“Pending” is a status, not a diagnosis. For an Intune-managed Windows quality update, first identify the update workflow and report, then capture the exact state and substate, alert or error text, last event time, and last scan time. Those details help distinguish service-side validation or scheduling from a device that has not received an offer, scanned, downloaded, installed, or restarted.
Why is my Windows quality update still pending in Intune?
The next step depends on what “pending” means in the specific report. This workflow focuses on expedited quality update policies; an update ring, feature update policy, and Windows Autopatch report have different purposes and reporting behavior.

Identify the policy, update, and report
- Confirm the workflow. Determine whether the device is targeted by an expedited quality update policy, a regular update ring, another quality update policy, or Windows Autopatch. Record the targeted release and the device’s Windows version and build.
- Open the matching report. For an expedite policy, use Reports > Windows Updates and open the Windows Expedited Update Report. The Expedited quality update policies with alerts view is also available under Devices > Monitor. Portal labels may change; use the current Intune admin center navigation. Microsoft’s expedite guidance describes these reports.
- Record the row’s details. Note the full state and substate, any alert or error, last event time, last scan time, target release, and installed release where shown. Select the specific profile and device rather than relying on a summary alone.
What does Pending/Validating or Pending/Scheduled mean?
In the Windows Expedited Update Report, these two pending substates describe service-side work, not a failed installation:

|---|---|---|
| Pending / Validating | The service added the device to the policy and started validation. | Check the policy assignment, device eligibility, alert details, and whether the report has advanced. |
| Pending / Scheduled | Validation passed and the device is scheduled to be expedited. | Check for later offer and endpoint progress states, along with the last event and scan timestamps. |
| Offering / OfferReady | Expedite instructions were sent to the device. | Look for the device to receive the offer and report subsequent scan activity. |
| Installing / OfferReceived | The device scanned against Windows Update and the update applies, but downloading has not begun. | Check Windows Update connectivity, update source configuration, and whether the report records download progress. |
| Installing / DownloadStart or DownloadComplete | The update download started or completed. | Watch for installation progress and review any reported errors. |
| Installing / InstallStart or InstallComplete | Installation started or completed; a restart or installed state may follow. | Check the device’s restart and installed status before treating the update as unfinished. |
These definitions are specific to the expedited-update report. Use Microsoft’s current report definitions for additional states and their meanings.

Why is the expedited update not reaching the device?
An expedited policy depends on the device being eligible and able to communicate with the required services. Check the current Microsoft prerequisites for the tenant’s cloud, licensing, endpoint requirements, and supported Windows versions and editions; these details can change.
Verify device eligibility and update path
- The device must be Intune MDM-enrolled and run a supported Windows version and edition.
- The update must be a generally available build; preview builds are not supported.
- The device must receive servicing directly from Windows Update, rather than an incompatible update source.
- Update Health Tools must be installed, and required Microsoft endpoints must be reachable.
- The tenant needs the required Intune license and eligible Windows subscription. Microsoft’s guidance says expedited updates are not supported in GCC and GCC High/DoD cloud environments.
Consider push notifications—but do not assume they are the cause
Windows Push Notification Services (WNS) is recommended, not required. Microsoft says that without WNS access, devices might not expedite until their next daily check for updates. This can explain a delay in receiving an offer, but does not by itself prove why a particular device remains pending.
Check Group Policy and update-source conflicts
Group Policy can override MDM policy, so an Intune assignment alone does not prove that the device is using the intended settings. Microsoft calls out these settings as possible conflicts for expedited updates:

Could assignment or an update ring be the problem?
Review the device’s policy assignment, group inclusion and exclusion, policy status, and check-in reporting. In Intune, inspect the relevant policy’s device and user status, properties, assignments, and included or excluded groups. Microsoft’s update-ring troubleshooting guidance says, “The best practice for troubleshooting policy issues is always to check its status in the Intune admin center.” See Troubleshoot Update ring policies for Windows devices.
An update ring defines update strategy and settings, such as deferrals or maintenance behavior; it does not provide the update infrastructure itself. Confirm that the device’s update service path matches the policy. For ordinary monthly servicing, a dedicated quality update policy is not necessarily required: devices can continue receiving monthly quality updates through normal Windows Update behavior and rings. Microsoft says expedited updates “are not recommended for normal monthly quality update servicing.” Use expedite for an urgent update, not as a substitute for routine ring-based deployment.

Which report should I use for this update?
Match the report to the workflow; their fields and timing are not interchangeable.
| Workflow | Useful report | What it helps establish |
|---|---|---|
| Expedited quality update policy | Windows Expedited Update Report; Expedited quality update policies with alerts | Per-device expedited progress and alerts. |
| Feature update policy | Organizational status report and operational failure report | A fuller view of status and failures, including state/substate, aggregated status, last event time, last scan time, and target version. |
| Windows Autopatch | Quality update status report | Per-device status, target compliance date, target and installed releases, assigned ring and quality update policies, and readiness information. |
For feature update reporting, Microsoft recommends using the organizational status and operational failure reports together. For Autopatch, compare the target and installed release before deciding that installation failed. See Microsoft’s Windows update report guidance and Autopatch Quality update status report documentation.
Is the Intune report stale?
Check the report’s data source and timestamps before interpreting an unchanged row as a current failure. For feature update reports specifically, Microsoft says service-side data typically arrives in less than an hour after a service event. Configured client-side data is processed in batches and refreshes every eight hours; it includes installation details such as insufficient disk space and helps populate installation steps. These timings describe feature update reports, not every Intune or Autopatch report.
- Compare the row’s last event time and last scan time with the expected device activity.
- Identify whether the displayed information is service-side or configured client-side data.
- Refresh the appropriate report and allow for its documented data timing before escalating an unchanged feature-update row.
- If the row still does not explain the device, use its alert or error details and verify the device’s policy, eligibility, and update source.
Microsoft’s report timing and field descriptions are in its Windows update reports guidance.
