How to Use Foreman to Manage Puppet Nodes

Learn how Foreman classifies and provisions Puppet nodes while Puppet Server compiles catalogs. This guide covers topology, Smart Proxies, ENC configuration, agent certificates, hostgroups, smart parameters, operations, and troubleshooting.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use Foreman as Puppet’s management, classification, provisioning, and reporting layer while Puppet Server continues to compile catalogs and Puppet agents enforce them. The normal flow is: connect Foreman to a Puppet Server through a Smart Proxy, import environments and classes, assign them to hosts or hostgroups, configure Puppet Server to call Foreman’s external node classifier (ENC), provision agents with the correct server and environment, sign their certificates, and monitor runs from Foreman.

Foreman does not replace Puppet Server. It supplies the inventory and policy decisions; Puppet Server evaluates those decisions into catalogs, and each agent applies its catalog locally. Keeping those responsibilities distinct makes topology, certificate ownership, troubleshooting, and change control much easier to design.

Understand the Foreman–Puppet architecture

A Foreman deployment normally contains four cooperating pieces. Foreman stores hosts, hostgroups, operating-system data, environments, classes, parameters, facts, and reports. A Smart Proxy is the connection point between Foreman and infrastructure services. Puppet Server compiles catalogs and receives agent requests. The Puppet agent runs on each managed node and applies the catalog.

Component Primary responsibility What it does not do
Foreman Inventory, host and hostgroup assignment, provisioning, classification, reporting, and user-facing operations It does not compile or apply Puppet catalogs
Smart Proxy Connects Foreman to Puppet services; imports environments and classes; can handle certificate operations and, when configured, trigger runs It is not a replacement for Puppet Server’s catalog compiler
Puppet Server Receives the ENC result, compiles catalogs, serves them to agents, and processes reports It does not provide Foreman’s host inventory or provisioning interface
Puppet agent Requests a catalog, applies resources, sends facts and reports, and maintains its certificate It does not decide its own Foreman hostgroup or class assignment

The Foreman Puppet plugin adds Puppet-specific management: environments, classes, config groups, smart class parameters, assignment to hosts and hostgroups, Puppet ENC behavior, and Smart Proxy Puppet-status integration. Plugin and Foreman releases are version-sensitive, so install the plugin release that matches the deployed Foreman version rather than assuming the newest plugin is compatible.

What happens during a run

  1. The agent contacts the configured Puppet Server and presents its certificate.
  2. Puppet Server invokes the configured ENC with the node name.
  3. The Foreman ENC queries Foreman and returns a YAML classification containing the node’s environment, classes, and parameters.
  4. Puppet Server loads the selected Puppet code, compiles a catalog, and sends it to the agent.
  5. The agent applies the catalog and returns a report. Foreman displays the report with facts and status information.

Choose an operating topology

Decide who owns Puppet Server, its certificate authority, upgrades, backups, and availability before installing anything. Foreman supports an integrated arrangement in which it installs and manages Puppet services on the Foreman server or a Smart Proxy, and an external arrangement in which an independently operated Puppet Server remains the service endpoint while Foreman supplies classification, reporting, and inventory.

Decision Integrated Puppet services External Puppet Server
Service ownership Foreman or a designated Smart Proxy installs and manages Puppet Server and possibly the Puppet CA A separate Puppet operations team or platform owns Puppet Server lifecycle
Best fit One platform team wants a unified installation, upgrade, and support boundary Puppet already serves multiple consumers, has separate availability controls, or is managed under an existing standard
Certificate authority Can be managed through the Foreman Puppet CA Smart Proxy when enabled Normally remains under the external Puppet platform’s control; Foreman receives only the access needed for approved operations
Network design Foreman, Smart Proxy, Puppet Server, and agents can be placed in one managed service path Smart Proxy must reach the external Puppet services, and agents must reach the Puppet Server named in their configuration
Operational trade-off Fewer integration boundaries, but Foreman becomes part of the Puppet service’s failure and upgrade domain Clear separation of duties, but TLS, API access, version compatibility, and incident ownership must be coordinated

Use the installer options documented for your Foreman release to enable the Foreman Puppet plugin, Puppet, the Puppet Smart Proxy, and, if required, the Puppet CA Smart Proxy. Do not copy flags from a different release: installer option names and supported combinations can change.

Questions to settle before deployment

  • Which system is authoritative for Puppet Server configuration and upgrades?
  • Where will the Puppet CA reside, and who may sign, revoke, or clean certificates?
  • Will Foreman classify every node, or will some nodes continue to use site-manifest node definitions or another ENC?
  • Are Puppet environments promoted through a code workflow, or can Foreman users change assignments directly?
  • Will the Smart Proxy only report status, or may it trigger an immediate agent run?

Prepare Foreman, the Smart Proxy, and Puppet code

Install the Puppet integration

Enable the Foreman Puppet plugin in the Foreman installation or add it afterward using the package and repository procedure for the exact Foreman release. Confirm that the plugin is loaded before attempting to import classes. The plugin exposes Puppet environments, classes, config groups, smart class parameters, host and hostgroup assignment, ENC support, and Puppet status integration.

Keep Foreman, the plugin, Puppet Server, and the Smart Proxy within a supported compatibility range. If a class list is empty after installation, check version compatibility and logs before changing manifests or permissions.

Prepare a Smart Proxy

Register a Smart Proxy that can reach the Puppet service. Activate the Puppet management capability on that proxy so Foreman can scan the Puppet Server, import environments and classes, perform certificate operations where permitted, and optionally request a run. In a multi-network design, place the proxy where it can reach both Foreman and the Puppet endpoints without exposing the management API broadly.

Validate the proxy’s URL, TLS trust, credentials, and Puppet service settings. A proxy that is visible in Foreman but cannot authenticate to Puppet will appear healthy at the inventory level while imports and certificate actions fail.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Organize Puppet code

Put manifests and modules in the environments that Puppet Server serves. Keep environment promotion aligned with the team’s code workflow. Foreman can assign an environment, but it does not make unreviewed Puppet code safe; a host assignment can immediately select different manifests on the next catalog request.

Provision and configure a Puppet agent

Every managed host needs a Puppet agent package, repository access, a configured Puppet Server, an optional CA endpoint and environment, a running agent service, and a certificate signed by the Puppet CA. During Foreman provisioning, include the puppet_setup snippet in the provisioning template. Where supported by the host template, enable the agent with a host parameter such as enable-puppet7=true; use the parameter and agent version appropriate to your platform rather than assuming that every release uses the same value.

Provisioning sequence

  1. Make the repository available. Ensure the operating system can reach the Puppet agent repository through the configured repository, activation key, or equivalent package source. A host that cannot download puppet-agent will finish provisioning without a usable agent.
  2. Set the Puppet host parameters. Supply puppet_server. Set puppet_ca_server when the CA endpoint differs from Puppet Server, and set puppet_environment when the node must start in a non-default environment.
  3. Include the setup snippet. Add puppet_setup to the provisioning template so the template installs and configures the agent rather than merely creating the operating system.
  4. Install the package. Use the package manager for the operating system. Package names, repository configuration, and the service unit can vary by distribution and Puppet release; the expected package is generally named puppet-agent.
  5. Load the agent profile. On systems that install under /opt/puppetlabs, source the Puppet agent profile or call the full binary path. For example, an administrator may use /opt/puppetlabs/bin/puppet directly when the profile is not loaded.
  6. Set server and environment values. The following commands illustrate the Puppet configuration interface; adjust the server name and environment to the host’s assignment:
sudo /opt/puppetlabs/bin/puppet config set server puppet.example.net --section main
sudo /opt/puppetlabs/bin/puppet config set environment production --section main

Use puppet_ca_server as an additional setting when your topology requires a separate CA endpoint. Confirm the resulting configuration before starting the service.

  7. Enable the service. Start and enable the Puppet agent service using the host operating system’s service manager. On a systemd host, the expected operation is equivalent to systemctl enable --now puppet, but verify the unit name supplied by your package.
  8. Request a certificate. Run puppet ssl bootstrap. The first attempt normally creates a certificate request and waits for approval; it does not prove that the certificate has been signed.
  9. Sign the request in Foreman. Open Infrastructure > Smart Proxies > Certificates, select the pending host certificate, and sign it using the Smart Proxy that owns or can access the Puppet CA. Labels can differ slightly by Foreman release.
  10. Bootstrap again. Return to the host and run puppet ssl bootstrap again. The agent should retrieve the signed certificate and continue to the catalog request. If it still reports a pending request, inspect the CA selected by the host and the proxy rather than repeatedly deleting files.

Certificate details that commonly cause failures

  • The certificate name must match the agent’s Puppet certificate name and the name Puppet Server expects. Renaming a host after enrollment may require a controlled certificate cleanup and re-enrollment.
  • Signing on one CA while the agent points to another leaves the request pending from the agent’s perspective.
  • Deleting a local certificate without revoking or cleaning the corresponding CA record can create a duplicate-name conflict.
  • Clock skew, incorrect DNS, or an incomplete TLS trust chain can make a valid certificate appear unusable.

Configure Foreman as Puppet’s external node classifier

Puppet defines an external node classifier as an executable script or application that receives a node name and returns a YAML document describing that node’s classification. Puppet Server must be explicitly configured to call it. In the Puppet Server configuration file, normally puppet.conf, add the server settings:

[server]
node_terminus = exec
external_nodes = /path/to/foreman-enc

Replace /path/to/foreman-enc with the executable path installed by your Foreman Puppet integration. The Puppet service account must be able to execute the file and reach the Foreman API. Verify the API endpoint, TLS credentials, and service account used by the ENC; an executable permission error and an API authentication error both surface as classification failures but require different fixes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Foreman-maintained puppetserver_foreman module packages the ENC and report processor integration. Use the module and configuration method supported by your Puppet Server release. After changing puppet.conf, restart or reload Puppet Server according to its service procedure, then test a catalog request with a non-production node before changing broad hostgroups.

What a successful ENC response contains

The response identifies the node’s environment and the classes and parameters Puppet Server should compile. Foreman derives that result from the host and hostgroup records, class assignments, and smart class parameters. A successful process exit with malformed YAML is still a failure: Puppet Server cannot compile a trustworthy catalog from an invalid response.

When not to use the Foreman ENC

Some organizations keep classification in Puppet site manifests or another ENC for selected nodes. That can work, but each Puppet Server must have a clear rule for which classifier is authoritative. Mixing Foreman assignments and manifest-based node definitions without an ownership boundary makes a host’s effective configuration difficult to predict.

Import environments and classes into Foreman

  1. On the relevant Smart Proxy, activate the Puppet management capability and confirm that it can authenticate to Puppet Server.
  2. Run the proxy’s Puppet import or scan operation. Foreman should discover the environments and classes exposed by the Puppet Server.
  3. Review the imported environment and class names. If a class is absent, validate the Puppet manifest and module syntax because Foreman relies on Puppet’s parsing and discovery behavior.
  4. Assign an environment to a host or hostgroup. Assign classes at the narrowest scope that matches your policy: hostgroup for shared roles, host for exceptions.
  5. Define smart class parameters when one class needs host-specific values. Document required parameters and defaults so a newly assigned host does not receive an unintended empty value.
  6. Trigger a controlled agent run and inspect the resulting report before assigning the same changes to a larger hostgroup.

Host versus hostgroup assignment

Hostgroups are the scalable default for roles such as web, database, or monitoring nodes. A host inherits the hostgroup’s environment, classes, and parameters, while host-level assignments provide deliberate exceptions. Keep exceptions visible and temporary where possible; otherwise the host record becomes a second, undocumented policy layer.

Smart class parameters

Use a smart class parameter when the class is common but a value differs by host, role, or environment. Define the parameter in Foreman, set an explicit data type and default where supported, and restrict override permissions. A parameter change can alter a catalog without changing the Puppet module, so include it in change review and audit procedures.

Operate Puppet nodes from Foreman

Use reports and facts

Foreman host pages and reports let operators inspect the last Puppet status, applied resources, failures, changes, and facts. Facts help confirm that a host is in the expected operating-system family, architecture, network, and role before assigning classes. Treat facts as observed input, not as proof that a desired configuration was applied successfully; the report is the evidence of the run.

Triggering an immediate run

A Smart Proxy can optionally trigger an immediate Puppet run, depending on the configured implementation and permissions. Enable this only when the operational model requires it. Scheduled agent runs are easier to rate-limit and audit; an immediate run is useful after certificate approval or an urgent, reviewed change but can create load when launched across a large hostgroup.

Reporting and ENC are separate paths

A host may report successfully while classification is broken, because report submission and ENC lookup are different operations. Conversely, an ENC can classify a host correctly while reports fail because the report processor, TLS path, or network route is wrong. Test each path independently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Troubleshoot by symptom

Symptom Likely causes Checks and corrective action
Classes or environments do not appear in Foreman Proxy Puppet management is inactive; proxy cannot reach Puppet Server; TLS or credentials are invalid; manifests fail to parse Check the proxy’s Puppet settings and logs, test network and certificate trust, then validate Puppet manifests and rerun the import
Agent reports that its certificate is pending The request was not signed, was signed on a different CA, or the agent is using a different certificate name Inspect the pending request under Infrastructure > Smart Proxies > Certificates, compare CA and server settings, sign the correct request, and rerun puppet ssl bootstrap
Agent cannot contact Puppet Server Wrong puppet_server, DNS failure, blocked port, incorrect environment setting, or TLS trust problem Resolve the server name from the host, verify the route and firewall, inspect the agent configuration, and confirm the server certificate chain
Puppet Server logs an ENC error Incorrect external_nodes path, missing execute permission, API authentication failure, invalid TLS credentials, or malformed YAML Run the ENC as the Puppet service account, verify the path and endpoint, inspect the returned YAML, and correct credentials before restarting Puppet Server
The host receives the wrong classes Unexpected hostgroup inheritance, stale environment assignment, a smart class parameter override, or another classifier still owns the node Review the host’s effective hostgroup, environment, class list, and parameter values; then confirm which ENC or site-manifest rule is authoritative
Reports are missing but catalogs apply Report processor integration, API access, or Smart Proxy reporting path is misconfigured Check report processor settings and TLS/API connectivity separately from the catalog and ENC path
An imported class disappears after a code change The class was renamed, removed, moved to another environment, or the manifest no longer parses Compare the Puppet code revision with the imported environment and rerun the Smart Proxy scan after fixing syntax or assignment

Security and change-control practices

  • Give the ENC service account only the Foreman API permissions it needs to read classification data and, if required, submit reports.
  • Protect private keys and certificate material on Foreman, Smart Proxies, Puppet Server, and agents. Do not copy a CA private key to a host merely to simplify enrollment.
  • Restrict certificate signing and revocation to a small administrative group. Treat a signed certificate as an identity credential, not as a routine provisioning artifact.
  • Use TLS verification on every Foreman–proxy and proxy–Puppet connection. Disabling verification may hide the original trust problem and exposes classification or certificate operations.
  • Review hostgroup membership, environment changes, and smart class parameter overrides as configuration changes. Record who made the change and which code revision it is intended to complement.
  • Separate development, testing, and production environments. Promote Puppet code through the team’s normal review process before changing a production hostgroup assignment.
  • Back up Foreman’s database, Puppet code, Puppet Server configuration, and certificate authority data according to the recovery objectives for your organization.

Deployment checklist

  1. Choose integrated or external Puppet Server ownership and document the certificate authority owner.
  2. Install a Foreman release and matching Puppet plugin version.
  3. Register and configure a Smart Proxy with the Puppet management capability.
  4. Confirm Foreman-to-proxy and proxy-to-Puppet TLS trust, credentials, and network reachability.
  5. Expose the intended Puppet environments and modules on Puppet Server.
  6. Import environments and classes into Foreman and verify that manifests parse.
  7. Configure Puppet Server with node_terminus = exec and the correct external_nodes executable.
  8. Provision a test host with puppet_setup, repository access, puppet_server, and any required CA or environment parameters.
  9. Install and start the Puppet agent, run puppet ssl bootstrap, sign the request in Foreman, and bootstrap again.
  10. Assign the test host to the intended environment, hostgroup, classes, and smart parameters.
  11. Run Puppet, inspect the catalog result and report, and correct classification or certificate issues before scaling out.
  12. Document ownership, rollback steps, certificate procedures, and the approval path for hostgroup and parameter changes.

How to decide which controls belong in Foreman

Control Put it in Foreman when Keep it in Puppet code or infrastructure operations when
Node classification Operators need searchable host inventory, hostgroup inheritance, and an auditable UI assignment The organization requires code-reviewed node definitions or already has a separate authoritative ENC
Environment selection Environment follows a host lifecycle or promotion workflow represented by hostgroups Environment is selected exclusively by a repository or deployment pipeline
Per-host values A shared class needs controlled, host-specific values and Foreman’s parameter model fits the data Values are secrets or complex structured data that should come from a dedicated secrets or data workflow
Certificate actions The Smart Proxy is explicitly authorized to expose approved signing and cleanup operations A separate security team or external Puppet platform must retain CA ownership
Run triggering Operators need a reviewed, targeted run after an event such as certificate approval Agents are managed by a central scheduler or immediate runs would create unacceptable load

The practical design is usually hybrid: Foreman owns inventory, hostgroup relationships, classification, and visibility; Puppet code owns reusable configuration logic; Puppet Server owns catalog compilation; and the CA owner controls identity. State those boundaries in your operating procedures so a node’s behavior can be traced from host record to ENC response to catalog report.
