How to Stream an Indian Community Radio Station to YouTube Live

Use an encoder to send your station’s mixed audio to YouTube Live, paired with a station graphic or studio video. First verify and enable the channel, create a stream in YouTube Studio, configure the encoder with YouTube’s stream URL and key, test the preview, then monitor the broadcast. Before streaming music, confirm that the station’s permissions cover YouTube simulcasting and any archive; a terrestrial community-radio permission alone does not establish that.

What you need before going live

  • A YouTube channel that is verified, eligible for live streaming, and accessible to trusted station staff.
  • An encoder that can send your station’s audio feed with a video layer. For a radio-only feed, that layer can be a static station graphic; this is a practical workaround, not a separate YouTube audio-only Live mode.
  • A stable internet connection with enough upload capacity for the chosen stream settings, plus a backup connection or encoder arrangement if the broadcast is critical.
  • Permission for YouTube use of all content in the program, including music and any saved archive.

YouTube documents three broad live routes: mobile, webcam, and encoder. For a station that needs to route audio from an existing console or interface, an encoder is generally the most controllable option. A webcam or mobile route may suit a simpler direct capture, but may not fit a studio’s existing audio chain. See YouTube’s overview of live streaming and its encoder setup guidance.

1. Check channel eligibility and enable live streaming

YouTube’s stated requirements include a verified channel, no live-streaming restriction in the preceding 90 days, and a minimum age of 16. Initial activation can take up to 24 hours, so do this well before a scheduled program. Requirements and availability can change; check the channel’s eligibility before planning the broadcast. YouTube explains the current requirements at its live-streaming help page.

  1. Sign in to the station’s YouTube account and complete channel verification if it is not already verified.
  2. Open YouTube Studio and select Create > Go live to enter Live Control Room and check whether streaming is available.
  3. If YouTube prompts you to enable live streaming, follow the on-screen steps and allow for the stated activation delay.
  4. Give channel access only to people who need it, and treat the stream key as a password. If it is exposed, reset it in Live Control Room.

2. Build the audio-and-video feed

The encoder sends a video stream, so an audio-led station must pair its program sound with some visual. A station logo, program artwork, or other permitted graphic can remain on screen throughout an audio-only broadcast. If viewers should see the studio, connect a camera and include that video instead.

Route the station sound

Feed the encoder a clean program mix from the studio’s audio interface or mixer. For a single already-mixed source, existing equipment may be enough. A mixer can help combine several microphones, playback sources, or studio feeds, but it is not a universal requirement. YouTube’s examples of possible production equipment include microphones, webcams, headsets, and mixers; the right setup depends on what the station already uses and what the broadcast should show.

Check levels and the visual

  • Confirm that the encoder receives the intended program mix, not an unintended monitor or cue feed.
  • Listen for clean speech and music, and check that levels do not clip or distort.
  • Make sure the static graphic is legible at the intended output resolution, or that the camera framing is appropriate for viewers.
  • Use only artwork and other visual material the station is entitled to display on YouTube.

3. Create the YouTube stream and connect the encoder

  1. In YouTube Studio, select Create > Go live. In Live Control Room, create a stream or schedule it for the program time.
  2. Choose the stream protocol and copy the server URL and stream key shown for the event. YouTube recommends RTMPS where available because it encrypts the connection.
  3. In the encoder, paste the server URL and key into its YouTube or custom streaming destination fields. Keep the key private; anyone with it may be able to send a feed to the event.
  4. Set the encoder to send the station’s program audio and its graphic or camera video. Use a supported codec and stable bitrate settings (below).
  5. Start the encoder and wait for the incoming preview in Live Control Room. Check the picture, audio, and stream-health messages before starting the public broadcast.

4. Choose stable encoder settings

YouTube’s RTMP/RTMPS guidance lists H.264, H.265 (HEVC), or AV1 for video; AAC or MP3 for audio; constant bitrate encoding; and a recommended two-second keyframe interval, not exceeding four seconds. For a radio studio, prioritize dependable sound and a stable feed over high video resolution.

These are YouTube’s published encoder recommendations, not a guarantee of performance on a particular station’s connection. YouTube advises checking actual upload speed and keeping 20% spare bandwidth above the stream bitrate. Shared networks can reduce available upload speed. 5. Test, start, and monitor the broadcast

  1. Run a private or unlisted test with representative speech, music, transitions, and any other content that will appear in the real program.
  2. Check Live Control Room’s preview and stream-health messages. Confirm that the intended audio reaches YouTube and the visual is present.
  3. Open the watch page from another device, including a phone, and verify that viewers can hear and see the feed.
  4. For an important program, test the backup internet connection or alternate encoder arrangement before airtime.
  5. On broadcast day, start the encoder early enough to inspect the incoming feed. Start the YouTube event only after the preview looks and sounds right.
  6. During transmission, keep an eye on stream health and listen to the program output. After the program, end the event and stop the encoder. If archiving is enabled, the saved video remains subject to the same rights checks.

YouTube recommends testing with representative content, reviewing the preview and health indicators, and checking playback on the channel or watch page and mobile devices. Its guidance is at the live encoder setup page.

Get music and online-use rights settled before simulcasting

A station’s permission to broadcast terrestrially does not, by itself, answer whether it may simulcast on YouTube or keep an online archive. YouTube’s Live terms place responsibility on the content provider to have rights for worldwide exploitation of live content and archived content, including music licensing rights. YouTube’s Live terms say: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world, including, without limitation, music licensing rights from artists, record labels, publishers (including public performance licenses) and any other royalty participants.” This is YouTube’s contractual wording, not a determination of Indian legal rights for a particular station.

YouTube also warns that a licensed track may still interrupt a live stream if the rights holder has not allowlisted the channel through Content ID. Review YouTube’s guidance on copyright-protected content in live streams and ask the relevant rights holders or licensors about allowlisting when applicable.

For a music program, verify the rights to both the composition/performance and the sound recording for the proposed YouTube use, including any archive. IPRS says platforms that use music, including online streaming and OTT platforms, must secure a licence for its repertoire and/or pay the relevant author royalty share; that general statement does not settle every station’s repertoire, recording, territory, simulcast, or archive rights. See IPRS’s FAQ, then confirm the position for the station’s actual agreements with its permission holder, licensors or rights organisations, and the appropriate government authority.

The Ministry of Information and Broadcasting’s revised Community Radio Station policy guidelines are dated 13 February 2024, and the Ministry lists 2026–31 scheme guidance. Government material also describes draft consolidated broadcasting rules; draft policy is not a final rule. These sources do not establish that an individual CRS permission automatically covers YouTube simulcasting. Check the station’s circumstances rather than assuming the terrestrial permission settles the online question: MIB community radio station information, MIB guidance and notices, PIB releases, and TRAI information.

Troubleshoot common problems

Symptom Likely cause What to check or do
Live streaming is unavailable The channel is not verified, has a restriction, or live streaming has not finished activating. Review channel eligibility in YouTube Studio, verify the channel, and enable live streaming ahead of the event; first-time activation may take up to 24 hours.
No incoming preview The encoder has the wrong server URL or key, is not sending, or has a connection problem. Compare the encoder destination with the current event details in Live Control Room, confirm it is running, and regenerate/reset the key if it may have been exposed.
Audio is missing or wrong The encoder is receiving the wrong input, an unconnected interface channel, or an unsuitable audio output setting. Check the selected input and routing, listen to the encoder’s output, and verify the audio codec is AAC or MP3.
Audio breaks up or the stream health deteriorates Upload bandwidth is insufficient or fluctuating, particularly on a shared connection. Check upload speed under realistic station conditions, leave YouTube’s advised 20% bandwidth headroom, reduce video bitrate or resolution if needed, and use a tested backup connection where possible.
The image is blank or incorrect The graphic or camera is not included in the encoder’s video output, or the selected input is wrong. Check the encoder’s active video source and confirm the expected visual in Live Control Room before going public.
A music track interrupts the stream Content ID has identified material and the rights holder has not allowlisted the channel, or the station’s online rights are not established. Do not assume a terrestrial licence is sufficient. Contact the relevant rights holder or licensor, confirm YouTube and archive permissions, and address any Content ID requirements before resuming.
