How to Source Local Produce for School Cafeterias

Plan local school produce purchases around menu demand, seasonal supply and delivery capacity. Learn how to define local, vet suppliers and choose a procurement channel.

Start with the cafeteria menu and estimated demand, then find suppliers who can reliably meet that need and procure under the rules that apply to your district. “Local” has no universal mileage limit for school food: school food authorities define an area that fits the crop, season, supplier base and intended region. A workable sourcing plan connects that definition to a menu, supplier capacity, delivery logistics and a compliant solicitation.

Begin with the menu, not a list of farms

Choose a manageable first goal: one seasonal ingredient, a recurring produce category or a particular menu cycle. Use meal counts and planned recipes to forecast quantities and delivery frequency. Decide what the kitchen can receive and prepare—whole, washed, cut or otherwise prepared produce—and how much staff time is available for receiving and handling it.

USDA’s Farm to School Planning Toolkit and Food Purchasing Process frame buying as a connected sequence that includes menu planning, forecasting, sourcing, bidding, documentation, inventory and meal service. Treat sourcing as part of that sequence rather than a separate farm-search exercise.

Define what “local” means for the purchase

Set the geographic boundary before asking suppliers to bid. USDA’s school-food FAQ says there is no single definition of local: a school food authority may choose a radius, such as 200 miles, or define local as a city, county, state or region. The appropriate area can depend on the food, season and number of producers nearby. See USDA’s Farm to School Census FAQs.

Depending on the crop, a district might use different practical sourcing areas across seasons; put the applicable definition and evaluation method clearly in the solicitation.

Find suppliers, then verify institutional capacity

Build a longlist from several sources: USDA Agricultural Marketing Service’s Local Food Directories and Maps, state departments of agriculture, cooperative extension, farm-to-school networks, food hubs, producer associations and current district vendors. A directory listing is a lead, not proof that a farm or organization can supply a school contract. Contact prospects directly and ask whether their capacity, delivery coverage and paperwork match the district’s requirements. USDA’s Selling Local Food to Schools: A Resource for Producers can help prospective suppliers understand the school market.

Choose the sourcing channel that fits the operation

Channel Potential fit What to verify
Direct from farms Direct relationships and visibility into product origin. Whether each farm can meet volume, delivery cadence and paperwork needs; coordinating multiple farms may take more staff time and deliveries.
Food hub or cooperative Aggregation of products from several farms may simplify ordering and delivery. Product origin, aggregation fees, seasonal availability and ability to meet contract terms. USDA AMS includes food hubs in its local-food directory categories.
Regional or existing distributor May simplify delivery, invoicing and combining local products with broaderline orders. Whether origin information is specific enough to satisfy the district’s local definition and solicitation, as well as product availability and delivery terms.
USDA Foods or DoD Fresh USDA identifies these programs as possible routes to enhance local purchasing. Current program options and the district’s or state’s access before relying on either route in a purchasing plan.

USDA’s Economic Research Service analyzes pathways and factors that shape school authorities’ direct purchases from farmers, but the cited report does not establish a universal cost ranking among channels. Compare actual offers on delivered cost, volume consistency, season length, product format, reliability, backup supply, traceability, invoice readiness and staff workload.

Build local criteria into a compliant solicitation

USDA’s Procuring Local Foods resource describes options for eligible local, unprocessed agricultural products, including a local product specification, a defined scoring advantage or both. The buyer chooses the local area, subject to allowing an appropriate number of qualified firms to compete. Establish the geographic definition and evaluation approach before soliciting bids, and follow applicable procurement thresholds, state guidance and district procedures. Coordinate solicitation language with district procurement staff and the state agency.

Timing matters. USDA published a clarification on September 9, 2026, with a scheduled effective date of November 9, 2026, unless adverse comments are received by October 9, 2026. USDA describes the change as clarifying existing policy; the new text is not yet effective on October 4, 2026. Its institutional summary says, “The changes are customer-focused and intended to simplify program regulations and make them easier to understand.” Recheck the official USDA page and follow current state-agency direction when preparing a solicitation; USDA notes that older geographic-preference materials are being updated.

Why this is a practical opportunity

USDA Economic Research Service reported that 74 percent of U.S. schools participated in farm-to-school activities during 2022–2023, and local food purchases totaled $1.8 billion in that period. The spending figure covers local food purchases broadly, not produce alone, and describes the 2022–2023 period rather than a current annual forecast. See the 2026 report, Local Food Procurement Pathways: Key Drivers of Farm to School Participating Authorities Buying Directly From Farmers.
