Test at 320 CSS pixels and around the page’s responsive breakpoints in Chrome DevTools, inspect real news-page controls and Hindi text, then verify critical results on an Android device or emulator. DevTools is a useful simulation, not proof that a page renders identically on Android hardware.
1. Check that the page uses the device-width viewport
Start with the document’s <head> and look for a viewport declaration such as <meta name="viewport" content="width=device-width, initial-scale=1">. Without a suitable declaration, most Android browsers have historically used a wide layout viewport—about 980 CSS pixels—rather than the device width, according to Android’s viewport guidance. That can make a page appear scaled down instead of reflowing for a narrow screen.

Confirm the browser is laying out the page at the simulated device width, not merely displaying a desktop-width layout inside a narrow frame. A viewport declaration is a starting check, not a guarantee that every page component is responsive.
2. Sweep narrow widths in Chrome DevTools

Open the page in Chrome and open DevTools. Enable the device toolbar, then choose Responsive.

Enter 320 CSS pixels for the viewport width. WCAG 2.2’s Reflow criterion uses this width as the reference for vertically read content.

Test at 375 CSS pixels as a practical additional narrow-phone width, not as a universal device standard.

Inspect the layout at widths just below and above each breakpoint you find. A page may work at one preset and fail in the interval where its CSS changes.

Repeat in portrait and landscape. Where relevant, vary device pixel ratio, zoom or text scaling, and network conditions.
Device mode provides responsive handles and device presets, plus options such as orientation, device pixel ratio, and network or CPU throttling. Chrome describes it as “a first-order approximation” of how a page looks and performs on mobile. See the Chrome Device mode guide for its controls and limitations.
3. Inspect the parts readers actually use
At each test width, scroll through the page and check its news-specific components. Look for accidental horizontal page scrolling, clipped content, overlaps, controls that are difficult to use, hidden information, and awkward wrapping.

- Site navigation: masthead or logo, menu, search, section links, breaking-news banner, and sticky controls.
- Article identity: headline, byline, timestamp, and any category or update labels.
- Article content: paragraphs, inline images, captions, tables, and data graphics.
- Further reading and interruptions: related-story cards, ads, consent prompts, and other overlays.
- Interaction: open the menu and search; follow article links; try share controls and dismissible overlays. Check whether controls remain visible and usable in both orientations.
Some content, such as a genuinely two-dimensional data table or diagram, may need two-dimensional presentation. That does not justify making the surrounding article and page require horizontal scrolling.

4. Check Hindi text and Devanagari shaping
Do not judge the page by its Latin-script navigation alone. Use representative Hindi content: headlines and body paragraphs with long words, conjuncts, dependent vowel signs, numerals, punctuation, and mixed Hindi/Latin names or URLs. At narrow widths, check that characters and marks are present, shaped and positioned correctly, lines wrap without clipping, and font loading does not cause text to jump or overlap.
The W3C Devanagari Script Resources cover matters including presentation, fonts, and context-based shaping and positioning. Unicode’s display troubleshooting guidance notes that incorrect Indic display can result from encoding, software, or font limitations. If a conjunct or vowel sign looks wrong, preserve the exact failing text and compare browsers, devices, and fonts before blaming the viewport width alone.

5. Apply WCAG Reflow without misclassifying exceptions
WCAG 2.2 Success Criterion 1.4.10, Reflow, uses a viewport width equivalent to 320 CSS pixels for vertically scrolling content. At that width, readers should not lose information or functionality or need to scroll in two dimensions, except where the content genuinely requires a two-dimensional layout.
Assess article paragraphs, navigation, forms, and controls at that width. A data table or diagram may be a legitimate exception; check that the rest of the page still reflows and that the exception does not cause avoidable page-wide horizontal scrolling.
6. Verify on Android hardware or a device lab
Use emulation to find likely layout and interaction problems, then test critical results in a real Android browser when possible. Simulation does not reproduce every mobile-hardware characteristic; in particular, DevTools does not reproduce the actual device CPU architecture. Android recommends testing varied screen sizes and aspect ratios. Its guidance also identifies the Android Emulator and Firebase Test Lab as options when physical devices are unavailable: Android responsive and adaptive design guidance.

Compare results by environment—DevTools, emulator, hosted device lab, or handset—and note orientation, viewport, text scaling, font availability, and browser. Differences help distinguish a responsive-layout issue from a device- or text-rendering issue. The cited guidance does not establish one universally best Android phone, browser, or testing service.
7. Record bugs so they can be reproduced
For every failure, capture enough context for another person to see the same thing:
- Page URL and exact steps that trigger the problem.
- Browser and Android version, or the emulator/device-lab environment.
- Viewport width and height in CSS pixels, orientation, and any changed zoom or text scaling.
- Font and network state, including whether the issue occurred before or after fonts loaded.
- The exact Hindi string that fails and a screenshot of the result.
