How to Troubleshoot Common WhatsApp Business Messaging Errors

Use the message symptom to find the right fix, from a lost connection or recipient issue to media permissions, greeting eligibility, linked devices, and API delivery statuses.

Start by identifying where a message is stuck: a clock icon or “Waiting for network” points to your connection; one check mark means the message left your phone but has not reached the recipient’s device; and a message accepted by the WhatsApp Business Platform API is not necessarily delivered. The right fix depends on whether the problem affects every chat, one person, media, a greeting, a linked device, or an API integration.

Find the failure type before changing settings

Use the visible symptom to choose the next check. Avoid repeatedly resending a message or reinstalling the app before you know whether the issue is your connection, the recipient, a particular feature, or the API delivery path.

One check mark The message left your phone but has not reached the recipient’s device. Consider recipient connectivity or availability.
Text sends, but photos, videos, or documents do not The issue is specific to media transfer. Check storage, permissions, file size, and connection.
Only a greeting message fails Eligibility or greeting settings may be involved. Check the 14-day eligibility rule and recipient settings.
An API request is accepted, but delivery is unclear Acceptance is not proof of delivery. Inspect status events and webhook handling.

WhatsApp Business app: troubleshoot by symptom

“Can’t send or receive messages” or “Waiting for network”

A clock icon or “Waiting for network” points first to the sender’s internet connection. On the phone running WhatsApp Business:

  1. Open a website in the phone’s browser to confirm that the connection works.
  2. If it does not load, switch between Wi-Fi and mobile data, or move to a place with a stronger signal.
  3. Toggle airplane mode off and on, then try sending again.
  4. Restart the phone if messages still will not send.

If the phone has no working internet connection, changing chat or recipient settings will not resolve the immediate sending problem.

“Message sent but not delivered”: one check mark

One check mark means the message left the sender’s phone but has not reached the recipient’s device. The recipient may be offline, out of coverage, without data, or not currently running WhatsApp. The indicator alone does not establish why delivery has not happened, and it is not proof that the recipient blocked the business.

Check that your own connection remains stable. If it does, allow time for the recipient’s device to become available rather than repeatedly sending the same message.

“Can’t send media” when text works

For photos, videos, or documents that will not send, check the phone’s free storage and confirm WhatsApp Business has the required photo or storage permissions. A large file or weak connection may also be the cause.

  • Confirm that text messages still send; this helps distinguish a media-specific problem from a general connection failure.

“Can’t message a specific person”

If messages to other customers work but one chat does not, the issue may be limited to that recipient. Their number may have changed, their account may be unavailable, or their device may lack connectivity. Blocking is another possibility, but a delivery indicator by itself cannot confirm it. Check the number and wait for the recipient to become reachable; do not treat a single check mark as a definitive diagnosis.

“If your greeting message isn’t sending”

Greeting messages do not apply to every conversation. WhatsApp Help Center guidance says they are for a first-time customer or a customer who returns after 14 days of inactivity. WhatsApp also states: “Your device must have an active internet connection in order to send greeting messages.”

  1. Confirm the chat is with a first-time customer or a customer returning after at least 14 days of inactivity.
  2. Check the greeting’s recipient settings and exclusions.
  3. Check whether Meta Business Agent is enabled.
  4. Confirm the phone has an active internet connection.
  5. Toggle the greeting-message setting off and on, update WhatsApp Business, and restart the device.

These checks apply to the WhatsApp Business app’s greeting feature; API-based automated messaging follows a separate status and integration path.

“Waiting for this message” on a linked device

This placeholder can occur when the sender and recipient have not both been online, the connection is unstable, or a linked device needs to resynchronize. Try these steps:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Bring the sender’s and recipient’s devices online at the same time and check their connections.
  2. Update WhatsApp on both devices and ask the sender to resend the message.
  3. Switch to the primary phone to see whether the message appears there.
  4. If the problem remains on a linked device, unlink it and link it again.

WhatsApp Help Center guidance says the primary phone needs to be logged in at least once every 14 days to keep linked devices connected.

Business marketing messages that are delayed

Marketing messages may remain in a processing state after a business schedules or sends them. WhatsApp Help Center says processing usually takes seconds but can take up to 3 hours. The time is an operational estimate, not a guarantee that each message will arrive within that window.

Check that the business had internet access at the scheduled send time, the intended audience was selected, and the account has the required funds or payment method. Review the message’s displayed processing state. The Help Center says contacts whose messages are not delivered are credited back.

Businesses must have permission to message recipients, provide required disclosures, and honor opt-outs. Do not try to bypass sending limits or repeatedly retry a delayed campaign. Feature availability and product names can vary by region; if the account displays a restriction or policy notice, follow the current account guidance and contact official support rather than attempting to circumvent it.

WhatsApp Business Platform and Cloud API: check delivery evidence

For API integrations, separate the immediate response to an API request from the message’s later delivery status. A request being accepted does not show that the recipient received the message.

  1. Inspect the message status events or callbacks for the message ID.
  2. Distinguish among sent, delivered, read, and failed; these describe different stages.
  3. Check that the webhook subscription is in place and that its endpoint is reachable and processing events.
  4. If no status event appears, investigate webhook configuration and endpoint health before treating the message as delivered.
  5. If a message reports failure, use current Meta developer documentation for the applicable error details rather than guessing a fix from the request response alone.

Meta’s Postman documentation collection supports the distinction among sent, delivered, read, and failed statuses. Exact numerical error-code fixes are not established here, so do not apply a third-party code list as if it were an official diagnosis.

Use the scope of the failure to choose the next step

Failure scope Likely path to investigate What not to assume
All chats cannot send Phone internet connection, signal, and device restart. That a recipient-specific setting is responsible.
One recipient is affected Recipient availability, number, or account status. That one check mark proves blocking.
Only media fails Storage, permissions, file size, and connection quality. That the whole messaging service is offline.
Only greetings fail First-contact or 14-day eligibility, exclusions, Meta Business Agent, and connection. That greetings should send to every customer.
Linked device shows a placeholder Both users’ connectivity, app updates, primary phone, and linked-device pairing. That the primary phone can remain logged out indefinitely.
API request accepted but no delivery confirmation Status events, webhook subscription, and endpoint health. That acceptance equals delivery.

When a restriction or policy notice appears

If a messaging problem coincides with an account restriction notice or a rise in user reports, review the notices shown in the account and consult official WhatsApp support. WhatsApp says businesses and Business Solution Providers must follow its Business Terms of Service and Business and Commerce policies; its Help Center also describes using user reports, blocks, and business account information in violation detection. A connection fix will not resolve a policy restriction.

Frequently Asked Questions

What does one check mark mean on a WhatsApp Business message?

It means the message left the sender’s phone but has not reached the recipient’s device. It does not, by itself, show why delivery has not occurred or prove that the recipient blocked the business.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why won’t WhatsApp Business send photos or documents when text works?

Check free device storage, photo or storage permissions, file size, and connection quality. Trying a smaller file or stronger Wi-Fi can help isolate the problem.

When does a WhatsApp Business greeting message send?

The app’s greeting feature applies to a first-time customer or a customer returning after 14 days of inactivity, subject to its recipient settings and an active internet connection.

Does an accepted WhatsApp Business API request mean the message was delivered?

No. Check the later status events or callbacks and confirm webhook delivery; acceptance alone is not proof of delivery.
