Leaving Bitcoin with an exchange is convenient, but the provider controls access to the keys and withdrawals. A hardware wallet puts signing under your control, while making you responsible for the device, transaction checks, and recovery backup. Neither approach removes risk; the right choice depends on how often you transact and whether you can maintain a secure recovery process.
What a Bitcoin wallet actually stores
Bitcoin is recorded on the network; a wallet manages the credentials used to authorize transactions. The private key enables spending, so control of the key is central to control of funds. Wallet software or a device does not hold Bitcoin as a physical object. The SEC’s custody bulletin explains that a recovery phrase can help restore access if a key, device, or software is lost or damaged.

Exchange custody: convenient access, a third-party dependency
When Bitcoin remains in an exchange account, the exchange or its custodian controls access to the private keys. You depend on the provider’s security and solvency, as well as its ability and willingness to process withdrawals. A hack, shutdown, or bankruptcy could prevent access, the SEC warns. That is a risk of relying on a third party, not proof that every exchange will fail; Bitcoin.org describes this dependency as counterparty risk.
Before relying on a custodian, investigate its background and regulation, key safeguards and access controls, use of subcontractors, privacy practices, and whether customer assets may be lent or commingled. Find out what the provider says would happen if it failed, and read the actual terms of any insurance rather than assuming Bitcoin is covered. Check account, transaction, and transfer fees, along with withdrawal rules. These are questions to investigate, not assurances that any particular exchange meets a given standard.

- BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
- SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
- NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
- 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
- BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
Hardware-wallet self-custody: direct key control, direct responsibility
A hardware wallet is a dedicated device that signs transactions. In the Bitcoin Developer Guide’s workflow, network-connected software prepares a transaction and sends its details to the device. You review the information on the device, the device signs, and the connected software broadcasts the signed transaction. The private key need not be exposed to the networked software for this signing process.
This setup moves key control to you; it does not make every step risk-free. You must set up and operate the device correctly, review transaction details before approving them, and protect the recovery information. Device purchase and signing steps add friction, particularly if you transact often. Bitcoin.org presents hardware wallets as a balance of security and ease of use, but that is guidance—not a measured guarantee about every device or setup. The site’s wallet-security guidance also does not replace the specific device maker’s recovery documentation.

Compare the responsibilities before choosing
| Decision | Exchange custody | Hardware-wallet self-custody |
|---|---|---|
| Who controls key access? | The provider manages access to the keys. | You control the recovery material and authorize signatures. |
| Main dependency | Provider security, solvency, policies, and withdrawal access. | Device integrity, correct operation, and a safe recovery backup. |
| Everyday convenience | Account-based access and provider-supported workflows. | Requires device setup and transaction-signing steps; less convenient for frequent transactions. |
| What you must plan for | Provider failure, account restrictions, asset-use terms, and withdrawals. | Loss, damage, or theft of the device, and loss or exposure of the recovery phrase. |
| Costs to check | Account, transaction, and transfer fees. | Device purchase and transaction or network fees may apply. |
This is not a universal safety ranking. “Cold” and “hot” describe key-storage arrangements, while custody describes who controls access. A third-party custodian may use hot wallets, cold wallets, or both; self-custody can also involve different wallet arrangements. The SEC bulletin discusses both custody and storage practices.
Back up recovery information safely
A recovery phrase can restore a wallet, so anyone who obtains it may be able to access funds. The SEC advises storing it securely and never sharing it. Treat the phrase as a sensitive credential, not as routine account information.

- Keep the phrase private and make a secure backup. Follow the wallet’s own recovery instructions: backup requirements can vary, and the backup needs to restore the intended wallet configuration.
- Do not photograph or upload recovery words, and do not enter them into a website or app in response to an unsolicited support message.
- Consider how a single event—such as theft, fire, or water damage—could affect a backup. Bitcoin.org recommends safe backups, warns that online copies can be vulnerable to theft, and suggests multiple secure physical locations and durable storage media.
- Never send or disclose the phrase to a person claiming to provide support. Use the device maker’s official recovery documentation instead.
Keeping a small amount on a computer or mobile device for everyday spending and the remainder in a safer environment is general guidance from Bitcoin.org, not a personalized allocation rule.
What if you lose the hardware wallet?
Losing or damaging the device is different from losing or exposing the recovery phrase. If your recovery material remains safe and is compatible with the replacement wallet, it may let you restore access; the device alone is not the recovery plan. If the phrase is lost, access may be lost as well. If someone else obtains it, they may be able to access funds. Follow the wallet’s official recovery instructions and verify that your backup restores the wallet configuration you intend to use.

Are Bitcoin holdings insured like bank deposits?
In the United States, an older SEC investor alert says Bitcoin held in a digital wallet or on a Bitcoin exchange does not have protections similar to SIPC securities accounts or FDIC bank accounts. That statement is U.S.-specific and does not establish the rules in other jurisdictions; it also does not rule out every possible contractual protection. Do not assume a Bitcoin balance has deposit insurance or SIPC coverage.
