A retail Xbox One or Xbox Series X|S can run Microsoft’s Developer Mode for app development and testing, and a community guide describes using that mode to install RetroArch. It is not a dedicated retro-gaming kit: retail games and apps stop running while Developer Mode is active, and emulator compatibility depends on the app build and core. Here’s what activation involves, how the community setup works, and what to check before you begin.
What Developer Mode does—and what it does not do
Microsoft provides Developer Mode on retail Xbox One and Xbox Series X|S consoles as an environment for developing and testing software. It is separate from Retail Mode. Microsoft says retail games and apps cannot run while Developer Mode is active; switch back to Retail Mode for ordinary console use. The mode is not a jailbreak, nor does Microsoft describe it as a retro-gaming feature.

| Mode | Use it for | Tradeoff |
|---|---|---|
| Retail Mode | Playing installed retail games and running retail apps | Not the mode used for UWP app development or the RetroArch installation steps in the community guide |
| Developer Mode | Testing UWP software or following the community RetroArch setup | Retail games and apps are unavailable until you switch back; app resources are constrained and emulator compatibility varies |
Microsoft’s consumer activation instructions apply to Xbox One and Xbox Series X|S bought through retail channels. Microsoft warns not to run the consumer Dev Mode app on development hardware managed through a developer program. Microsoft’s activation guide explains the mode switch and eligibility.

Activate Developer Mode on a retail Xbox
- On the console, install and open the Xbox Dev Mode app from the Microsoft Store. Record the activation code displayed in the app.
- Register an app developer account and sign in to Partner Center.
- On the Xbox device management page in Partner Center, enter the code, accept the activation terms, and wait for activation to finish.
- Return to the Dev Mode app and choose Switch and restart. The console restarts into Developer Mode.
- To return to Retail Mode, open Dev Home and choose Leave Dev Mode. To enter Developer Mode again, launch the Xbox Dev Mode app and choose Switch and restart.
Microsoft’s activation instructions cover this flow. A separate activation agreement last updated December 23, 2021 states that the program’s purpose is testing and demonstrating Xbox One applications and limits use to three Xbox One consoles per individual or company at a time. It also says development updates may temporarily reduce or remove console functionality. Treat that as the wording of the dated agreement, not a guarantee of zero risk or confirmation that every term remains unchanged.

Do you need a PC and Visual Studio?
Not just to follow the community guide’s RetroArch installation path: it uses Xbox Device Portal to install the app package. For developing and deploying your own UWP app, Microsoft’s documented workflow uses a Windows development PC with Visual Studio and the Windows SDK. The detailed Xbox UWP setup page was last updated October 12, 2017, so its specific Visual Studio and Windows versions are historical guidance, not current purchasing advice.
Microsoft’s documented UWP deployment workflow
- Install Visual Studio and the Windows SDK on the development PC, and enable developer features on the PC.
- Sign in on the Xbox and open Dev Home. In Visual Studio, configure the console as a remote machine.
- Select the x64 architecture and Universal (Unencrypted Protocol) authentication, then pair using the PIN shown in Dev Home.
- Deploy from Visual Studio with F5. Microsoft recommends a wired network for deployment performance, and the console must have a signed-in user.
See Microsoft’s Xbox UWP getting-started guide for the workflow. Microsoft also says signed APPX packages can be sideloaded through Xbox Device Portal in its general media app development options; that is not RetroArch-specific support or endorsement.

Install RetroArch: a community-described route
The steps below reflect the XboxEmulationHub community-maintained RetroArch Setup Guide, whose metadata says it was tested on March 25, 2025. Microsoft’s documentation does not promise, endorse, or guarantee RetroArch, any particular core, or compatibility with a specific emulated system. Builds, core availability, paths, and instructions can change.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Activate Developer Mode using the Microsoft process above, then open Dev Home and enable Xbox Device Portal. Follow the current console prompts for its address and access credentials.
- On a computer connected to the same network, open the Device Portal address shown by Dev Home and use its app installation page to upload the RetroArch package specified by the community guide for your console family. The guide distinguishes Series X|S (“Mesa”) and Xbox One (“Angle”) builds; verify the current package and instructions before installing.
- When prompted for app type, the guide recommends Game for performance. This is the guide’s recommendation, not a Microsoft compatibility guarantee.
- After installation, launch RetroArch in Developer Mode. The guide describes updating core information files and then downloading cores from within RetroArch. Core availability and results vary; follow the guide’s current instructions for the selected build.
Choose internal or external storage
An external USB drive is optional. The community guide describes storing games and content, BIOS files, saves, and states on external USB storage, with NTFS formatting and full read/write permission for UWP apps. That adds a formatting and permissions step, but makes files easier to move independently of the console’s app data. The guide does not establish a minimum drive capacity or recommend a particular model.

Developer Mode runs apps within a constrained environment. Microsoft’s resource documentation, last updated February 8, 2017, lists these UWP limits for Xbox One and Xbox Series X|S:
Rank #4
- XBOX ELITE WIRELESS CONTROLLER SERIES 2: Play like a pro with adjustable-tension thumbsticks, wrap-around rubberized grip, and shorter hair trigger locks..Audio : 3.5mm stereo headset jack. | Resource or condition | Microsoft’s documented figure or behavior |
|---|---|
| Foreground app memory | Maximum 1 GB |
| Foreground game memory | Maximum 5 GB |
| Background app memory | Maximum 128 MB |
| Background games | Suspended and terminated |
| UWP target architecture | x64 |
These are figures from Microsoft’s legacy system resource documentation, not emulator benchmarks. The same page says Xbox One UWP apps have lower/shared CPU and GPU access than UWP games and lists DirectX 11 Hardware Feature Level 10.1 for Xbox One apps. For production app work, check Microsoft’s current platform documentation rather than assuming the 2017 figures describe every present-day development scenario.
In practical terms, successful installation does not guarantee that a given core or system will run well—or at all. The community guide’s build distinctions and updates matter, and Microsoft’s general Developer Mode documentation is not a compatibility list.

ROMs, BIOS files, and legal responsibility
The setup instructions do not establish whether you may legally copy, download, or use a particular ROM, BIOS file, firmware image, or game backup. That depends on the material and the law where you live. Do not assume that emulation by itself makes a game image lawful to obtain or use.
Store publishing is a separate issue
Developer Mode is useful for local testing, but it should not be confused with a path to publish a UWP game in the Xbox Store. Microsoft’s FAQ, last updated January 14, 2026, says UWP-based games are no longer accepted in the Xbox Store and points developers to ID@Xbox. It also says x86 app development and submissions are no longer supported. See Microsoft’s UWP applications FAQ for current guidance.
