To stop Windows 11 from reopening restartable apps when you sign in, go to Start > Settings > Accounts > Sign-in options and turn off Automatically save my restartable apps and restart them when I sign in. If an app still launches, disable its separate startup entry.
Turn off Windows’ restartable-app setting
- Open Start > Settings.
- Select Accounts > Sign-in options.
- Turn off Automatically save my restartable apps and restart them when I sign in. Microsoft lists this control in its instructions for stopping Edge from starting automatically: Microsoft Support: Stop Microsoft Edge from starting automatically.
This setting controls Windows’ saving and reopening of restartable apps at sign-in. It is distinct from an app configured to launch as a regular startup app.

If an app still opens, disable its startup entry
Use Windows Settings
Open Settings > Apps > Startup, then turn off the switch for the app that launches. Microsoft documents this route in Configure Startup applications in Windows.

Use Task Manager
Open Task Manager > Startup apps, select the app, and choose Disable. This disables the app’s startup entry rather than changing Windows’ restartable-app restoration setting.

If the app is not listed
Check the current user’s startup folder. Open Run, enter shell:startup, and press Enter. If the app has a shortcut there, deleting that shortcut removes it from that folder’s startup sequence. Microsoft describes this check in its startup-app instructions.
