How to Turn On the Camera on an HP Laptop

Turn on an HP laptop webcam by opening its privacy control, enabling Windows camera permissions, and testing it in the Camera app.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To turn on an HP laptop’s built-in webcam, open any physical privacy shutter, switch or keyboard shutter key, then allow camera access in Windows and test the camera in the Camera app. HP models differ: not every laptop has a hardware control or an integrated webcam.

1. Open the webcam’s physical privacy control

Check the camera bezel for a sliding cover and open it. Some HP notebooks also have a privacy switch on the side or near the camera; slide it away from the camera-off icon. If your model has a webcam shutter key in the keyboard’s action-key row, press it to toggle the camera. You may need to hold Fn while pressing it. On HP models described in its guidance, the shutter-key light is on when the webcam is off and off when it is on. The icon, location and indicator vary, so consult the guide for your exact model if they differ. HP’s camera error guidance describes these model-dependent controls.

2. Allow camera access in Windows

Windows permissions can prevent apps from using a camera even when its shutter is open. Turn on device access and permit the app you want to use. For browsers and many video-conferencing programs, also enable desktop-app access.

Windows 11

  1. Open Start > Settings > Privacy & security > Camera.
  2. Turn on Camera access.
  3. Allow camera access for the app you want to use.
  4. If you are using a browser or another desktop program, turn on Let desktop apps access your camera.

Windows may be managed by an organization, and an administrator can restrict these settings. Microsoft’s camera permissions instructions cover both Windows versions.

Windows 10

  1. Open Start > Settings > Privacy > Camera.
  2. Turn on camera access for the device and allow access for apps, including the particular Microsoft Store app you want to use.
  3. For a desktop program, enable desktop-app camera access as well.

Microsoft ended Windows 10 support on October 14, 2025. These settings may still be available, but Windows 10 no longer receives standard support after that date.

3. Test the camera and isolate app problems

  1. Open Start, search for Camera, and launch the Windows Camera app.
  2. Check whether the preview shows a live image.
  3. If the preview works but a meeting app or browser cannot use the camera, check that app’s selected camera and its camera permissions. For desktop apps, verify that desktop-app access is enabled in Windows.

A working Camera app preview indicates that the built-in camera can operate in Windows; it points you toward the other app’s selection or permissions rather than a laptop-wide camera failure. Microsoft’s Windows camera troubleshooting guide also covers permission and device checks.

If your HP laptop does not have an integrated camera, or its built-in camera remains unavailable after the checks above, a compatible USB webcam is a fallback. Confirm that your laptop has a suitable port and that the camera supports your system. An external camera is not needed to enable a built-in webcam that is already working.
