To sync separate audio and video clips already in a Premiere Pro timeline, select the clips and choose Clip > Synchronize. Pick a reference both clips share—such as matching timecode, an In point, a marker, or an audio track channel—then check the alignment. For a reusable combined source clip, use Merge Clips; for several camera angles, use Create Multi-Camera Source Sequence.
Sync separate audio and video clips in the timeline
Use Synchronize when the camera footage and separately recorded audio are already in the Timeline panel and you want to align those clip instances. The clips need a common reference that Premiere can use.

Add the camera clip and external audio clip to the Timeline panel.

Select the clips you want to align.

Choose Clip > Synchronize.

Choose the reference that matches the media, then confirm the command.

Inspect the result at the sync point and at other points across the relevant duration. If no suitable reference exists, align the clips manually in the timeline.
Premiere’s documented Synchronize references are Clip Start, Clip end, Timecode, Clip Marker, and an audio track channel. Clip Start and Clip end correspond to aligning In and Out points. For the audio-channel option, choose the channel that provides the reference; this is not a general-purpose waveform-sync control. See Adobe’s timeline synchronization instructions.
Choose a reference that both clips actually share

Clip end / Out point: Use matching Out points, such as a tail slate recorded at the end.

Timecode: Choose this when the recordings have corresponding timecode.

Clip Marker: Use a marker placed at the same event in each clip. The marker number matters: choose the marker that identifies the shared point.

Audio track channel: Use an appropriate channel as the sync reference when the clip has multiple audio channels.

Choose between Synchronize, Merge Clips, and multicamera

For a single camera paired with an external recorder, use Synchronize for timeline alignment or Merge Clips if a combined source clip better fits the edit. For multiple angles, use the multicamera workflow. Adobe’s detailed references are timeline synchronization, Merge Clips, and multicamera source sequences.
Create a merged clip for separate production audio
Merge Clips is for combining separately recorded audio with one video or audiovisual clip into a merged clip. Select the video and audio in the Project panel or Timeline, then choose Clip > Merge Clips. For a workflow that uses audio timecode, Adobe documents selecting the primary audio clip, selecting it with the video, choosing Merge Clips, enabling Use Audio Timecode From Clip, and selecting the audio track. If you want the resulting merged workflow to use the external audio rather than camera audio, Remove Audio from AV Clip is an available option.
Adobe’s documented product limit is up to 16 audio tracks in a merged clip. Channel formats count toward that limit as follows:

Sync multiple camera angles with a multicamera source sequence
Select the camera clips in the Project panel and choose Clip > Create Multi-Camera Source Sequence. Choose the sync method that fits the recordings: In/Out Points, Timecode, Audio, or Clip Marker. Timecode options include Linear Timecode, Sound Timecode, and Aux Timecode. Adobe describes Audio as useful when a consistent source, such as a clapboard or voiceover, occurs across clips.
Choose how the multicamera sequence handles audio

Camera 1: Use audio from Camera 1.

All Cameras: Retain audio from all cameras.

Switch Audio: Allow audio to switch with linked video when audio-follows-video is enabled.
Separately recorded audio can also be included. For an audio-only clip that remains consistently offset, Adobe documents Offset Audio by, with a setting range of -100 to +100 video frames. The correct offset depends on the recording; check the sync rather than treating a particular value as universal. See Adobe’s multicamera source sequence options.

If all clips carry identical jam-synced timecode, Adobe says additional sync markers are unnecessary. Without shared timecode, make the same identifiable event visible or audible in each recording, then use that point as the reference.

Use a slate clap near the start as a common In point.

Use a tail slate as a common Out point.

Place identically named clip markers at the same event.

Use another shared cue, such as an audio cue, cymbal crash, or camera flash.
Adobe’s guidance is in its synchronization instructions. A slate is one possible cue; existing footage does not need additional equipment just to be synchronized.
Check and correct the result
After synchronization, compare the audio and picture at the reference event, then check other points through the part you plan to use. If the clips do not stay aligned, do not assume the original reference was suitable: choose a clearer shared event or align manually in the timeline. For a multicamera sequence with a steady offset in a separate audio-only clip, use its documented Offset Audio by setting and judge the adjustment against the recording.
