How to Trace Fraud Rings From Connected Evidence to Action

Fraud-ring detection depends on connecting accounts and activity over time. Learn how to trace fund flows, corroborate network alerts and document proportionate action.

Fraud rings are easier to detect when institutions connect transactions, identities, devices and behavior over time instead of judging each account alone. A network alert is a lead, not proof that an account holder knowingly participated. The useful outcome is a documented investigation that corroborates the links, protects potential victims and supports proportionate action under the institution’s legal obligations.

Why ordinary-looking accounts can form a suspicious network

An account may show no obvious anomaly in isolation yet receive funds from one account and quickly pass them to another. Repeated counterparties, shared access signals, linked identities and a change from prior behavior can make the broader pattern more informative than any single account score.

The Financial Conduct Authority (FCA) describes shared device use across accounts as a characteristic that warrants scrutiny, not as proof of wrongdoing. Its guidance also identifies inbound monitoring, rapid turnover and activity in previously dormant accounts as relevant to detecting suspected mule activity. A money mule transfers or receives criminal funds on behalf of others, but an observed relationship alone does not establish what an account holder knew or intended.

Look for relationships and changes, not just thresholds

  • Repeated counterparties: Several accounts may receive from or pay the same accounts, businesses or people.
  • Pass-through movement: Funds arrive and are sent onward quickly, sometimes through more than one account.
  • Shared access or identity details: Device, contact, address or identity links may connect accounts. Their significance depends on how specific and independently corroborated they are.
  • Behavioral change: A dormant or low-activity account may begin receiving and forwarding funds in a way that differs from its established pattern.
  • Convergence: Multiple paths may lead toward cash withdrawal, conversion or another apparent cash-out point.

These are signals to investigate. A shared device may reflect a household, a rapid transfer may have a legitimate explanation, and common identifiers can be weak links. Treating any one of them as a verdict risks harming innocent customers and obscuring the evidence that matters.

Build an evidence view that can be interpreted

Effective network review starts with enough context to explain what an account would normally be expected to do. Bring together, where lawfully available, onboarding and identity information, customer or business context, transaction history, account-access signals and prior alerts. A transaction amount or volume is harder to interpret without relevant context such as expected salary or business turnover; the FCA has noted that missing such information can increase false-positive alerts and avoidable review work.

Identity checks matter at onboarding and throughout account access and transaction processing. FinCEN’s 2024 analysis of calendar-year 2021 BSA filings identified identity theft, false records, fraud, third-party money laundering and attempts to circumvent verification among commonly reported identity-related typologies. It estimated that approximately 1.6 million identity-related reports—42% of filings in the analysis—indicated $212 billion in suspicious activity. These are reported suspicious-activity amounts, not confirmed fraud losses.

Represent links with their basis and timing

A time-aware network can represent people and accounts as nodes, with transfers and substantiated relationships—such as a shared device or identifier—as edges. Record when each link was observed, what source supports it and whether it is direct or inferred. This is a practical way to organize evidence, not a regulator-prescribed graph schema.

Different links carry different weight. A recorded transfer between accounts is direct transaction evidence. A shared device is an access relationship that may have benign explanations. A similar name or address may be common or stale. Preserve those distinctions in the analyst’s view instead of collapsing them into an unexplained “connected” label.

Trace where the funds go, including inbound activity

To trace a suspected mule chain, start with the transaction that triggered concern and follow both directions: where the money came from and where it went next. Focusing only on outgoing payments can miss the receipt of funds that precedes a pass-through. The FCA identifies inbound monitoring, rapid turnover and changes in dormant accounts as relevant behaviors and controls.

  1. Anchor the review: Identify the triggering transaction, its time, amount, counterparties and the account’s relevant prior behavior.
  2. Follow upstream and downstream paths: Locate linked incoming funds and onward transfers. Note whether money is split, combined, retained or moved through additional accounts.
  3. Check for convergence or cash-out: Examine whether separate paths appear to lead to a common endpoint, while distinguishing an observed transaction from an inference about its purpose.
  4. Map links across time: Compare the sequence and timing of transactions with changes in account activity, identity information or access signals.
  5. Preserve uncertainty: Mark missing records, indirect connections and plausible benign explanations so they are not mistaken for established facts.

Cross-account and cross-institution visibility may be limited. A firm should distinguish what it can verify in its own records from what is reported by another source or remains unknown.

Combine detection methods without hiding the reasoning

Transaction rules can identify known patterns, while statistical or machine-learning methods can help surface less familiar anomalies. Neither replaces investigation. The FCA says models may be less reliable for new customers or people with limited transaction history; firms should understand model inputs and expected outputs, test alert behavior and give investigators the rationale for an alert. FATF reports that some financial intelligence units and banks use machine learning on transaction datasets and payment risk scoring.

Review approach What it can contribute What investigators should check
Account-level review Focuses on one account’s activity and can surface unusual behavior within that firm’s records. Whether the review misses movement through connected accounts or later stages of a chain. The FCA’s 2025 review found that firms valued supporting information and did not treat a detection-tool alert alone as clear evidence of muling.
Network-level review Connects movement of funds and relationships across accounts and time. Whether each link is direct, inferred, sufficiently specific and supported by a plausible alternative being considered.
Rules Can target known behaviors with criteria that are comparatively easy to inspect. Whether rules remain relevant as typologies change, and whether they generate avoidable alerts or miss emerging patterns.
Statistical or machine-learning methods Can help identify anomalies that do not match a predefined pattern. Whether staff understand inputs, outputs and alert rationale, and whether performance is suitable for new or low-history customers. FCA guidance and FATF’s 2026 technology report discuss these methods.

The FCA identifies combining machine learning with tactical rules and behavioral biometrics as one possible component of a robust approach when the methods are understood and appropriately applied. It is not a universal formula: institutions need to test their own controls and assess outcomes on local data.

Prioritize connected risk, not a score as a verdict

Prioritization can take account of the strength and timing of links, the pace and direction of funds, identity anomalies, potential victim exposure and apparent proximity to cash-out. These are practical considerations, not a regulator-issued universal scoring formula. Keep the underlying evidence visible so that a high priority means “review promptly” rather than “culpable.”

The FCA’s September 2026 review found cash-out activity concentrated between the second and fifth mule accounts in its analyzed chains, with the highest concentration at the second account. The finding came from pooled analysis of 140 cases across seven fraud types and a survey of 35 firms; it is not a universal rule or a guaranteed point of intervention. It does support examining early chain stages promptly when the evidence suggests funds are moving onward.

Investigate the alert and document the decision

An alert should give an investigator enough context to test the hypothesis, identify what remains uncertain and record why the case is or is not escalated. The FCA’s reviews found inconsistent investigation quality, weak rationales and instances where alerts were not raised despite suspicious indicators. Its 2025 review also found that firms valued additional supporting information rather than treating a tool alert alone as clear evidence.

Questions the case record should answer

  • What specific transaction, relationship or behavior change triggered the alert?
  • Which links are directly observed, which are inferred, and what records support each one?
  • What happened to the funds before and after the triggering event, and what is not visible?
  • Was a benign explanation, such as household device sharing, checked against relevant context?
  • Is there evidence of onward movement, potential victim exposure or time-sensitive risk?
  • Why was the case escalated, closed or monitored, and what additional information would change that decision?

Retain a clear rationale and the evidence available at the time of the decision. That record helps a later alert connect to earlier findings and makes the decision reviewable. It also prevents an inferred relationship from silently becoming treated as a confirmed fact.

Choose a proportionate response and use the right reporting channels

When corroborated evidence supports escalation, possible responses include proportionate account controls, victim-protection steps, internal referral, applicable suspicious-activity reporting and permitted information sharing. The legal authority, threshold, timing and handling requirements differ by jurisdiction and institution; staff should follow applicable law and internal procedures rather than assuming that one country’s process applies everywhere.

In the UK, FCA materials discuss reporting through Cifas and the National Fraud Database, as well as cross-firm responses. In the United States, FinCEN emphasizes Bank Secrecy Act reporting and encourages eligible institutions to use voluntary Section 314(b) information sharing where applicable. FATF’s 2026 technology publication highlights rapid domestic and international cooperation and asset recovery. These channels have different purposes and eligibility rules; use them only under the relevant legal framework.

Timeliness can matter because funds may move through successive accounts. The FCA’s 2026 case analysis points to concentration of cash-out activity in early chain stages, but does not establish a universal deadline or guarantee that a particular restriction will prevent loss. The response should be grounded in the institution’s evidence, authority and procedures.

Learn from outcomes and measure the action loop

Detection quality is not just the number of alerts. Review whether investigators could understand the alert, whether the response arrived in time to be useful, which network links were later corroborated, and where false positives or missed later-stage alerts occurred. Use those outcomes to update typologies and rules, test models and improve the information available to analysts. The FCA specifically emphasizes testing alerts, adjusting rules promptly, understanding models and keeping clear records that support feedback.

Interpret scale figures carefully. The FCA reported 238,396 suspected mule-account offboardings in 2025, compared with 233,269 in 2024 and 184,935 in 2023. These are offboarding counts, not counts of proven unique criminals or estimates of how prevalent mule activity is among customers. The FCA notes that customer growth and improved identification can affect the totals.

Other reported figures describe different populations and measures. FinCEN reported 33,904 BSA reports and approximately $12.7 billion in financial activity tied to suspected digital-asset investment scams for September 8, 2023 through December 31, 2025; these are suspected-activity reports and amounts, not adjudicated losses. FATF reported that 156 jurisdictions—90% of those it assessed—identified fraud as a major money-laundering risk. Those jurisdictional assessments are not a count of incidents or affected customers.
