To stop Facebook using mobile data on your iPhone, go to Settings > Cellular (or Mobile Data in some regions), find Facebook in the app list, and turn off its cellular-data switch. Apple says that with cellular data off for an app, iPhone uses Wi-Fi only for that service.
Turn off cellular data for Facebook

Tap Cellular. Depending on your region or iOS labels, this may be called Mobile Data.

Scroll down to the app list and find Facebook.

Turn off the switch next to Facebook. Keep Wi-Fi enabled and connect to a Wi-Fi network to use Facebook.

Apple’s iPhone User Guide explains that turning cellular data off for an app makes iPhone use Wi-Fi only for that service. The switch restricts Facebook’s cellular-data access; it does not turn off Facebook over Wi-Fi or change other apps’ permissions.

What happens when Wi-Fi is unavailable?
If you are not connected to Wi-Fi, Facebook will not have cellular data through this setting. Connect to Wi-Fi to use the app; turning the switch back on restores Facebook’s cellular-data access.
Check Facebook’s cellular-data use
Open Settings > Cellular and look beneath Facebook in the app list to see its displayed cellular-data usage. For the most accurate current-period total, Apple recommends checking with your carrier. See Apple’s guide to cellular data on iPhone and iPad.

Should you check Wi-Fi Assist?
Apple says Wi-Fi Assist is on by default and can switch to cellular data when Wi-Fi connectivity is poor. If you are trying to minimize cellular use overall, review Wi-Fi Assist in Settings > Cellular. Apple does not specify on the cited page whether Wi-Fi Assist overrides an app-specific cellular-data-off setting, so the Facebook switch remains the direct control to use for Facebook.
