How to Set Up Data Classification in Confluence Cloud and Apply Labels Consistently

A practical Confluence Cloud guide to defining classification levels, setting defaults, classifying exceptions, standardizing labels with templates, and managing access separately.

To set up data classification in Confluence Cloud, first define what each sensitivity level means, then have an organization admin configure and publish those levels. Set defaults for spaces, decide who can classify items, and use page or blog-post classifications for exceptions. Keep labels as a separate vocabulary for organizing content—not as sensitivity markers or access controls.

How classification and labels differ

Atlassian describes the purpose of classification this way: “Classify content to help people recognize the sensitivity of information they’re viewing or working on.” A classification level communicates how sensitive content is under your organization’s policy. A label is a keyword for grouping and finding content.

Atlassian Support defines labels as “key words that you can add to pages, live docs, and attachments to make them easier to group and find.” Keep these systems separate: use classifications such as sensitivity levels for handling expectations, and labels for subjects, teams, lifecycle stages, or content types. Neither one grants or denies access.

Define the classification policy before configuring Confluence

Agree on a small set of levels that fits your organization’s data-classification policy. For every level, explain in plain language what information belongs there and what people should do when handling, moving, or storing it. The levels and their meanings are organizational decisions; Atlassian does not prescribe a universal list.

An organization admin can customize a level’s name, definition, guidelines, color, and sensitivity order. Use the definition and guidelines to help people make the same decision when they encounter similar content.

Make classification available and choose who can apply it

Atlassian lists data classification for Confluence Cloud as available with Atlassian Guard Premium. An organization admin must create and publish classification levels in Atlassian Administration before users can apply them. The documented admin route is Security > Data protection > Data classification.

The organization admin can also choose who may manually classify content. The available choices are users with edit access or space admins only. Choose the option that fits your governance: broader editing access makes classification easier to apply during everyday work, while limiting it to space admins centralizes that responsibility.

Set defaults at the organization and space level

Defaults provide a baseline for new or unclassified content. An organization-wide default gives broad coverage; a space default can reflect the purpose of a particular space and takes precedence over the organization default there.

Default Use it for How it behaves
Organization-wide A baseline for content across the organization. Applies unless a space default, user action, or classification rule changes the level.
Space A space whose purpose calls for a different baseline. Overrides the organization-wide default for that space; applies to new or unclassified content unless changed by a user or rule.

Set a space default

  1. Open the relevant space.
  2. Select Space Settings > Data classification.
  3. Choose the default classification level and save.

Use a space default when the space’s usual content has a clear sensitivity baseline. It is not a substitute for classifying an exceptional item at a different level.

Classify an individual page or blog post

Use item-level classification when a page or blog post differs from its default, or when it needs an explicit classification. If necessary, edit the item first, then:

  1. Open More actions (•••) > Classify content.
  2. Select the classification level.
  3. Choose Update.

To change an existing classification, select its badge, choose another level, and update. Atlassian says a classification cannot simply be removed; change it to No classification or to the administrator’s default instead.

Build a label vocabulary people can reuse

Decide which label categories will help people organize and find content—such as subject, team, lifecycle, or content type—and document approved names with examples on a short reference page. Encourage people to select an existing label rather than invent a near-duplicate. Labels can be used on pages, live docs, and attachments.

Seed labels through templates

Anyone with permission to edit a page or live doc can add labels. Labels placed on a template are automatically added to new pages or live docs created from it, making templates the most direct documented way to apply standard labels at creation.

Review and retire labels

Browse labels at the space or site level and use tools such as Filter by label, the Content report table, the Labels list, or related macros to surface labeled material. Remove deprecated labels from the content that uses them. A label disappears site-wide only after it has been removed from all content using it; content in the trash can keep a label present until that content is purged.

Keep permissions separate from classification

Confluence content is open by default to people who can access its space, and access can be narrowed with content restrictions. Review permissions whenever a classification level indicates sensitive material; do not assume a classification badge or label protects the content.

Control What it governs Important behavior
Space permissions Who can access or act in a space. Set separately from classification levels and labels.
Content restrictions Who can view or edit a particular item. View restrictions on a parent flow down to nested content; editing restrictions do not automatically flow down in the same way.

Atlassian’s Cloud permission documentation says content restrictions are not customizable on the Free plan. Check your plan and permission configuration rather than treating classification as a security control.

Use automatic classification rules cautiously

Atlassian documents rules that assign levels based on detected data and can affect both new and existing content. Review the built-in preview and proposed effects before confirming a rule change. Some rule settings are identified in Atlassian’s documentation as early access, so check the current interface and availability before relying on them.
