Start with the planning and building departments for the municipality or county where the retail property sits. Search the property address, inspect nearby parcels on the official map, and open each relevant project record to verify its stage, permits, plans, and latest updates. Save the search or enable alerts if the local portal offers them. A planning proposal is not the same as approved work, and approval does not by itself mean construction has started.
Find the right local records
Identify the city or county agencies responsible for planning and building permits at the property’s location. Their public development map or application search is the best starting point for questions such as “development near me,” “permits in my neighborhood,” or “what’s being built in your community.”

Search the retail property’s street address, then use the map to inspect surrounding parcels. A project may be filed under a different address, span several parcels, or have multiple related application and permit records. Seattle’s project lookup, for example, supports address and map searches and displays project descriptions, permit stages, related permits, and many documents: Seattle SDCI: Research a Project, Permit, or Property.

Some jurisdictions use separate planning and building systems; others combine records or map layers. San Francisco’s neighborhood map distinguishes planning from building applications, while Toronto’s pipeline combines planning and building-permit data for developments within its defined scope. Start with the local official portal, not a general web search alone.

Use a repeatable monitoring workflow
- Set the geography. Search the property address in the local planning or development portal. Pan or zoom around the site and include nearby parcels that could affect access, visibility, or customer activity.
- Search both planning applications and building permits. If the portal has separate layers or databases, check each. A planning application can appear before any building permit exists.
- Open the underlying record. Note the project description, affected parcels, application or permit identifiers, current stage, dates, and available plans or supporting documents. Follow related record links rather than treating a map marker as the whole project.
- Save the search or subscribe to alerts. If available, favorite the property, save a map search, or choose email notifications. Brisbane’s Development.i offers saved searches, property favorites, and daily or weekly notifications; San Francisco offers email alerts for new neighborhood permits.
- Check for changes before acting. Reopen the official record to confirm its latest status when considering tenant communications, access changes, leasing assumptions, or an operational plan. Treat an alert as a prompt to verify, not as a complete or real-time account.
Examples of official local tools include Brisbane Development.i, San Francisco Permits in My Neighborhood, and Fairfax County’s Development Tracker GIS application. These illustrate the kinds of maps and searches local agencies may provide; availability and coverage depend on the jurisdiction.
Read project stages correctly
Record the stage shown by the agency, but do not infer that a project is underway merely because it appears on a map or has been approved. The City of Santa Clara’s published stage definitions offer a useful example of the distinctions:

- Pending Review: the project has not yet received entitlements.
- Approved: entitlements have been granted. That does not establish that a building permit has been issued.
- Under Construction: the project has received building permits and is under construction, according to the city’s definition.
- Complete: construction is complete and occupancy permits have been received.
Definitions and labels vary by agency. Check the local portal’s glossary and the underlying record. Even a building permit is a milestone rather than proof that crews are currently on site; verify current status if that distinction matters to a decision. Santa Clara publishes its definitions on its Development Activity page.

When more than one official tool is available—or when monitoring several jurisdictions—compare what each actually covers. A map is useful for discovery, but the record and its documents establish the project details.

Scope can be limited. Toronto’s Development Pipeline focuses on larger developments requiring Planning Act approvals and excludes some as-of-right development below its Site Plan Control threshold. Brisbane warns that Development.i may not contain all council information and may be incomplete, inaccurate, or delayed. A quiet map therefore does not necessarily mean nothing is proposed or permitted nearby.
Map symbols also need interpretation. San Francisco says its dots are placed at the center of affected parcels; a dot is a location aid, not a precise project boundary. Open the record to identify the actual parcels and scope.

Keep a useful property watch record
For each relevant project, keep a short dated log so a new update can be distinguished from old information. Capture:
- Project address and affected parcel(s), including any alternate site addresses.
- Project description and the agency’s current stage.
- Application and permit identifiers, plus links to the official records.
- Key filing, decision, or permit dates shown by the agency.
- Available plans or documents and any relationship to other records.
- Date you checked the portal, alert settings, and any agency caveat about currency or coverage.
This record helps answer whether a project is new, has advanced from review to approval, has received permits, or has been completed. It also preserves the source needed to recheck the details before making a decision.
Troubleshoot missing or confusing results
- No results for the retail address: search nearby addresses and inspect the map. The development may be filed under a neighboring parcel or a different address.
- A map marker has little detail: open the project record and follow related application or permit numbers. The marker may represent one or multiple affected parcels rather than the full scope.
- A project is approved but there is no building permit: treat it as approved planning activity, not confirmed construction. Search the building-permit records and check again later.
- An alert has not arrived: confirm the search or property favorite is saved and review whether notifications are daily, weekly, or limited to certain record types. An alert service may not capture every record or update.
- Online plans are missing: check the agency’s document instructions. Seattle notes that some approved construction plans are available only by request.
- The portal appears out of date or incomplete: consult the agency’s stated limitations and contact the responsible department when the project’s timing or status is material.
