To verify a stablecoin, check two separate things: whether the issuer’s reserve evidence supports the token supply at a specific date, and whether your own account and jurisdiction let you redeem directly with the issuer. A reserve statement is not a promise that every holder can cash out immediately. Circle’s USDC illustrates why both the underlying reserve report and the applicable redemption terms matter.
What reserve evidence can—and cannot—show
A reserve disclosure is a snapshot, not a timeless guarantee. Compare eligible reserve assets with outstanding token units measured at the same time, and note the report’s date and scope. A total that appears sufficient on one date does not establish future liquidity, redemption access for every holder, or recovery in an insolvency.

Circle’s transparency page displayed USDC circulation of $74.1 billion and total reserves of $74.3 billion as of October 5, 2026. Those are dated dashboard balances, not a substitute for reading the underlying attestation. The page lists reserve categories including bank deposits, overnight reverse Treasury repo, and short-term Treasuries; check the current page and report for the precise mix. “Backed” and “redeemable by me” are different claims. An issuer may report assets supporting its token while restricting direct redemption to eligible, onboarded customers. Selling on an exchange is a market transaction, not necessarily exercise of a contractual right against the issuer.

How to verify reserves and redemption access
-
Identify the issuer, token, and jurisdiction
Write down the token, its legal issuer, the currency it aims to track, the network on which you hold it, and the jurisdiction relevant to your account. Use the issuer’s official domain and the terms for your holder category. Do not assume two tokens with similar names, or terms for different regions, confer the same rights.
-
Match reserve assets to token supply
Find the latest reserve disclosure and record its as-of date. Compare total eligible reserve assets with outstanding token units at the same measurement time. Check whether the disclosure explains liabilities or other reconciling items. If a page offers only summary balances, locate the underlying report rather than treating the summary as the full assurance work. Circle publishes dashboard balances and reserve categories on its transparency page.
-
Read the assurance report’s scope and conclusion
Record who issued the report, its date, the measurement dates, the stated standard or procedures, and the precise conclusion. Determine whether it is a point-in-time attestation or a broader financial-statement audit. Look for which entities, accounts, custodians, and reserve instruments were covered—and what was outside scope. A firm’s name alone does not tell you what it examined.

New York State Department of Financial Services (NYDFS) guidance is one regulatory example, not a universal rule. For issuers within its scope, it describes a CPA attestation addressing aggregate and asset-class reserve value, outstanding units, reserve adequacy, and compliance with reserve conditions at period end and at least one randomly selected business day during the attestation period. The guidance is dated June 8, 2022. NYDFS guidance on U.S. dollar-backed stablecoins
Circle says on its USDC product page that it publishes monthly reserve attestations by a Big Four accounting firm. That is the issuer’s description; it does not establish the exact date, scope, or conclusion of the latest report. Read the latest underlying attestation before relying on a report-specific claim. Read the redemption terms as a holder
Search the applicable terms for “redeem,” “eligible,” “account,” “minimum,” “fee,” “business day,” “suspend,” “freeze,” “delay,” “law enforcement,” and “jurisdiction.” Record who may redeem directly, required identity checks and onboarding, minimums and fees, settlement method, processing timing, and conditions for refusal, delay, freezing, or suspension. Note the governing law and dispute route as well.

Circle’s U.S. terms make direct redemption conditional on eligibility and account status, and recognize legal or regulatory restrictions. They say holders who cannot register a Circle Mint account are not entitled to redeem directly with Circle under those terms. Check the version that applies to your account and location. Separate contractual redemption from market liquidity
A token can trade near its target while direct issuer redemption is limited to onboarded customers. It can also trade away from its target during stress even if a redemption process exists. Reserve disclosures and redemption terms answer different questions; a “1:1” description alone does not establish universal or immediate convertibility.

Recheck the documents before deciding
Record when you retrieved the documents, their version and reporting period, and the jurisdiction they cover. Issuer balances, terms, and legal status can change. For a comparison, apply the same checklist and align measurement dates across issuers.
How to compare issuers consistently
Use the same dimensions for each issuer and keep the reporting periods aligned. A detailed reserve disclosure does not, by itself, mean redemption is easier.

How to interpret regulation without overgeneralizing
NYDFS’s June 8, 2022 guidance says issuers it regulates must adopt clear, conspicuous redemption policies approved by DFS in advance. It describes a right for any lawful holder to redeem at par in a timely fashion, net of ordinary, well-disclosed fees, subject to reasonable, non-burdensome conditions—including successful onboarding—and applicable legal or regulatory requirements. This is the guidance’s rule for issuers within its scope, not a rule that can be assumed to cover every stablecoin. Read the NYDFS guidance.
A U.S. Code provision also describes reserve and disclosure requirements, including clear and conspicuous timely-redemption procedures, for payment stablecoin issuers within its scope. Applicability and implementation depend on the issuer and date; verify the provision and the issuer’s status rather than treating it as a universal guarantee. U.S. Code, 12 U.S.C. § 5903
