If a website will not open, first work out where the failure comes from: the site or your account, the browser, your device, the network, a Wi-Fi sign-in page, or a school or workplace rule. Check the exact error and compare the same site across browsers, devices, and networks you are allowed to use. A browser error alone does not prove that someone blocked the site.
Start by identifying what is failing
Before changing settings, note the site address and the exact message shown. Then compare the failure along four lines: one site or many, one browser or all, one device or several, and one network or every network you are permitted to use. These comparisons narrow the cause without weakening security settings.

- Only one URL fails: check the spelling, try the site’s home page, and note whether the error indicates a refusal, name-resolution problem, or timeout. The destination site itself may be refusing the connection.
- Many sites fail in one browser: try another browser. If that works, focus on the original browser’s extensions and stored site data.
- Many sites fail in every browser on one device: check the device’s connection and browser-independent settings.
- Several devices on the same network fail: the router, network, or internet service may need attention.
- A sign-in page or policy notice appears: follow the network’s sign-in process or ask its administrator about an approved exception.
Chrome documents several possible causes for connection errors, including DNS or name-resolution failures, no connection, timeouts, network changes, security software, VPN issues, and refusal by the site. For example, Google Chrome Help describes ERR_CONNECTION_RESET as an interruption that can involve an unstable connection, an outdated browser, a VPN issue, or security software. Try the low-risk browser checks
- Verify the address. Correct typos and try the site’s home page rather than a deep link.
- Reload the page. A temporary network interruption can resolve without any settings change.
- Try another browser. If the site loads there, keep troubleshooting within the browser that failed.
- Review extensions. An extension can affect page loading. Temporarily disable relevant extensions to diagnose, then restore the ones you rely on.
- Review the site’s stored data. If the problem appears limited to one site, clearing its site data may help. This can sign you out or remove saved preferences for that site.
- Update the browser. Chrome lists an outdated browser among possible contributors to some connection failures. Consult Chrome’s connection and loading-error guidance.
Make one change at a time so you can tell what helped. Do not disable security protections permanently just to make a page load.

Check the device and network
If the site fails in every browser on one device, check that the device is connected to the internet and compare with another device on the same network. If several devices have the same problem, the issue is more likely to involve the shared network or its internet connection than one browser.
When permitted, compare with a different network, such as your mobile connection. If the site works there but not on the original network, that points toward a network-specific issue or rule; it does not establish which one. Do not use a network you are not authorized to access or use in a way that violates its terms.

When the issue may be DNS, a timeout, or a refusal
Different errors suggest different failure modes. A name-resolution message points toward the address lookup; a timeout means the page did not respond in time; a refusal can come from the destination server. Use the error wording to guide the next check rather than treating every failure as a block. Google’s Chrome error reference explains common messages.
When a certificate warning appears
Do not bypass a certificate warning to enter a password or payment details. Check that the device’s date and time are correct. If the warning persists, contact the website or the administrator of a managed network.

Get through a public Wi-Fi sign-in portal
Hotels, cafés, and other shared networks may require you to sign in or accept terms before general browsing works. Confirm that you joined the network’s official Wi-Fi name, then complete its sign-in or acceptable-use page. Mozilla explains this process in its captive portal guidance.
- Connect to the network and open a browser page to see whether its sign-in step appears.
- If the portal does not load and you are using a VPN or proxy, temporarily disconnect it only to complete the network sign-in.
- After signing in, reconnect the VPN if appropriate and permitted by that network.
- If no portal appears or sign-in fails, ask the venue’s staff or network support for help.
Mozilla’s guidance notes that a VPN or proxy can prevent portal access. Disconnecting it is a diagnostic step for the portal, not a way to evade a site’s or network’s access rules.

Handle school and workplace restrictions through the administrator
Schools and workplaces may centrally manage website access. Managed Chrome policies can use URL allow and block lists, so an individual user may not be able to change the restriction. See Google’s Chrome Enterprise and Education guidance.
If you need a site for an approved task, contact the organization’s IT team or use its exception process. Explain the site and the work or study purpose. Do not try to evade a managed policy with a VPN, proxy, alternate browser, or other workaround; follow the organization’s rules.

If a website shows an account denial
An account-specific denial is different from a browser or network connection error. Follow the site’s own sign-in, recovery, or support process. If an account verification page displays an error, Microsoft provides steps for its specific “Let’s help you move forward” message at Microsoft Support. That guidance applies to that Microsoft error, not to other sites.

Frequently Asked Questions
Does a browser error mean my school or workplace blocked the site?
No. The same kind of failure can result from a site refusal, connection trouble, DNS, a timeout, or browser and security software issues. Compare browsers and devices, then ask the network administrator if the restriction appears to be managed.
Should I turn off a VPN to open a blocked website?
A VPN can interfere with a shared Wi-Fi sign-in portal, so temporarily disconnecting it may help you complete that sign-in. Do not use it to evade school, workplace, or other network rules.
