HEVC (H.265) can deliver similar perceived video quality at a lower bitrate than H.264/AVC, but the saving depends on the footage, encoder, settings and playback support. Treat it as a better quality-versus-bitrate option—not a guaranteed percentage reduction or a way to make a lossy encode lossless. The practical approach is to build an adaptive bitrate ladder, test it on representative scenes and verify that your viewers’ devices can play the resulting streams.
What HEVC can—and cannot—save
HEVC is a video compression format designed to encode video more efficiently than H.264/AVC. Apple Developer characterized the advantage as higher-quality video at about 40 percent lower bitrate than H.264 in its 2017 talk on authoring 4K and HDR HLS streams. That is a published comparison, not a promise that every HEVC encode will use 40 percent less data at identical perceived quality.

The result varies with motion, texture, grain or noise, resolution, bit depth, encoder implementation and preset. A quiet interview and a fast-moving, detailed scene may behave very differently. HEVC also does not restore detail discarded by an earlier lossy encode: converting an already compressed H.264 file to HEVC may reduce file size, but it cannot recover lost image information and may introduce additional artifacts.
Set a visual-quality target first, then find the bitrate that meets it. Lowering the bitrate too far can visibly degrade the picture. A 2024 study of H.264, H.265 and VP9 reported that increasing CRF lowered bitrate along with PSNR and VMAF in its tested cases. Those metrics are useful comparison tools, but neither replaces inspection on the displays and playback conditions you care about.

Start with an adaptive bitrate ladder
An adaptive stream provides several versions of the same video at different resolutions and bitrates. A compatible player can select a rendition suited to the viewer’s current bandwidth and device, and switch as conditions change. Each rendition needs enough bitrate for its resolution and content; the lowest workable setting is not automatically the best setting.
Apple’s HLS Authoring Specification for Apple Devices publishes the following example HEVC SDR values for its 30 fps column. Apple presents them as possible recommendations, not fixed settings for every title. Its guidance says to evaluate the values against the content and encoding workflow; high-motion material may need a different resolution-and-bitrate combination.

These are starting points for the specification’s stated context, not a universal ladder or a guarantee of equal quality to H.264. Apple lists a separate HDR column with higher example values, including 5,400 kb/s for 1080p and 13,900 kb/s for 4K. Do not apply SDR figures to HDR streams as though the targets were interchangeable.
Test encodes against your own video
- Choose representative footage. Select short sections containing the difficult material in your catalog: fast motion, fine detail, gradients, dark scenes, and any typical grain or noise. Include more than one type of scene if the content varies substantially.
- Encode at several bitrate or quality points. Keep the source, resolution, frame rate, codec profile and other relevant settings consistent while comparing rate points. If you are using a quality-based control such as CRF, remember that a higher CRF typically means more compression and lower bitrate, with a possible quality cost; CRF values are not directly comparable across every encoder or codec.
- Compare at the intended viewing size. Inspect the samples on representative playback devices and at the display size your audience is likely to use. Look for blocking, banding, smeared texture, ringing and motion breakup, not only for a numerical score.
- Use objective metrics as supporting evidence. VMAF and PSNR can help map a quality-rate curve across the test encodes. Use the same source and evaluation process for each comparison, and interpret scores alongside visual inspection rather than as a universal pass/fail threshold.
- Choose ladder rungs and retest transitions. After selecting acceptable settings for each rendition, test playback while bandwidth changes. Confirm that the player can move between the variants cleanly and that lower rungs remain watchable for the content they are meant to serve.
Check compatibility and the full delivery path
A bitrate reduction helps only if the playback device and player can decode the HEVC stream and the stream is authored and signaled correctly for the target ecosystem. The available guidance here does not establish a current device-by-device or browser-by-browser support matrix, so check the actual devices and playback environments you serve instead of assuming every H.264-capable viewer can play HEVC.

For Apple HLS authoring, Apple recommends providing SDR streams for backward compatibility. Its guidance also says a client should not be required to switch codecs when multiple video streams are supplied. Plan compatible fallback variants where your audience and delivery setup require them, and validate the resulting manifests and playback path for those clients.
Account for more than the video rendition’s average bitrate when estimating delivery capacity. Audio, container and segment overhead, and peak-rate behavior add to total throughput. A video bitrate is therefore not an exact broadband-speed requirement for a viewer; leave headroom and validate playback under realistic network conditions.

Where HEVC makes sense
- Consider it when reducing delivery bitrate or data use matters and you can verify playback support for your target audience.
- Keep H.264 or another appropriate fallback when compatibility requirements include clients that cannot reliably play HEVC.
- Do not choose by codec label alone. Compare the actual quality-rate results for your content and weigh them against encoding workflow, playback support and the need to maintain fallback variants.
- Do not promise a fixed bandwidth saving. Apple’s approximate 40 percent figure is a 2017 published characterization; it is not a per-title guarantee.
