For a federal project, the project’s current hearing order and notices—not a general-purpose form—tell you which route to use and when to file.
First, find the right regulator
Use the Natural Resources Canada regulator guide to check jurisdiction. Interprovincial and international pipelines fall under federal regulation by the CER; a pipeline contained within one province is regulated provincially. Provincial portals, participation routes and deadlines vary, so do not send an intra-provincial project comment to the CER by default.

For a federal project, open the relevant entry in the CER’s Applications and Projects listings. Read its notices and hearing order, then consult the associated REGDOCS record for filing instructions and dates. The hearing order is the controlling guide to that project’s process; CER hearings are adapted to individual applications.
Choose the participation route that fits

The CER explains the distinction between participation roles and process requirements in its Land Matters Guide and project-specific hearing documents. A concise Letter of Comment may be enough to put a viewpoint on the record; intervenor participation is more involved. If you are unsure which role fits, ask a CER process advisor about the project’s options.

File a comment on a federal CER project
- Open the project record. Find the application in the CER’s Applications and Projects listings and read the hearing order, notices and linked REGDOCS material for the precise filing method and deadlines.
- Check the application date and any Statement of Concern notice. If the application has just been filed and you have a specific concern, review the notice promptly. The CER guidance describes a 21-day window after filing for the relevant process; the project instructions determine whether it applies.
- Select commenter or intervenor participation. Review the project’s criteria and decide whether a Letter of Comment meets your needs or whether you need the more extensive role of an intervenor.
- Submit using the specified channel. The CER’s participant guidance directs participants to its Participation Portal and toolbox, but follow the project’s instructions if they specify a different method. Process advisors can explain participation; the general CER page lists 1-800-899-1265. Confirm the current contact details on the live page.
- Save the confirmation and track the record. Keep a copy of what you filed and any confirmation, and note subsequent notices or deadlines in the project record.
For a Letter of Comment, make the point you want the Commission to consider clear and specific. Tie it to the project or issue you are commenting on, and follow any format or length requirements in the hearing order. Do not assume that an email or a comment sent to a project proponent counts as a filing with the regulator.
Know what becomes public
CER hearing filings are generally public documents, and may include contact information. Avoid putting sensitive personal details or material you do not want public into a filing unless you have checked the applicable rules. Confidential Indigenous Knowledge receives different treatment; other confidentiality may be available only in some cases and with Commission permission. See the CER’s participant guide for details before submitting sensitive information.

Indigenous consultation is a separate responsibility
Consultation with Indigenous peoples is not simply another public-comment route. The CER says consultation is triggered when a federal decision may adversely affect Indigenous rights and interests, and the scope is proportionate to the rights and potential impacts. The Commission’s assessment is the primary consultation channel, with additional CER activities for some applications. Project notices explain relevant opportunities and procedures; raising a concern through a public filing does not replace Crown consultation.
Later land procedures have their own deadlines
A comment on the original proposal is different from an objection about a detailed route or a later right-of-entry application. Those matters follow separate land procedures. The CER’s Land Matters Guide says an objection to a right-of-entry application must be filed within 10 days after receiving that application. Read the specific notice and guide for the procedure that applies to your situation.

What to do if the proposal is in one province
Use the province’s regulator and the project’s official notice to find the correct submission process. The federal CER timeline and portal should not be assumed to apply. Since the province and proposal are not specified here, a single provincial regulator, deadline or filing link cannot be identified; begin with the Natural Resources Canada regulator guide and then verify the named project’s instructions.
