To tell whether a free VPN is safe to use, check who publishes it, what permissions it requests, what its privacy policy says it collects and shares, and whether its security claims have meaningful independent support. “Free,” “no logs,” and availability in an app store are not proof of safety: a VPN provider operates the remote server and becomes a party you must trust.
What a VPN protects—and what it does not
A VPN encrypts traffic between your device and the VPN server, and websites generally see the server’s IP address rather than your device’s. That shifts some trust away from the local network and to the VPN provider, which operates the server. It does not establish that the provider handles your data responsibly, nor does it make every online activity safe. A VPN should not be treated as a substitute for protection against malware or phishing, or as a guarantee against all tracking. The safety question is therefore not simply whether an app connects, but what the provider can see, collect, retain, or share—and what evidence supports its claims.
What to check before installing a free VPN
1. Identify the publisher and download source
Check the app’s publisher name, website, and contact information. Make sure they point to an identifiable provider rather than an unclear or inconsistent identity. Download from a trusted official app store, and be cautious with unfamiliar publishers. The FBI recommends trusted official stores and reputable publishers, while warning that an app-store listing by itself does not prove privacy claims are true. 2. Check permissions against the app’s purpose
Review requested permissions before installation and ask whether each one makes sense for a VPN’s stated function. If the app asks for access that seems unrelated, look for a clear explanation before granting it. The Federal Trade Commission’s VPN app guidance recommends researching an app and reviewing its permissions, encryption, and third-party sharing.
3. Read the privacy policy for specifics
Look for direct answers to four questions: what information is collected, why it is collected, how long it is retained, and whether it is shared or sold. Distinguish activity data—such as the sites or services you use—from connection metadata, such as when you connect or how much data you transfer. A broad “no logs” slogan is less informative than definitions of these categories and a clear retention period.

Also check whether information goes to advertisers, analytics providers, or other third parties, and whether the policy explains the circumstances. The FTC advises checking third-party sharing; the Internet Society identifies data minimization and transparency as useful provider practices.

A provider should explain its encryption and protocols in terms that let you assess what it claims to protect. The Internet Society also identifies strong encryption, transparent ownership and jurisdiction, and clear system design as useful trust signals. If the provider cites an independent audit or review, inspect what it actually covers: its date, scope, systems examined, and whether the findings apply to the free tier. An audit is evidence to evaluate, not a blanket guarantee about every app version, server, or future practice.

5. Read the terms for device or bandwidth use
Check the terms of service for any explanation that the provider may route other people’s traffic through your device or use your internet connection as part of a proxy network. Treat unclear or hidden disclosures as a serious warning. The FBI said in its March 2026 alert that free VPN services may enroll users’ devices in residential proxy networks without their consent, with details that can be difficult to understand in terms of service. This describes a possible risk, not a claim about every free VPN.
Compare free VPNs using the same questions
When comparing options, use the same criteria for each provider rather than relying on labels or star ratings.

When to avoid a free VPN
Do not install or continue using an app if you cannot establish who publishes it, cannot understand what data it collects or shares, or find terms that conceal or fail to explain potentially significant device or bandwidth use. Unexplained permissions and security claims without verifiable detail are also reasons to look elsewhere.
No checklist can certify a VPN as safe. Policies, permissions, ownership, audit scope, and plan coverage can change, so assess the current documentation for the specific app and free tier you intend to use. The FTC, FBI, and Internet Society provide evaluation guidance and describe risks; they do not certify individual VPN providers.
