging a submerged vehicle and a remote operator | A surface platform can relay communications beyond the vehicle’s direct link | Requires a relay platform and a suitable communications path |
No single method wins on every measure. System designers consider range, data rate, delay, environmental tolerance, tether constraints, vehicle size and power, and whether the mission needs continuous video or only commands and status. The sources do not establish universal numerical thresholds for these factors.

Acoustic links: commands and selected data
An acoustic modem encodes information as sound and sends it through water. AUVs can use this link to receive commands or exchange status and selected sensor information with a support vessel. Because acoustic capacity is limited and sound takes time to travel, an acoustic connection is not equivalent to a high-speed, low-latency internet link.
Vehicles can make the link more useful by processing information onboard and sending only what matters during the dive. General Dynamics describes Bluefin systems that communicate acoustically while submerged, use Iridium communications over the horizon, and compress imagery onboard before sending selected images acoustically. That approach preserves bandwidth for useful updates rather than trying to transmit every raw sensor stream.
What demonstrations show—and do not show
NTT, NTT DOCOMO, and NTT Communications reported a 2022 field experiment achieving 1 Mbps over 300 meters in shallow water around 30 meters deep. This was an experimental result in that setting, not a general performance guarantee for acoustic modems.

In a 2023 technical article, NTT R&D described a wireless ROV whose operator watched transferred video and sent commands. The video was 640 × 420 pixels at 10 frames per second, and the article says the transfer required around 150 kbit/s. The setup prioritized stability rather than the highest possible data rate; its figures should not be generalized to other video, vehicles, or water conditions.
JAMSTEC reported in May 2026 that its 8,000-meter-class AUV Urashima 8000 transmitted sonar images in real time to a support vessel using underwater acoustic communication. This shows that acoustic links can support mission-relevant imagery in a particular system; it does not establish a universal underwater video rate.
Tethers: a direct link for many ROVs
A tether, or umbilical, physically connects an ROV to its support vessel and provides a route for control signals and data. Fiber-optic systems can carry substantially more data than older copper-based arrangements, according to the National Academies. A tether is useful when continuous control or a substantial data connection matters, but the cable constrains where the vehicle can go and adds operational complexity.

NTT R&D noted in 2023 that underwater wireless communication is difficult and that unmanned exploration vehicles and port-construction equipment are often connected to support vessels by wired cables for remote control. Wireless alternatives are possible, as its ROV demonstration illustrates, but the best choice depends on the mission’s control and data needs.

Optical modems transmit data using light. Their potential advantage is throughput: Sonardyne lists its BlueComm 200 UV at 2.5–10 Mbps and up to 75 meters. These are manufacturer specifications for that product, not an independent head-to-head measurement against acoustic systems.
Sonardyne describes the BlueComm 200 UV as suitable for moderate-to-low turbidity and dark water, and states an operating-depth capability of up to 4,000 meters. Optical performance depends on conditions including water clarity, ambient or artificial light, and the geometry between endpoints, so the product figures should not be read as a guarantee in every deployment.

Surface relays and delayed data transfer
A surface platform can act as an intermediary between a submerged vehicle and an operator. SeaTrac describes using a surface vehicle equipped with an acoustic modem as a data relay for UUV operations. General Dynamics also describes a communications arrangement in which a submerged vehicle uses acoustic communication and can use Iridium over the horizon. A relay extends the communications path, but it adds another platform and requires a workable link at each part of the route.
Some missions do not require a continuous live feed. An AUV may send short status messages or selected data while underwater, then provide fuller datasets after it surfaces or is recovered. This reduces pressure on a limited underwater link and lets the vehicle continue its autonomous mission between updates.
Choosing a link for a mission
- Choose acoustic communication when commands, status, or selected data must cross water without a tether and the mission can accommodate limited bandwidth and delay.
- Choose a tether when direct control and a substantial data path matter more than unrestricted movement.
- Consider optical wireless when endpoints can remain within a short range and water and lighting conditions suit the link.
- Use a surface relay or deferred transfer when the vehicle needs a longer communication path or does not need to send every dataset live.
There is no universal range, bandwidth, or latency figure for underwater vehicles. Frequency, vehicle motion, noise, depth, environmental conditions, and system design all affect performance. A figure from a product specification or field demonstration applies to that product or test configuration—not automatically to another vehicle or mission.
