A help-desk agent can be persuaded to reset a password or MFA token without an attacker defeating the employee’s original authentication.
Why the service desk needs its own identity controls
A service desk is an identity-control point: an attacker who convinces an agent to reset a password, reset an MFA token, or enroll a new authentication method may regain access through the recovery process. The CISA/FBI advisory on Scattered Spider documents attackers socially engineering IT help-desk personnel to reset passwords and MFA tokens. Microsoft separately warns that social engineering can include AI-powered voice cloning. These sources establish the risk and attack methods, but do not quantify how often AI-generated voices are used in real service-desk attacks.

Microsoft’s identity documentation states: “Traditional methods such as personally identifiable information (PII) and knowledge-based authentication are no match for today’s sophisticated attackers, who use phishing, social engineering, and even AI-powered voice cloning to bypass defenses.” Read Microsoft’s authentication strengths guidance.
1. Stop treating personal details as identity proof
Names, employee numbers, birthdays, office locations, a manager’s name, or answers to familiar security questions may be easy to discover, guess, or elicit. They can help an attacker sound credible, but they do not reliably establish who is calling. Do not let a caller’s knowledge of personal or workplace information authorize a password reset or MFA change.

Use a verification method that does not depend on information an attacker can collect or persuade a colleague to reveal. Define which methods are acceptable for routine support and what to do when a caller cannot use them. Microsoft’s guidance on authentication strengths explains why verification methods provide different levels of assurance.
2. Protect agents and privileged users with phishing-resistant MFA
Service-desk accounts can change other people’s access, so protect them as carefully as administrative accounts. Where the identity provider and managed devices support it, use passkeys based on FIDO2, FIDO2 security keys, or certificate-based authentication. Ensure coverage includes support agents, administrators, and anyone with privileged access—not just general employees.

- POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
- WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
- FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
- TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
Phishing-resistant methods are designed to resist fake sign-in sites. CISA explains that FIDO can block an attempt when a user is tricked into logging in to a fraudulent website, and it identifies physical security keys as a preferred strong method. See CISA’s implementation guidance and CISA’s guidance on strong authentication. Check compatibility with your identity provider, operating systems, and device fleet before choosing a method; deployment and device-provisioning needs differ.
3. Build a separate recovery path for people who lose every factor
A secure normal sign-in method is not enough if an attacker can bypass it by claiming that the user has lost a phone, passkey, or security key. Avoid making ordinary phone verification the universal fallback. Instead, design a higher-assurance process for total credential loss, with identity checks and permitted recovery actions defined in advance.

Microsoft describes policy-driven identity verification for this scenario, followed by actions such as a password reset, issuing a Temporary Access Pass, or onboarding MFA again. Those are possible capabilities, not a one-size-fits-all workflow: confirm what your identity provider supports and account for privacy requirements before adopting a design. Microsoft’s identity verification documentation outlines relevant recovery considerations.
Keep the recovery route distinct from routine support verification. Specify what evidence is accepted, who may approve recovery, which credentials may be issued, and how the user is guided to enroll replacement factors. Make sure the process works for legitimate users without allowing an unverified caller to turn a lost-device claim into a shortcut around MFA.

4. Restrict reset authority and keep an audit trail
Give agents only the permissions needed for their duties. Separate routine support actions from higher-impact changes where your systems allow it, and define which requests require escalation or a second approver. There is no universal approval threshold in the cited guidance; set one based on your organization’s systems, risk, and staffing rather than treating a particular rule as a general mandate.

Record password resets, MFA resets, and new-factor enrollment. Logs should make it possible to determine which account was changed, who performed the action, when it happened, and whether the request followed the required approval path. Review the records for unusual patterns and retain them under your organization’s security and privacy policies. CISA and the FBI’s Scattered Spider advisory describes why help-desk reset actions merit security controls.

5. Rehearse a response to familiar voices and urgent requests
A convincing voice, an urgent deadline, or a claim to be an executive should never override identity policy. Train agents to treat pressure and requests for exceptions as reasons to follow the verification process—not to skip it. Microsoft specifically warns that AI-powered voice cloning can be used in remote help-desk social engineering.
If a caller cannot be verified through an approved method, the agent should end the inbound interaction and use a callback number obtained independently from an authoritative internal directory or another approved authenticated channel. Do not call a number supplied during the suspicious interaction. Practice scenarios involving a familiar voice, a claimed lost device, urgency, and requests to add a new MFA method so agents can apply the process under pressure.
How to check whether the controls work together
- Routine verification: Does the process rely on an approved authentication method rather than personal trivia or caller-provided details?
- Agent security: Are agents and privileged users covered by phishing-resistant MFA where supported?
- Total credential loss: Is there a distinct, high-assurance recovery route rather than a weak universal fallback?
- Authority: Are reset permissions limited, and are escalation and approval rules clear?
- Accountability: Are password resets, MFA resets, and new-factor enrollment recorded and reviewable?
- Human response: Can agents end an unverified call and independently contact the user through a known channel?
The exact workflow depends on the identity provider, managed devices, privacy obligations, and support model. The key design test is whether a caller can use a plausible story, a familiar voice, or urgency to bypass the controls that protect sign-in.
