Test both the video and its player: verify caption accuracy and timing, provide an accessible transcript or other media alternative, assess whether important visual information needs audio description, and operate the player controls with a keyboard. Automated checkers can help find some issues, but a clean scan does not prove accessibility; knowledgeable human review is needed.
Start by identifying what the video communicates
Before testing, record whether the media is prerecorded or live, audio-only, video-only, or synchronized video with audio. Note what information comes from speech, meaningful sounds, images, and on-screen text. Then identify the WCAG version and jurisdiction relevant to the content. The applicable criteria depend on media type and context; W3C’s media guidance maps common formats to relevant success criteria: W3C guidance on audio and video.
Check captions against the actual audio
Play the video from beginning to end and compare the captions with what can be heard. Check that they:
- Include all dialogue and important sounds, not just a summary of speech.
- Appear in sync with the audio, without noticeable leading or lagging.
- Identify speakers when it is not otherwise clear who is speaking, and describe meaningful non-speech sounds.
- Use consistent spelling, punctuation, and conventions.
- Remain visible long enough to read and do not obscure essential on-screen text.
Section508.gov advises that speech over 180 words per minute may be too fast for captions. Treat that as general guidance, not a universal legal cutoff or a substitute for checking readability in context. See Section508.gov’s captioning guidance.

Confirm the transcript or alternative is usable
A transcript is a separate text alternative, not a replacement for captions when viewers need synchronized text while watching. Make it easy to find near the video, usable with assistive technology, and clearly matched to the version being tested. Examples of accessible formats include an accessible web page, plain text, or a conformant Word document, according to Section508.gov.
For video, consider whether a transcript needs to convey visual information as well as audio. A transcript containing only spoken words may not communicate a meaningful action, chart, or on-screen instruction that is absent from the audio.

Decide whether audio description is needed
Ask whether someone who cannot see the video could understand its important information. If meaningful actions, graphics, demonstrations, or text appear visually but are not conveyed in narration, captions alone will not address that gap. Depending on the media and applicable criteria, audio description or another suitable alternative may be needed. W3C’s media guidance explains how media types map to relevant criteria: W3C audio and video guidance.
Possible approaches include integrating essential visual details into the main narration, providing an alternative described video, or supplying a separate audio track or timed-text file if the player supports it. The right choice depends on the production and delivery player. Organizations may outsource audio-description production; see W3C resources on audio and video media.

Test the player, not just the media file
Use the actual delivery player and check its behavior. Operate it by keyboard, and verify that caption and audio-description controls can be found, understood, and used. Turn captions on and off and confirm they stay synchronized; where an alternate description track is offered, select it and confirm it can be heard.
For covered synchronized-media information and communication technology, Revised Section 508 Standard 503.4 addresses caption and audio-description controls. Section508.gov says that, in specified cases, those controls should be at the same menu level as volume or program selection. This is federal guidance for covered ICT, not a blanket rule for every player or jurisdiction. Consult Section508.gov’s media-player guidance and determine which requirements apply to your situation.

Combine automated checks with human review
Accessibility checkers can flag some detectable issues, but they cannot judge whether captions accurately represent the audio, whether visual information is adequately described, or whether the controls work for a person using the player. W3C states that no single tool can determine whether a site meets accessibility standards and that knowledgeable human evaluation is required. Section508.gov describes automated, manual, and hybrid evaluation approaches.
- Use automated tools for issues they can identify.
- Manually watch and listen to the content, inspect its alternatives, and test the player with a keyboard.
- Where practical, include people with disabilities in evaluation.

Fix common failures and retest

After changes, retest the edited video in its actual player. Keep a record of the video version, issue, evidence, fix, and retest result so that future edits do not silently reintroduce the problem.
Capture evidence of the player state
A screenshot can document visible player controls or a caption display at a particular moment, but it cannot demonstrate caption synchronization, audio-description behavior, or keyboard operability. Those require playback and interaction. For a visual record of a publicly reachable player page, you can capture the page with a screenshot tool; do not treat that image as an accessibility test result.
