How to Test Accessibility Regressions for the European Accessibility Act

Learn how to scope EAA accessibility testing, choose applicable EN 301 549 requirements, rerun representative journeys, and keep useful regression evidence.

Build accessibility regression testing into the release process: first confirm that the product or service is covered by the European Accessibility Act (EAA), map the applicable requirements, then rerun automated checks and human-tested user journeys whenever relevant code or content changes. A scan or passing score can help find regressions, but it cannot by itself establish EAA conformity.

First check whether the EAA applies

The EAA is not a rule for every website or business. Directive (EU) 2019/882 applies from 28 June 2025 to specified products placed on the market and specified consumer services. Covered service areas include e-commerce, consumer banking, e-books, electronic communications, audiovisual media access, and specified passenger-transport functions. The directive includes exceptions and transitional provisions, and national implementation may affect how requirements apply.

Before describing a test program as EAA compliance testing, establish the product or service category, the Member State and national rules involved, and any relevant exception or transition. For covered services, Annex I requires websites, related online applications, and mobile-device services to be accessible consistently and adequately by making them perceivable, operable, understandable, and robust. The applicable sector clauses can add requirements. For example, e-commerce requirements include accessible identification, security, and payment functionality where those functions are part of the service.

Keep this scope decision with the test plan. If coverage or an exception is uncertain, get advice specific to the service and jurisdiction rather than treating a generic web scan as a legal determination.

Which standard should a regression suite use?

As of 3 October 2026, AccessibleEU’s update of 7 September 2026 reported that EN 301 549 v4.1.1 had been published in September 2026 and adopted WCAG 2.2 as the benchmark for websites, software, and digital documents. AccessibleEU also reported that v4.1.1 had not yet been cited in the Official Journal as the EAA reference standard; it identified EN 301 549 v3.2.1 (2021), based on WCAG 2.1 Level AA, as the current reference pending that citation. This status can change, so check the Official Journal before relying on it for a current conformity assessment.

Do not treat WCAG as interchangeable with the whole of EN 301 549. The standard includes ICT requirements and evaluation methodology beyond WCAG criteria. Define the edition and clauses your suite evaluates, and document why each selected requirement applies—or does not apply—to the service. A WCAG-only automated check can be useful, but it is not a complete EAA conformity verdict.

Build a repeatable regression workflow

The following is practical testing guidance, not a statutory test script. The directive does not prescribe this exact journey list, a universal test cadence, or one required assistive-technology matrix. Adapt the suite to the covered service and its applicable requirements.

1. Map requirements to product behavior

List the relevant Annex I obligations and applicable EN 301 549 clauses. Link each one to the pages, screens, components, or service behaviors where it matters. Record the chosen standard version, jurisdiction, applicability decisions, and known coverage limits. This makes a later failure actionable: a team can identify which requirement and user journey a change may have affected.

2. Select representative journeys and states

Choose stable, high-use or high-impact journeys that exist in the service. Examples include account access, search, form completion, payment, content consumption, and help or support. For each journey, include meaningful states rather than only its ideal path: validation errors, empty results, confirmation, loading, and recovery after an error. Check responsive layouts used by customers, including zoom or reflow conditions where relevant.

Keep the cases focused enough to rerun after a release. A small, representative suite with clear expected behavior is more useful for regression detection than an unmaintained list of every page.

3. Automate checks that are repeatable

Run available automated accessibility checks during development and against representative pages or screens in the release process. Track results against a baseline so new findings can be distinguished from known issues. Keep the tool, configuration, page or component, build, and run date with the result; otherwise a changed scan setup can look like a product regression.

Automation is well suited to recurring checks it can reliably evaluate, but it does not interpret every interaction or determine whether content makes sense in context. Treat a clean automated report as one input to evaluation, not evidence that all applicable requirements have been met.

4. Manually test interaction and understanding

For each representative journey, check keyboard operation, focus visibility and order, labels and instructions, error identification and recovery, zoom or reflow, contrast, and content clarity in the context of applicable requirements. Verify that users can complete the task, understand what happened, and recover when something goes wrong. These are useful evaluation areas, not a complete legal checklist.

Rank #4

Test with relevant assistive technologies, such as screen readers, when appropriate to the product and its users. Include disabled users or specialist evaluators where possible. Record the setup and the exact interaction, because behavior may differ across browsers, devices, assistive technologies, and content states.

5. Rerun cases when changes can affect them

Run the relevant checks after changes to shared components, navigation, forms, validation, authentication, payment, content templates, or responsive behavior. Run the broader representative suite before release and establish a recurring schedule suited to the team’s release and monitoring process. There is no single cadence established here as mandatory: the important thing is to test early and regularly and to rerun cases affected by a change.

6. Preserve findings and retest evidence

For each finding, record the build or version, environment, test case, steps, expected and actual behavior, evidence, severity, owner, and retest status. Preserve known barriers and coverage limits as well as passes; a record that hides unresolved problems is not a useful view of service accessibility.

For covered services, Annex V calls for information about the service, how it operates, how relevant Annex I requirements are met, and evidence that service delivery and monitoring ensure compliance. Regression records can support that evidence, but a test log alone does not satisfy or replace the provider’s broader information and monitoring obligations. The directive does not prescribe one checklist or automated score as the required documentation format.

How to tell whether a fix broke another flow

A fix can remove one barrier while changing shared behavior elsewhere—for example, a form-label change may affect multiple forms, or a focus-management change may disrupt a modal and the page behind it. Use a traceable test case rather than relying on memory or a screenshot comparison.

  1. Identify the changed component, content, or interaction and list the journeys that reuse it.
  2. Run the relevant baseline cases on the new build, using the same environment and assistive-technology setup when possible.
  3. Compare expected and actual behavior, not only scan counts. Check task completion, keyboard path, focus location, announcements, error recovery, and responsive behavior as applicable.
  4. Log new failures separately from known issues, attach reproducible evidence, assign an owner, and retest the affected cases after the correction.

A screenshot can help show a visual difference or document a page state, but it cannot establish keyboard access, screen-reader output, or whether a person can understand and complete a task.

Or skip the browser setup

If you need a captured page image as supporting visual evidence, ScreenshotNeo can return a screenshot with one GET request. It is not an accessibility auditor and does not replace the manual, assistive-technology, or standards-based checks above. Its cleanup options can remove cookie or consent banners, newsletter popups, and chat widgets before capture; each cleanup step can be turned off. Bot checks or CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed as clean shots, and response headers identify the page verdict and billing status.

For setup and parameters, see the ScreenshotNeo documentation.

ScreenshotNeo also provides an MCP server with tools for AI agents to take screenshots, get page information, and capture PDFs. The Free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000. Sign up free for 1,000 screenshots a month, with no card required.
