How to Use Claude Code Plan Mode as a Planning Advisor for Multi-Step Coding Tasks

A practical workflow for using Claude Code plan mode as a planning checkpoint: set the task, review assumptions and dependencies, then approve, implement, and verify.

To plan a multi-step coding task before Claude Code edits files, start it in plan mode, give it a concrete outcome and constraints, then review its repository-grounded proposal before approving implementation. Claude Code documents plan mode—not a separate built-in feature named “planning advisor.” In this workflow, the advisor is you, or a separately configured reviewer, checking the plan before work begins.

What the planning checkpoint does

Anthropic’s Claude Code documentation describes plan mode as a way to inspect a codebase and propose a plan without editing files until you approve. The Common workflows guide puts it plainly: “Claude reads files and proposes a plan but makes no edits until you approve.” Treat approval as a decision point: confirm the proposal fits the task and the repository before moving into implementation.

This is useful when a request spans multiple files, depends on existing architecture, or involves decisions that should be settled before code changes. Plan mode does not replace your judgment: you still need to check its assumptions, authorize the work, and review the resulting changes.

Start with project context and a specific outcome

Launch Claude Code from the project root so it can inspect the repository. First ask for a short overview, then narrow the conversation to the relevant components, files, data models, or tests. Anthropic’s workflow guidance recommends moving from broad questions about the codebase to targeted questions about how its parts fit together.

Before asking for a plan, describe what should change, what must remain true, and how you will judge completion. For example:

Add password reset support. First inspect the existing authentication flow and tests. Identify the files involved, dependencies, security-sensitive decisions, and acceptance criteria. Do not edit files yet; propose an ordered plan and list assumptions and tests.

That wording is a prompt example, not a required command. Adapt it to your project: name compatibility requirements, constraints on dependencies, expected behavior, and any checks that matter. A request such as “improve authentication” leaves too much open for a useful implementation plan.

Enter plan mode

There are two documented ways to reach the planning checkpoint. Choose based on whether you are starting fresh or already have useful context in the conversation.

When How What to expect
At the start of a session Run claude --permission-mode plan from the project context. The session starts in plan mode.
During a session Press Shift+Tab until the status bar shows ⏸ plan mode on. The running session switches into plan mode.

These entry methods are documented in Anthropic’s Common workflows guide; the CLI reference lists plan as a permission mode and shows the command-line option. If the flag or interface behaves differently in your installed release, check the live CLI reference, since command options can change.

Review the plan like an advisor

Do not approve a plan solely because it sounds plausible. Check it against the request and the repository evidence Claude actually identified. The following checklist is a practical review aid, not an official Anthropic scoring rubric.

  • Scope: Does the proposal deliver the requested outcome without adding unrelated work?
  • Repository grounding: Does it name relevant files or components and explain how they connect?
  • Dependencies and order: Are prerequisites handled before the changes that depend on them? Are independent tasks separated where that helps?
  • Assumptions and risks: Does it surface unknown behavior, compatibility promises, data changes, security considerations, and likely edge cases?
  • Acceptance and verification: Does it state what success looks like and identify relevant tests or other checks?
  • Reviewability: Can the work be split into small increments that are straightforward to inspect and test?

A plan can be technically detailed yet still miss the point if it assumes a new interface, overlooks an existing convention, or leaves out how the result will be verified. Ask for clarification or further inspection before approving when any of those gaps affect the implementation.

Resolve unknowns before authorizing edits

When the proposal rests on a decision the repository does not make clear, turn that uncertainty into a targeted question. Ask Claude to inspect a specific file, trace how a component is used, locate the relevant tests, or explain why one change must precede another. This follows Anthropic’s guidance to ask focused questions about project architecture and how components interact.

Pay particular attention to unknown interfaces, data models, migrations, compatibility requirements, and test commands. If a security-sensitive choice or behavior change needs your decision, make that decision explicit rather than letting an unstated assumption become part of the implementation.

Approve in increments, then verify the result

Once the plan is acceptable, move into implementation and keep the work small enough to inspect. You can ask Claude to preserve specified behavior or backward compatibility, make changes in logical slices, and run the relevant tests. Anthropic’s workflow guide recommends small, testable increments and testing the changes.

  1. Authorize the reviewed plan. Make clear which proposal or revised version you are approving.
  2. Implement a manageable slice. Review what changed before asking for the next dependent step, especially when a migration or interface change is involved.
  3. Run relevant checks. Ask for the project’s applicable tests or other verification, and have Claude explain failures rather than treating a failed run as success.
  4. Inspect the diff and output yourself. Confirm the changes match the approved scope and that the reported checks provide meaningful evidence before accepting or submitting the work.

Claude Code can help review and refine pull requests and highlight risks, but generated changes still require human review before submission.

Keep the workflow current

Plan-mode behavior, CLI options, access requirements, and installation details may change. For current setup steps, consult Anthropic’s Claude Code setup documentation; for the mode and CLI syntax, use the linked workflow guide and CLI reference rather than relying on an older tutorial.
