How to Use a VPN on Public Wi-Fi

Connect to verified public Wi-Fi, finish any portal sign-in, then turn on the VPN. Learn how to handle captive portals and understand what the VPN does—and does not—protect.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Join the venue’s verified Wi-Fi, complete any required sign-in page, then connect your VPN. If the VPN blocks internet access until its tunnel is active, use the device’s captive-portal helper or briefly allow the sign-in page to load; reconnect the VPN as soon as you are online. A VPN protects only traffic routed through its encrypted tunnel, so keep using HTTPS and secure account sign-in.

Connect in the right order

  1. Verify the network. Confirm the exact Wi-Fi name (SSID) and sign-in process with venue staff or official venue information. A fake hotspot can imitate a legitimate one. See CISA’s public Wi-Fi guidance.
  2. Join the Wi-Fi. Select the verified network in your device’s Wi-Fi settings. If a captive portal appears, accept the venue’s terms or complete its required authentication.
  3. Connect the VPN. Open the VPN app and connect after the portal sign-in. Check that the app reports an active connection.
  4. Keep the tunnel on while you use the network. If you disconnect from Wi-Fi or move to another hotspot, check the VPN status again; it may need to reconnect.

A live status indicator confirms that the VPN app says it is connected, but it does not prove that every app’s traffic is routed through the VPN. Routing settings and app behavior matter.

What to do when the Wi-Fi sign-in page will not load

Some airports, hotels, cafés, and other hotspots require a browser sign-in or terms page before internet access is available. The device must reach that portal directly before a VPN tunnel can be established, which can make a strict always-on or forced VPN appear to block the network.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Use your device’s built-in captive-portal assistant if one appears. The UK National Cyber Security Centre (NCSC) discusses portal access in its VPN guidance.
  2. If the portal still cannot open, temporarily allow the portal connection or turn off the VPN’s always-on/forced blocking setting, if your device and VPN permit it.
  3. Complete the portal sign-in, then turn the VPN back on immediately and confirm it reconnects.

Turning off a forced VPN briefly permits direct traffic before the tunnel is active. Keep that exception limited to the portal sign-in; if the network looks suspicious or the VPN cannot reconnect, switch to cellular data or a personal hotspot instead.

What a VPN protects—and what it does not

A VPN app routes selected device traffic through servers operated by the VPN provider. When that traffic is encrypted between your device and the VPN server, someone monitoring the local Wi-Fi connection cannot read its contents in transit. That protection applies only to traffic actually sent through the encrypted tunnel; split tunnelling or app-specific routing may leave some traffic outside it. The NCSC puts the limit plainly: only traffic routed over the VPN is protected.

A VPN does not make you entirely anonymous. Websites can still recognize you through accounts you sign into and information you provide, and the VPN provider becomes a party you must trust. The Federal Trade Commission (FTC) also cautions that not all VPN apps encrypt all traffic, and some may share information with third parties. Review an app’s privacy policy and permissions rather than assuming that installing a VPN protects everything.

Public Wi-Fi is not automatically unsafe: the FTC says that, because encryption is widespread, connecting through public Wi-Fi is usually safe. But hotspots are not always secure, so verify the real network and use sensible safeguards. HTTPS protects the connection to an individual website; a VPN can add an encrypted tunnel for traffic routed through it. Neither one fixes a compromised device or removes every online risk. Read the FTC’s public Wi-Fi advice and its VPN app guidance.

Choose settings that match the coverage you want

  • Full-device routing: Sends all eligible device traffic through the VPN. This reduces the chance that apps bypass it, where the VPN and platform support that setup.
  • Split tunnelling: Sends only selected apps or traffic through the VPN. It can be useful for specific needs, but traffic excluded from the tunnel does not get the VPN’s protection.
  • Automatic or always-on connection: Can help keep the VPN active when you join a network. A strict blocking mode may also prevent captive-portal sign-in until you use a portal helper or make a brief exception.

The NCSC recommends full-device routing and avoiding split tunnelling in its device-security context. That is technical guidance for reducing leakage, not a blanket consumer requirement; choose based on the traffic you want covered and how your device handles portals.

Keep these protections in place

  • Check that sensitive websites use HTTPS, shown by the browser’s secure-connection indicator. The FTC recommends checking for HTTPS even on public Wi-Fi.
  • Use strong, unique passwords and turn on multifactor authentication where available.
  • Sign out of sensitive accounts when you are finished, especially on a shared device.
  • Use cellular data or a personal hotspot if you cannot verify the Wi-Fi or the VPN will not connect. CISA says a personal hotspot is generally more secure than public Wi-Fi.

When cellular or a personal hotspot is the better choice

If you cannot confirm the hotspot’s name, its sign-in process seems unusual, or the VPN will not reconnect after portal access, do not force the connection. Use mobile data or your own hotspot if practical. A personal hotspot avoids relying on the venue’s Wi-Fi, though cellular coverage, your data allowance, and your carrier plan still determine whether it is a workable alternative.
