When an Atlassian migration fails or finishes as incomplete, start with the migration assistant’s pre-migration checks, then use the exact error log and post-migration report to identify what failed. A partial Jira migration does not necessarily mean the whole project was lost: Atlassian says an incomplete status can reflect a failed entity while other data transferred. The fix depends on whether the problem is a preflight check, core Jira or Confluence data, permissions, server resources, or a Marketplace app.
Start by locating the failure
- Run pre-migration checks. In Jira, expand each warning or error and follow its remediation. Atlassian calls these checks mandatory. Confluence checks cover the system, assistant version, users and groups, spaces, and apps. An error blocks migration until corrected; a warning flags a potential issue to assess. - Open the error evidence. For Jira, go to the migration plan’s Review your migration screen, select Logs and reports, and download the error log. For Confluence, inspect the migration error and relevant application or support logs.
- Determine the scope. Identify the affected project, space, entity, user, or app, and distinguish a single failed item from a plan-wide failure. For Jira, compare the error log with the post-migration report to see what transferred and what did not before deciding whether to repair, rerun, or escalate.
- Fix the cause and verify the result. Preserve the relevant log details, make the supported correction, then rerun or check the migration outcome against the post-migration report. Avoid assuming a retry alone will resolve a data, permission, or resource problem.
Fix common Jira migration errors
Invalid user references or permission schemes
A Jira permission scheme can refer to a user who is absent from the migrated accounts, causing import errors. Correct the invalid reference, then rerun through the Jira Cloud Migration Assistant. See Atlassian’s Jira migration error guidance.
Unsupported or invalid source data
Highly customized Jira Server data may not be supported in Cloud. Atlassian gives a required field containing a null value as an example of a source-data problem that can fail migration. Correct the affected source data before another run. Some assistant-generated ZIPs also include a CSV of remediable errors; where provided, those errors can be corrected and the file uploaded without changing the source instance.
Incomplete project or entity status
Use the Jira error log and post-migration report to locate the failed entity. The word “incomplete” does not by itself establish that all project data failed to transfer.

Changed project keys, linked projects, and boards
If project keys change, update related configuration, filters, and boards before retrying. Links to projects that have not yet migrated may remain unavailable until the linked batch is transferred. Afterward, review board JQL because it may need updating.
Timing after source changes
Atlassian’s Jira troubleshooting guidance says to wait at least 10 minutes after making changes on the source Server instance before migrating, to allow the data to update. The guidance does not state a publication year for this interval.

Resolve Confluence transfer and access failures
“Failed to add user to groups”
This error can mean the migration user lacks organization-admin and product-admin permissions on the Cloud destination. Confirm both required permissions before retrying. See Atlassian’s Confluence migration error guidance.
HTTP 401 during Cloud checks
For a Confluence Data Center case, Atlassian associates a 401 response with an unauthorized Cloud user or a stale or incorrect session. Check that the appropriate site administrator is logged in, clear browser data, and relink Server to Cloud as described in the 401 troubleshooting article, updated September 25, 2025.

“Failed to execute export for query”
Atlassian lists three possible causes: too many open files, insufficient temporary space under the Confluence export folder, or an out-of-memory error. If temporary space is low, free space and retry with smaller batches. For memory-related errors, follow the memory guidance linked from Atlassian’s Confluence troubleshooting page; do not treat a storage fix as a solution to a memory or open-file limit.
Duplicate key during import
For the documented AO_187CCC_SIDEBAR_LINK_pkey conflict, Atlassian says to contact support so the necessary Cloud database changes can be made. Do not attempt an unsupported database change yourself.

Check whether a Marketplace app caused the failure
An app’s own migration progress log can help distinguish a core platform transfer issue from an app-data migration problem. Atlassian documents warnings such as a server exception or a failure to notify the Cloud app that migration started; these can stall or time out an app migration.
- Open the app migration status and collect its warning details and full progress logs.
- Send the Marketplace Partner the app status, warning details, Cloud-site URL, and complete progress logs so it can investigate.
- Involve Atlassian Support if the Marketplace Partner needs Atlassian’s assistance. See Atlassian’s Marketplace app migration troubleshooting guidance.
Prepare safely before retrying
- Test first. Atlassian strongly recommends a Confluence trial migration to a test or staging site before the final run. For Jira, keep the assistant version used in production the same as the version used for the test, update the assistant, and complete the preparation steps.
- Verify administrator permissions. Jira’s source migration operator needs system-admin privileges, and the destination requires organization-admin privileges. Atlassian’s cited Confluence migration instructions likewise require a source system admin and a destination organization admin.
- Back up before database work. If a supported remediation involves database changes, Atlassian recommends a backup and testing alter, insert, update, or delete SQL changes on staging where possible.
- Keep evidence for verification. Retain the error logs and compare the final outcome with the post-migration report to confirm which entities moved.

Choose the right escalation path
- Use Atlassian Support for unresolved assistant or platform errors, and for the documented duplicate-key case. For Confluence, Atlassian may request a support ZIP when the issue cannot be resolved from the available logs.
- Contact the Marketplace Partner for stalled app-data migrations, supplying the full progress log and status. Bring Atlassian Support in if the partner asks for its help.
- Consider a Solution Partner when the migration is complex or your team lacks capacity. Atlassian lists more than 1,000 users, five or more business-critical apps, complex merging, security or compliance needs, and a condensed timeline among its recommendation criteria. These are Atlassian’s criteria, not universal cutoffs. Partners may offer cloud assessments, custom-app and data migration, cloud optimization, user management and governance, and end-to-end migration support. The Jira Cloud Migration Assistant is an Atlassian app intended to support Server or Data Center to Cloud migrations; confirm the scope of the relevant troubleshooting page if your route differs.
