To troubleshoot VPN connectivity between a FortiGate and Cisco Firepower Threat Defense (FTD), first find out whether the VPN is failing to establish or whether the tunnel is up but traffic is not passing through the FortiGate or reaching the remote network. Check reachability and tunnel status, then trace the failure through peer negotiation, routes, policies, NAT, and logs. A failed ping by itself does not identify the cause.

Start by identifying the VPN and the failure boundary

Confirm whether the affected connection is site-to-site IPsec or remote access. The Fortinet troubleshooting material discussed here focuses on IPsec; Cisco’s FTD guidance covers VPN diagnostics more broadly, including site-to-site and remote-access logging. Do not assume that checks or debug methods for one VPN type apply unchanged to another.

  • Record the FortiOS and FTD software versions, peer addresses, local and remote subnets, and the time the failure began.
  • Note recent configuration or network changes, such as an address change, routing update, policy edit, or change to authentication settings.
  • Establish whether all traffic is affected or only particular hosts, subnets, users, or applications.
  • Separate the symptom “unable to access the network resources” from the question of whether the tunnel itself is established.

These details help narrow the failing stage before changing either peer. The Fortinet sources include a detailed troubleshooting page for FortiOS 5.4.0 and a FortiOS 7.6.6 troubleshooting index; Cisco’s source is the VPN troubleshooting chapter in a Firepower Management Center configuration guide for version 6.4. Exact commands, labels, and feature behavior can differ by release. Consult the documentation for the versions actually deployed: Fortinet’s FortiOS 5.4.0 IPsec VPN troubleshooting guide, Fortinet’s FortiOS 7.6.6 IPsec troubleshooting page, and Cisco’s Firepower Threat Defense VPN Troubleshooting guide for FMC 6.4.

Check reachability and whether the tunnel is established

Test a relevant remote host or network from an appropriate source, using ping or traceroute where those tests are allowed. Check the vendor’s tunnel status and logs as well. A failed ping does not prove IKE negotiation is failing: routing, firewall policy, host filtering, or the source chosen for the test can also prevent a reply.

On FortiGate

Check the IPsec monitor and use diagnose vpn tunnel list to inspect tunnel details and traffic statistics. Fortinet notes that a tunnel may be established when traffic destined for the remote network first triggers it, so an idle tunnel’s state needs to be interpreted in that context. The command is documented in the Fortinet troubleshooting material; verify its behavior and any release-specific syntax against the FortiOS version in use.

On Cisco FTD

Use the Message Center as a starting point for system messages, then examine VPN events and logs. A tunnel status check and an end-to-end traffic test answer different questions: a negotiated tunnel can still have a forwarding problem.

If negotiation fails, compare the settings on both peers

Compare the configuration at both ends rather than changing one side in isolation. An IPsec connection requires compatible IKE and IPsec parameters, identities, and selectors; a mismatch can prevent negotiation even when the peers can reach each other.

Compare on both peers What to verify
IKE mode and version Confirm both devices are configured for compatible IKE behavior.
Authentication and identity Check the authentication method, pre-shared key or other configured credentials, and any required peer IDs. Fortinet identifies mismatched pre-shared keys and XAuth settings among possible causes.
Phase 1 proposals Compare the configured encryption, authentication, and Diffie-Hellman (DH) proposals.
Phase 2 proposals Compare the IPsec encryption and authentication proposals.
NAT traversal Check whether NAT traversal settings are compatible with the path between the peers.
Selectors and protected networks Verify that the local and remote traffic selectors describe the intended networks at both ends.

On FortiGate, diagnose vpn tunnel list is a useful initial diagnostic. Fortinet’s troubleshooting material also describes filtered IKE debugging to capture a negotiation attempt. Keep a capture limited to the relevant peer and a short time window, and disable debugging after collecting the needed evidence. The detailed Fortinet procedure is for FortiOS 5.4.0, so check the syntax and filters for the deployed release rather than copying an older command line uncritically.

If the tunnel is up but traffic is not passing through the FortiGate

Once negotiation succeeds, follow the intended traffic path in both directions. A route may be sufficient for proposals to establish without being sufficient for user traffic to flow. Check these items for the specific source and destination that fail:

  1. Protected networks: Confirm the local and remote subnets and selectors match the traffic being tested.
  2. Routes: Check that each peer has a route toward the other side’s protected network and that return traffic has a valid route.
  3. Policies: Verify that firewall policies permit the intended source and destination. On FortiGate, diagnose debug flow can help expose a missing policy, forwarding route, or policy-order problem. Confirm the appropriate syntax and filters for the installed FortiOS release.
  4. NAT: Check whether translation is changing addresses that are expected to match the tunnel selectors or policies, and whether the configured NAT behavior is appropriate for this VPN.
  5. Endpoint behavior: Confirm that the destination host or application allows the test traffic and that the test is using an appropriate source.

Compare packet or byte counters in each direction on both peers. These counters help locate where traffic stops, but they do not identify a fault by themselves. If one peer’s send count rises while the other peer’s receive count does not, investigate the path between the devices and any NAT device. If encrypted traffic rises but decrypted traffic does not, check the return path and the receiving peer’s selectors and policies. This is an operational interpretation of diagnostic counters, not a guaranteed one-to-one diagnosis.

Use Cisco FTD logs and debug without widening the impact

Start with system messages in the Message Center and the VPN event logs. Cisco documents Devices > VPN > Troubleshooting for viewing VPN events when logging is enabled. VPN syslogs can also be sent to Firepower Management Center (FMC) for analysis and archiving; the available view and workflow depend on the management and software versions in use.

The FTD troubleshooting guide lists crypto debug families for IKEv1, IKEv2, and IPsec. For WebVPN, it describes conditional debugging that can narrow output by user, group policy, or public client IP. Choose diagnostics for the VPN type and failure you are investigating instead of collecting broad output by default.

Cisco warns that debug output has high CPU priority and may render the system unusable. Its guide states: “For this reason, use debug commands only to troubleshoot specific problems or during troubleshooting sessions with the Cisco Technical Assistance Center (TAC).” Use narrow conditions, collect only what is needed, and stop debugging when the capture is complete.

How the FortiGate and FTD troubleshooting workflows differ

Task FortiGate Cisco FTD
Start with status and logs Use the IPsec monitor and tunnel diagnostics such as diagnose vpn tunnel list, following release-specific FortiOS guidance. Start with the Message Center and VPN events/logs; Cisco documents the Devices > VPN > Troubleshooting view when logging is enabled.
Investigate negotiation Compare peer parameters and use appropriately filtered IKE debugging when needed. Use the relevant IKEv1, IKEv2, or IPsec crypto debug family, with care for operational impact.
Investigate forwarding after establishment Check selectors, routes, policies, NAT, and counters; diagnose debug flow can help identify route or policy issues. Use VPN events and targeted diagnostics alongside checks of the traffic path and peer configuration.
Limit diagnostic scope Capture a short, relevant window and disable debugging when finished; verify syntax for the installed release. Apply narrow debug conditions where available. Cisco warns that debug output has high CPU priority and can make the system unusable.
Version reference for the cited procedure The detailed fault-finding procedure cited here is for FortiOS 5.4.0; a separate cited page is the FortiOS 7.6.6 troubleshooting index. The cited troubleshooting chapter is from an FMC configuration guide for version 6.4.

These are platform-specific workflows, not matching screens or interchangeable command sets. Use the current documentation for the FortiOS and FTD releases in your environment when applying a diagnostic or changing configuration.

What to capture before making a change or escalating

  • The VPN type, software versions, peer addresses, affected subnets or hosts, and the time of a reproducible failure.
  • Whether the tunnel was established during the test, along with relevant event messages from both peers.
  • Traffic-counter observations in both directions and the test source and destination.
  • The specific peer settings compared, plus any relevant route, policy, selector, or NAT findings.
  • Any debug output collected using a narrow filter, and confirmation that debugging was stopped afterward.

Preserving this boundary-focused evidence makes it easier to distinguish a negotiation mismatch from a forwarding or return-path problem without treating hardware replacement as a routine troubleshooting step.
