On Windows 11, you can reduce personalized offers in Settings; stopping web queries and results is a separate managed-device policy, and Microsoft’s policy list does not include Windows Pro. Use the control that matches what you want to remove.

| Goal | Control | What it changes |
|---|---|---|
| Reduce personalized recommendations and offers | Settings > Privacy & security > Recommendations & offers | Personalized offers and related Windows personalization; this is not a guaranteed switch for web results. Microsoft’s Windows privacy settings guidance |
| Stop Search web queries and results | Don’t search the web or display web results in Search policy | Prevents Search from querying the web and showing web results on supported managed editions. Microsoft Learn: Policy CSP – Search |

Turn off personalized recommendations in Windows 11
- Open Start > Settings > Privacy & security > Recommendations & offers.
- Turn off Get personalized tips, ads, and recommendations based on my Windows activity. Microsoft says these offers may cover Microsoft and third-party products, services, features, apps, and hardware. Microsoft’s Windows privacy settings guidance
- Turn off Let Windows improve Start and search results by tracking app launches to stop this form of app-launch-based personalization, including its effect on the most-used-app list. This setting does not claim to disable web queries. Microsoft’s Windows privacy settings guidance
- If you also want to remove suggestions in Settings, turn off Show me suggested content in the Settings app. Microsoft’s Windows privacy settings guidance
Windows 11 updates are moving controls from the older General privacy page to Recommendations & offers, so the precise navigation or label may differ on some releases. Microsoft’s Windows privacy settings guidance

Stop web results on supported managed editions
For an organization-managed PC, an administrator can enable Computer Configuration > Windows Components > Search > Don’t search the web or display web results in Search. Microsoft says enabling it prevents web queries and web results when a user searches. If the policy is not configured, users can choose whether Search uses the web and displays web results. Turn off Search highlights separately
To remove trending topics and other Search highlights while keeping local Search, disable the Allow search highlights policy. Microsoft maps it to EnableDynamicContentInWSB under HKEY_LOCAL_MACHINESOFTWAREPoliciesMicrosoftWindowsWindows Search. Disabling this policy turns off highlights in Search home and the Start menu search box; it does not disable the Search feature. Microsoft Learn: Policy CSP – Search

Why not disable Search entirely?
The Fully disable Search UI policy hides Search and its entry points, including keyboard shortcuts and the Start/taskbar search controls. That can also remove convenient access to local Search. If your goal is only to remove web content, use the narrower web-results control when it is supported. Microsoft Learn: Policy CSP – Search

Turning off personalized offers is not a system-wide ad blocker. Microsoft explains that disabling the advertising ID does not reduce the number of ads, and the Recommendations & offers setting concerns personalized offers rather than every advertising method in Windows.
