The chain involves repeated, tightly controlled operations—not one machine or a single chemical recipe—and its details vary by product and manufacturer.
What does semiconductor manufacturing include?
Semiconductor production spans design and preparation, front-end wafer fabrication, and back-end manufacturing. Engineers create a chip design and masks; fabrication transfers patterns and builds device structures and connections on a wafer; back-end operations turn the resulting individual dies into packaged components. The Semiconductor Industry Association’s overview describes these as distinct parts of the production chain.

| Stage | What happens | Typical output |
|---|---|---|
| Front-end fabrication | Layers and device structures are formed and patterned across a wafer. | A wafer containing many individual dies. |
| Back-end manufacturing | Dies are tested, separated, assembled into packages, and tested again. | Packaged chips ready to be integrated into a circuit board or another product. |
These stages may take place in different facilities. NIST’s CHIPS for America facilities guide distinguishes back-end facilities—which perform assembly, testing, or packaging after front-end fabrication—from wafer fabs.
How does a silicon wafer become a chip?
The following is an illustrative flow, not a universal recipe. The exact sequence depends on the device, process generation, and manufacturer. The U.S. Department of Commerce’s 2024 environmental assessment describes these common fabrication operations.
#1 Best Overall
- Wafer Pattern May Vary from the Product Images. Great to be used as gift, display object, exhibition, educating demonstration, testing, decoration or your collection
- Beautiful microchip pattern structure made by the advanced copper technology
- 90~130nm minimum microchip feature Copper Characterization with TEOS or Black Diamond Low-k ILD on the single crystal silicon wafer
- The original value of un-polished wafer is above $500
- No guarantee for research and other applications
- Prepare and clean the wafer. The silicon wafer is cleaned before layers are formed. An oxidation step can use a high-temperature environment to grow a silicon-dioxide film on the silicon.
- Apply photoresist and expose a pattern. A light-sensitive coating is applied to the wafer. A lithography system uses a mask and deep ultraviolet or extreme ultraviolet light to expose a pattern in that coating. Developing the resist leaves selected areas exposed for the next operations.
- Etch selected material. Wet chemicals or dry plasma and gas processes remove material from exposed regions, transferring the pattern into the underlying layer. The photoresist is removed when it is no longer needed.
- Deposit thin films. Processes such as chemical vapor deposition and physical vapor deposition add thin layers. Depending on the design, these can include conductive metals or insulating dielectric materials.
- Alter electrical properties. Ion implantation introduces dopant atoms into selected regions; heat treatment activates them. This helps create the electrical behavior needed for semiconductor devices.
- Build connections and protect the surface. Patterned metal layers form connections among device structures. Chemical mechanical planarization flattens the surface before further layers are added, and passivation provides a protective surface layer.
- Repeat and inspect. Patterning, material addition and removal, and other operations recur as the wafer is built up. Inspection and process control help keep the layers aligned and the results within manufacturing requirements.
The scale is substantial, but the figures depend on the source and should not be read as a fixed recipe. A 2022 NIST process-flow infographic depicts deposition, lithography, and etching repeating 40 to 100 times, 40–70 different masks, and up to 2,000 steps. Those are figures from that infographic, not counts that apply to every chip. Intel says a bare wafer undergoes thousands of processing steps over several weeks before leaving a fab; this is Intel’s descriptive account, not a standardized schedule for every product.
What happens after the wafer is fabricated?
Test and separate the dies
Before separation, individual dies on the wafer are electrically tested. The wafer is then diced into separate pieces. A die is the small piece of semiconductor material containing an individual integrated circuit; it is not yet necessarily a finished, usable packaged component.

Assemble, package, and test
One or more dies are attached and electrically connected inside a package. The package protects the die and provides connections to a computer or other host product. The packaged chip then undergoes further checks, including electrical, heat, and functional testing. Intel’s description of how silicon dies become chip packages covers sorting, die attach, bonding, packaging, and testing.

What does “U.S. semiconductor manufacturing” mean?
It can refer to either or both parts of the production chain: front-end wafer fabrication and back-end assembly, testing, and packaging. A chip’s wafer may be fabricated in one place and assembled or tested elsewhere, so a U.S. manufacturing footprint is not necessarily a single site performing every step.

- 5 x 5 inches, 0.67 ounces, 0.03 inches thick. Some wafers are marked with alignment marks.
- The pattern is produced by light diffraction, and its reflective appearance changes with the viewing angle.
- Silicon wafers are fragile—please handle with care.
- Circuit details can be examined under a microscope.
For one company-specific example, Intel lists wafer-fab production sites in Chandler, Arizona; Rio Rancho, New Mexico; and Hillsboro, Oregon. The company also lists assembly and test locations in the United States and overseas. These are Intel’s listed sites, not a complete inventory of semiconductor manufacturing in the country. See Intel’s manufacturing-facilities page, reviewed February 6, 2025.
How does the CHIPS Act fit into the picture?
The federal CHIPS for America effort is intended to support domestic semiconductor manufacturing, research, and workforce capacity. NIST’s implementation page, updated August 28, 2026, says the CHIPS and Science Act invests $50 billion through the Department of Commerce’s CHIPS for America Fund. That funding figure describes the program; it does not mean every announced or funded facility is already operating.

NIST’s “Vision for Success” program overview gives a historical estimate that the United States accounted for about 10 percent of commercial global semiconductor production when that overview was written. It is program context, not a current measured share. The CHIPS implementation page and NIST’s vision overview provide the respective context.

Each patterned layer must work with the materials and structures beneath it, while later operations build on what came before. A defect or misalignment can affect the dies across a wafer, so manufacturers rely on repeated process control as well as specialized equipment and materials. In February 2023, Commerce Secretary Gina Raimondo characterized chip design and production as “the most technical and sophisticated manufacturing process in human history.” That is her description of the complexity, not a measured ranking.
