Only after that should you update your accounting or billing system and test the invoices it generates. Changing a software tax master is an operational step—it does not decide which rate the law requires for a transaction.
Confirm the rate and effective date before changing software
Identify the exact goods or services and their classification, then check the applicable tax-rate notification for the rate, effective date, and any product-specific exceptions. A GST Council recommendation or general announcement is not a substitute for the notification that applies to the item. The GST Council maintains an index of central tax-rate notifications.

Be cautious with dated announcements. The Ministry of Finance FAQ about the 56th GST Council meeting, posted by PIB on 3 September 2025, said changes for goods and services other than specified cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco, and beedi would take effect on 22 September 2025. It said existing rates and compensation cess for those specified products would continue until a later date was notified. That FAQ describes that particular rate-change round; it is not a comprehensive rate chart for current transactions. Check the relevant notification and classification before relying on a rate or date.

Which rate applies around the change?
Do not assume that the invoice date alone controls, and do not use the date an employee edits the software setting. Section 14 of the CGST Act sets out time-of-supply rules for a change in tax rate. The outcome depends on whether the supply, invoice, and payment fall before or after the change. Apply the statute to the transaction facts; the section is available from the CBIC copy of the CGST Act, including section 14.
#1 Best Overall
- Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
- Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
- Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
- 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
- Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.
Supply before the change, invoice after it
The Ministry of Finance’s 3 September 2025 FAQ gives this example: when supply took place before the rate change and the invoice is issued afterward, if payment is received after the change, the time of supply is the earlier of payment receipt or invoice issue. If payment was received before the change, the payment-receipt date is the time of supply. Other combinations must be checked against section 14 rather than inferred from this example.
Stock already on hand
Holding goods in stock does not, by itself, preserve the earlier rate for a later supply. The Ministry of Finance FAQ states, “GST is levied on supply,” and says the revised rate applies to outward supplies on or after it takes effect. Transactions near the transition still require the statutory time-of-supply analysis.

Advances and incomplete supplies
An advance does not produce one automatic answer for every rate change. Where supply is incomplete or an invoice has not been issued, the FAQ directs businesses to determine the rate under the time-of-supply provisions, including section 14. Check when the advance was received, when the invoice was issued, and when supply occurred.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteInput tax credit on earlier purchases
A reduction in the rate on an outward supply does not automatically change the historical rate on an earlier purchase. The FAQ says a registered recipient may claim input tax credit, subject to other statutory conditions, where tax was duly charged at the rate prevailing at the time of inward supply. Duly availed credit is subject to section 49(4); credit may need to be reversed when outward supplies become exempt. Review the applicable conditions rather than adjusting purchase tax solely because a later outward rate changed. The FAQ is published by the Ministry of Finance via PIB.

Update the accounting or billing system
The precise menus depend on the product, so treat the following as business controls rather than a universal software walkthrough.
- Define the affected transactions. List the relevant goods or services, classifications, tax codes, and transaction types. Confirm which notification and effective date apply, including any exceptions.
- Map invoice treatments. Check product and service tax-code mappings, place-of-supply treatment, inter-state versus intra-state transactions, exemptions, cess, and other factors that affect the invoice. Keep separate configurations where the treatment differs.
- Enter the new rate with its effective date, if supported. Use an effective-dated tax master when the software offers one. Do not overwrite historical transaction data or expect a master change to correct an already-issued invoice automatically.
- Test representative invoices. Generate examples for transactions around the effective date, including relevant local and inter-state cases. Check the taxable value, rate, calculated tax, and the invoice output before using the configuration for live billing.
- Check connected e-invoicing services. Confirm that the software’s tax-rate master and integration accept the applicable rate. A vendor update may not be automatic or available at the same time in every system. For example, IRIS IRP’s production release dated 21 September 2025 added a 40% GST rate to its Tax Rate Master and made it available through its API, web form, Excel utility, and JSON upload. That is a documented update to IRIS IRP, not evidence that 40% applies generally or that other products behave the same way; see the IRIS IRP release information.
- Keep an operational record. Retain the source notification, internal approval or configuration record, test results, and a list of affected transactions. These are prudent controls; the cited sources do not prescribe one universal software audit-trail format.
Check invoice fields and review transactions already issued
CBIC’s invoice rules list the rate of tax and the tax amount among required invoice particulars. After a configuration change, inspect sample printed or electronic invoices to ensure the rate, amount, and applicable tax split are correct. See CBIC’s GST invoice rules.
