How to Use a Harness for Spec-Driven Development with AI Coding Agents

A practical guide to using GitHub Spec Kit as a process harness for AI coding agents, from project principles and feature specs to implementation and convergence.

A harness makes spec-driven development (SDD) a repeatable workflow instead of a sequence of improvised prompts: it gives an AI coding agent project rules, staged tasks, and reviewable artifacts that connect a feature’s requirements to its implementation. With GitHub Spec Kit, the usual path is to define project principles, specify the desired behavior, plan and break down the work, implement it, then check that the result matches the artifacts. The harness structures the work; it does not guarantee correct code or replace human review.

What “harness” means in AI-assisted development

The word has two related but distinct uses. In OpenAI’s description of its Codex system, the harness runs the model-and-tool loop and maintains the session. It is separate from the execution environment, where commands run and files are available, and from the application server that connects the agent to a product. GitHub Spec Kit uses “harness” more broadly for a process layer: phases, templates, checks, and agent-specific instruction files that carry project intent through software work. This guide focuses on that process-layer meaning. OpenAI’s agent-loop architecture and GitHub Spec Kit’s overview describe the respective uses.

A separate project, Harness Protocol, proposes a vendor-neutral harness.yaml format for operational setup, including plugins, MCP servers, environment requirements, behavioral instructions, and permissions. Its documentation identifies schema v1 as current and says exchange and registry layers are planned; those planned layers should not be treated as delivered features. That protocol is not the same thing as the Spec Kit development workflow below.

How the Spec Kit workflow connects intent to code

Spec Kit organizes work into phases, with Markdown artifacts feeding the next phase. GitHub’s documentation describes the idea this way: “Each phase produces a Markdown artifact that feeds the next — giving your AI coding agent structured context instead of ad-hoc prompts.” In practical terms, the specification describes expected behavior, the plan explains how to build it in the project, and tasks turn that plan into actionable work. Checks and convergence help surface gaps between those documents and the implementation. GitHub Spec Kit documentation

Set up Spec Kit for the agent you use

The commands and slash-command sequence here follow the official quickstart documentation retrieved on October 3, 2026. Installation and integration details can change, so consult the current Spec Kit quickstart and supported integrations reference before using them. The CLI commands run in a terminal; the /speckit-* workflow steps are invoked in the agent’s chat or command interface.

  1. Install and initialize. The documented example is uv tool install specify-cli, then specify init taskify --integration copilot, followed by cd taskify. Replace copilot with the integration for your actual agent. For automated or CI setup, the guide documents the --non-interactive option.
  2. Review the generated files. Initialization adds project and agent instruction files. Inspect what was created and confirm that it matches your repository and agent setup before proceeding.

Spec Kit’s integration reference lists GitHub Copilot, Codex CLI, Claude Code, Cursor, Gemini CLI, and other options, as well as a generic integration. It installs different command or skill files depending on the selected agent, so do not assume that command spelling or invocation mode is identical across tools. The documentation page, last updated September 28, 2026, listed 38 integrations, 157 community extensions, 33 presets, and more than 270 contributors; these are dated project counts, not evidence of workflow performance. Run a feature through the harness

The full route below follows the quickstart. It recommends running each skill separately and reviewing its output before moving on. In the GitHub Copilot example, the slash commands are entered in the agent chat after initialization.

1. Establish project principles with the constitution

Run /speckit-constitution to record principles that are already true or have been explicitly agreed by the team. Useful subjects can include security requirements, API compatibility, service boundaries, rollback expectations, and established tests. Base the rules on actual project practice; adding arbitrary standards merely to fill a template gives the agent misleading context. Quickstart · Existing-project guide

2. Specify the desired outcome

Run /speckit-specify to describe what the feature should do and why. Focus on user-visible behavior, outcomes, and constraints rather than picking the technology stack prematurely. A useful specification makes it possible for a reviewer to tell whether the result meets the need, even before deciding how it should be implemented. Quickstart

3. Resolve important ambiguity

For features where an unanswered question could change the design, run /speckit-clarify. It asks targeted questions and incorporates the answers into the specification before planning. Clarification is especially useful when requirements have multiple plausible interpretations; it is an available gate, not a ritual every feature must perform. Quickstart

4. Plan against the requirements and repository

Run /speckit-plan to produce implementation design artifacts and select the stack or architecture in light of the requirements and repository context. This is where implementation choices belong: the specification sets out the intended behavior, while the plan describes a credible route to deliver it. Quickstart · Existing-project guide

5. Check requirements and consistency

For the fuller workflow, run /speckit-checklist to assess the quality of the requirements, then /speckit-analyze to look for conflicts or gaps across spec.md, plan.md, and tasks.md. The analysis command is documented as read-only: correct problems in the relevant source artifact, then run the analysis again. A checked item in a custom checklist means a reviewer judged that requirement-quality item satisfied; it does not mean the feature has been implemented or completed. Quickstart

6. Create tasks and implement them

Run /speckit-tasks to turn the plan into actionable tasks in dependency order. Then run /speckit-implement to execute them. For a large feature, implementation can be scoped to a phase instead of asking the agent to perform all work at once. The guide says the implementation step uses checklist state as a gate, so review the artifacts and the resulting code rather than treating successful command execution as proof of correctness. 7. Converge before review

Run /speckit-converge to check the code against the specification, plan, and tasks. If convergence produces additional tasks, implement them and run convergence again until the artifacts and result agree sufficiently for human review or a pull request. Convergence is a way to expose mismatches; it is not a substitute for reviewing behavior, tests, or changes in context. Quickstart

Choose the workflow depth by risk

Spec Kit documents both a shorter route and a fuller route. The decision should reflect feature ambiguity, potential impact, and how much review the change warrants—not an assumption that every feature needs every gate or that fewer steps are automatically unsafe.

Route Sequence When it may fit
Shorter route Once-per-project constitution, then specify → plan → tasks → implement → converge A bounded feature with clear requirements and limited ambiguity, where the team can review the result directly.
Fuller route Constitution → specify → clarify → plan → checklist → analyze → tasks → implement → converge A higher-risk or less-defined feature where clarifying requirements and checking consistency add useful review gates.

The official quickstart presents clarification, checklist, and analysis as additions for production-oriented work, not universal prerequisites. Scale the process to the cost of misunderstanding the requirement, the complexity of the repository, and the difficulty of validating the result. Quickstart

Adopt the harness in an existing repository

In an established codebase, do not try to retroactively write a complete specification for the entire system. The existing-project guide recommends establishing a reviewable baseline first: commit or stash current work, create a branch or otherwise preserve a baseline, initialize Spec Kit in place, and inspect the diff. Then use the workflow on a bounded change.

  • Ground guardrails in evidence. Use the README, architecture decisions, contribution guidance, and CI configuration to capture existing standards instead of asking the agent to invent them.
  • Respect the current design. Plan against the repository’s architecture, dependencies, and tests; the harness should help implement a change in context, not imply that the project is a blank slate.
  • Review artifacts and code together. Check whether the implementation follows the plan and whether the plan still reflects the specification. The guide says initialization adds project and agent instruction files; it does not rewrite the application or infer specifications for existing behavior.
  • Decide how specifications age. Agree whether feature specs are historical records, living contracts, or artifacts that the team reconciles as implementation discoveries affect code, tasks, and plans. Without that convention, documents can drift away from the product they are meant to describe.

What the harness can—and cannot—establish

Structured artifacts give people and agents a shared place to inspect intent, identify missing decisions, and trace work from requirements through tasks. They can make disagreements visible earlier than an ad-hoc implementation prompt would. They do not prove that the requirements are complete, that the agent followed every constraint, or that the code is secure and correct; those judgments still depend on appropriate validation and human review.

OpenAI’s account of its own harness engineering says its team previously spent 20% of the week cleaning up what it called “AI slop.” That figure describes that team’s past experience, not a general productivity statistic or a forecast for other repositories. The same article emphasizes that humans remain involved in prioritization and validation, and cautions that its high-autonomy results depended on repository-specific investment. As OpenAI puts it: “Humans always remain in the loop, but work at a different layer of abstraction than we used to.” OpenAI’s Harness Engineering article
