Yes—VLC can send video to other devices on your network, not just play it locally. Its stream-output tools let you publish a video over HTTP, while other VLC clients connect to its URL. VLC also documents RTP and RTSP workflows, transcoding, and multi-broadcast configurations. These are features you configure in desktop software, not a hosted streaming service.
What VLC’s streaming server feature actually does
VLC’s stream output is a configurable pipeline: it reads media VLC can open, can optionally transform or combine streams, then saves the result or sends it over a network. VideoLAN describes VLC as usable as both a server and a client for streaming and receiving network streams (VideoLAN’s streaming overview).

In a basic HTTP setup, the computer running VLC publishes a URL and waits for another device to request it. The sender and receiver can be VLC instances. The documented example is for devices on the same router; it does not make VLC a managed internet-broadcast platform or guarantee access through every router or firewall.
How to stream a video over HTTP with VLC
The following command is the documented VLC Desktop 3.0 example. It is illustrative, not a recipe independently tested against every current platform build:

vlc sample.mp4 --sout="#std{access=http, mux=ts, dst=:8090/sample}"- Start the sender. On the computer with the video, run the command, replacing
sample.mp4with the file you want to stream. The example uses port8090and the path/sample; both are choices in the command. - Find the sender’s local IP address. The receiving device needs this address to reach the stream. The example is intended for devices connected to the same router.
- Open the stream on the receiver. In VLC on the receiving device, open the network stream URL
http://<sender-ip>:8090/sample, replacing<sender-ip>with the sender’s address.
The mux setting, ts, matters: VideoLAN’s HTTP example notes that omitting the mux makes the sample fail. The port and path must also match between the sender command and the receiver URL. See the VLC Desktop 3.0 HTTP streaming instructions.
HTTP, RTP, and RTSP: which workflow is different?

When transcoding or multiple broadcasts are useful
Transcoding while streaming
VLC can transcode media as part of its stream-output pipeline. That can adapt the output format, but requires additional configuration and processing. VideoLAN’s documented example transcodes a file to H.265/MPGA in an MKV container while sending it over HTTP; those settings are an example, not a universal recommendation. Configuring more than one broadcast
VLC’s VideoLAN Media Library (VLM) examples show how to configure multiple broadcasts. This is a more involved configuration than starting a single HTTP stream; the existence of those examples should not be taken as evidence of a hosted service or audience-management features. What to know before relying on VLC as a server
- It requires setup. You choose the source, output method, destination, and any mux or transcoding options.
- The local HTTP example is not an internet broadcast guide. It covers devices on the same router, not public access, firewall rules, or universal router compatibility.
