Use isolated cookies and storage, reach each state through the interface, compare it with a reviewed Playwright baseline, and separately assert that the controls work and the choice persists.
Which cookie-banner states should you test?
Build a state matrix from the consent flows your site actually supports. The examples below are useful starting points, not requirements that every banner must implement.
| State | What to capture | What to verify beyond appearance |
|---|---|---|
| First visit, no saved choice | Banner text, buttons, links, and placement on the page | Expected choices are visible and available to the test |
| Preferences opened | Settings panel, categories, and controls | Controls can be operated and the displayed selections reflect the interaction |
| Reject or decline selected | Banner closure, confirmation, or updated state as designed | The choice is recorded and the resulting application behavior matches it |
| Accept selected | Banner closure or confirmation state | The choice is recorded and the resulting application behavior matches it |
| Returning visit | Page as shown with the saved choice | The saved choice is reflected and the initial banner behavior matches the design |
| Reopen or withdraw | Revisit-consent entry point and resulting settings, if offered | The user can reach and operate the available controls |
Before each case, explicitly establish its own cookies and storage. A test must not inherit a previous test’s consent choice; Playwright recommends isolating tests with their own cookies and storage (Playwright test best practices).
How to capture and review a Playwright baseline
1. Fix the browser context and state
Choose the browser and operating system you intend to support, then keep their versions, viewport, fonts, settings, and other relevant rendering conditions consistent between baseline creation and comparison. Playwright identifies the host OS, browser version, settings, hardware, power source, and headless mode as sources of screenshot variation. Its guidance is to run comparisons in the same environment that generated the baseline (Playwright visual comparisons).

Arrange the intended first-visit or returning-visitor state explicitly before navigating into the interaction under test. Avoid uncontrolled third-party content when it can affect the page; Playwright recommends testing what you control and using network routing to provide responses needed by a test (Playwright test best practices).
2. Capture the region that answers the test question
Use a banner-focused screenshot when the main concern is its text, controls, spacing, or styling. Capture the whole page when the concern is how the banner interacts with page layout or content. Do not mask or hide the banner’s choices, consent copy, or status indicator if those are what the test is intended to protect.
In Playwright Test, a screenshot assertion creates an expected image on its first run. Inspect that image and commit it only when it represents the intended design; subsequent runs compare against the committed expectation (Playwright visual comparisons). A baseline is a reviewed design expectation, not a file to overwrite automatically whenever a test fails.

3. Control visual noise narrowly
Playwright screenshot assertions can disable animations, hide the text caret, mask selected locators, apply a stylesheet, and allow configured pixel or color differences. The assertion waits until two consecutive screenshots produce the same result before comparing the final capture with the expected image (Playwright PageAssertions API).
Use those controls only for known, irrelevant variation. A stylesheet or mask that suppresses banner text, buttons, or status can turn a meaningful regression into a passing test. There is no universal tolerance value: keep thresholds small enough that a change a user would notice remains visible in review.
4. Review every changed image
When a comparison fails, inspect the actual image and determine whether the difference comes from a real design change, a different consent state, uncontrolled page data, or environment drift. If the intended design changed, update and commit the baseline after review. Do not normalize away unexplained differences or refresh expectations wholesale.

Assert behavior separately from pixels
A screenshot shows rendered appearance; it cannot prove that a button is operable, a selection was stored, or the site behaved according to that selection. For each relevant state, assert that expected actions are present and accessible to the test, exercise them, and inspect the resulting UI and application-controlled state. Under controlled test conditions, also verify relevant network or application behavior when it is part of the consent requirement.
Keep the visual and functional assertions distinct: the image checks what a user sees, while interaction and state checks establish what the controls do. The exact way to inspect recorded consent or network activity depends on the consent manager and application; there is no universal implementation prescribed by the sources cited here.

Keep legal assertions scoped to the applicable rules
The EDPB Cookie Banner Taskforce report, adopted 18 January 2023, discusses reject/refuse-option availability, clear consent purposes, and designs that should not push users toward acceptance. It records participating supervisory authorities’ positions; it is not a complete statement of every jurisdiction’s law. The report quotes GDPR recital 32: “Silence, pre-ticked boxes or inactivity should not therefore constitute consent.” Use these points to inform test cases, and assess legal obligations against the rules applicable to the particular service (EDPB Cookie Banner Taskforce report).
Troubleshoot screenshot-baseline failures
| Symptom | Likely cause | What to do |
|---|---|---|
| Many unrelated areas changed | Browser, OS, fonts, settings, or rendering environment drifted | Compare the baseline and test environments; restore consistency or deliberately create a separate reviewed baseline for an environment in your support matrix. |
| Banner is absent or shows the wrong state | Cookies or storage were inherited, or the test did not establish its intended starting state | Give the case independent cookies and storage and explicitly set up the intended first-visit or returning-visitor condition. |
| Only third-party or live content differs | The capture depends on uncontrolled data or a changing external response | Control the dependency, or route the request to a test response where appropriate. |
| Screenshot passes despite a banner regression | A mask, stylesheet, or permissive threshold hides the meaningful change | Remove or narrow the suppression and tighten the allowed difference so banner content and controls remain observable. |
| Screenshot matches but consent behavior is wrong | The test checks pixels without exercising or verifying the choice | Add separate interaction, resulting-state, persistence, and relevant application-behavior assertions. |
| Repeated captures still vary | Dynamic content or rendering inputs remain uncontrolled | Stabilize the input or dependency; Playwright’s wait for two matching captures helps with settling but cannot make uncontrolled application data deterministic. |

If you need a capture outside your test runner, ScreenshotNeo is a website screenshot API and MCP server. One GET request can return a screenshot or PDF; use a URL you control for the target page.
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
See the ScreenshotNeo API documentation for request options. ScreenshotNeo accepts cookie and consent banners and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; each step can be turned off. Bot checks/CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and response headers indicate the page verdict and billing status. Its MCP server includes tools for AI agents to take screenshots, get page information, and capture PDFs. The free plan includes 1,000 screenshots a month with no card; paid plans start at $5 for 3,000.

Frequently Asked Questions
Should I use one baseline for every browser?
Use a separate, reviewed baseline for each browser or platform you intentionally include in your support matrix; rendering can vary across environments.
Does a passing screenshot prove that a consent choice is valid?
No. It establishes visual similarity only. Test interactions and recorded state separately, and assess legal requirements for the applicable jurisdiction.
