Tell people who may be captured what you are recording and why, limit the recording to the relevant task, review it for accidental exposure, and store it where only authorized people can access it. The rules depend on where you work and whether this is a tutorial, meeting record, or employee-monitoring activity; there is no single rule that applies everywhere.
Decide whether a recording is necessary
Start by stating the business purpose: for example, documenting a process, creating training, or preserving a meeting record. Then ask whether a less intrusive option—such as written steps, a still screenshot, or a live demonstration—would do the job. A recording being available in an app does not make it necessary.

For worker monitoring, the UK Information Commissioner’s Office (ICO) says employers should document why monitoring is justified and consider less intrusive methods. NIST’s virtual-meeting guidance says, “Don’t record the meeting unless it’s necessary.” That advice is specific to meetings, but the principle is useful: capture only what the purpose requires.

Tell people what will be captured and how it will be used
Before recording, explain what information may be captured, the reason for recording, who will use or see it, and how long it is expected to be kept. For workplace monitoring, the ICO says workers should be informed about monitoring and how it may be used in decisions affecting them; consulting workers or their representatives when planning monitoring can also be appropriate.

Do not assume employee consent is automatically a suitable legal basis. The ICO notes that the power imbalance between employers and workers can mean a worker does not have a genuine choice. Whether consent or another legal basis is appropriate depends on the circumstances and applicable law.
When the recording includes a meeting
A screen recording may also capture voices, faces, chat, or meeting content. Treat that as a meeting recording, not merely a desktop capture. New Zealand’s Privacy Commissioner says, “Generally, it is best to voice record a meeting with consent, so that both sides have an accurate record of what occurred.” This is guidance from New Zealand, not a universal legal rule.

The U.S. Department of Labor’s cited notice-and-agreement requirement applies to covered agency meetings and conversations; it should not be read as a rule for every U.S. employer. Check local law, workplace policy, and any meeting-specific requirements before recording.

- Choose the smallest useful area. Prefer the relevant app window or task over the full desktop when your recording software allows it.
- Clear unrelated information. Close unnecessary tabs and apps, sign out of personal accounts, and pause notifications so private messages or account details do not appear unexpectedly.
- Check every capture source. Confirm whether the recording includes system audio, microphone audio, webcam video, participant lists, chat, or notifications. Turn off sources that are not needed.
- Use a work account and approved tool. Follow your organization’s policy for recording software, accounts, and handling work information.
- Make the recording and review it. Check the start and end as well as the main content for exposed personal data, messages, credentials, or other material that was not meant to be included. Edit or discard the file before sharing if necessary.
These are practical precautions, not a verbatim checklist issued by a regulator. They apply the ICO’s warning that screen captures and device monitoring can gather excessive information, and NIST’s advice to prevent sensitive information from being exposed on screen.

Take extra care with employee monitoring
A worker making a one-off walkthrough for training is different from an employer taking repeated or random screenshots to assess that worker. The purpose, frequency, setting, and information captured affect the privacy impact.
The ICO warns that monitoring remote workers can intrude on privacy expectations at home and may collect excessive personal information, including sensitive information. In the UK context, its guidance calls for a clear purpose, consideration of less intrusive methods, an identified lawful basis, and appropriate information for workers. A data protection impact assessment (DPIA) is needed before processing likely to create high risk; even where one is not required, the ICO says it can help assess and plan for risk. The ICO also advises against capturing private use on employees’ personal devices.

Continuous audio and video monitoring is highly intrusive and, according to the ICO, unlikely to be justifiable in most circumstances. If audio is not needed, disable it. Covert monitoring should not be treated as a routine workaround; any exceptional circumstances must be assessed under the applicable authority and workplace policy. These are UK-specific regulatory considerations, not a statement of law in every jurisdiction.
Store, share, and delete the file deliberately
- Use approved storage. Save the recording in an organization-approved location with suitable access controls, rather than a personal cloud account or unapproved device.
- Restrict access. Share it only with the people and systems that need it for the stated purpose.
- Set a retention reason. Keep the file only for as long as its purpose and applicable records rules justify. Delete it when that purpose no longer requires it.
- Account for related files. Know where recordings, transcripts, chat logs, and shared files are stored, who can access them, and how long they remain available. The UK National Cyber Security Centre highlights these questions in its online-meeting security guidance.
Check the rules that apply to your situation
Recording law and workplace requirements vary by jurisdiction and use. A task demonstration, employee-monitoring system, and meeting recording can raise different issues; a recording that captures voices, participants, or chat may also be subject to meeting-specific rules. Before recording for monitoring, investigation, or another sensitive purpose, consult your organization’s privacy or legal team and check the rules where affected people are located.

For reference, the ICO’s guidance on monitoring workers covers worker notice, lawful basis, access, and retention; its specific monitoring methods guidance addresses screen captures and device monitoring. NIST’s virtual-meeting privacy guidance discusses recording necessity and limiting exposure during screen sharing. The New Zealand Privacy Commissioner explains meeting recordings in its meeting-recording guidance. The UK NCSC published online meeting security guidance on 19 March 2026.
