It is more than a VPN requirement: the policy should connect each worker’s role and data access to identity controls, device security, practical work habits, and clear accountability.
Start from the assumption that off-site locations, networks, and devices may expose work to threats. NIST puts it plainly: “An organization should assume that external facilities, networks, and devices contain hostile threats that may adversely affect the security of telework and remote access solutions.” (NIST SP 800-46 Rev. 2)

1. Define the policy’s scope and decision-makers
Write down what your organization means by remote work, telework, remote access, company-managed device, and Bring Your Own Device (BYOD). Include employees, contractors, approved work locations, covered systems, and the people authorized to approve access. A short, specific definition prevents informal exceptions from becoming an undocumented second policy.
Name a policy owner and identify the teams responsible for identity, endpoints, networks, human resources, and sensitive data, as applicable. Specify who approves remote access, who grants and removes it, and where workers find the rules and reporting contacts. CISA’s federal workplace guidance includes written policy, defined responsibilities, and agreements where useful; private organizations should adapt those practices to their jurisdiction, privacy obligations, and risk rather than treat federal procedures as universal legal requirements. 2. Set access by role, device, and data sensitivity
Do not give every remote worker the same access simply because they work off-site. Build a compact access matrix that ties each role or data tier to the systems it needs, accepted device types, and required safeguards. NIST describes risk-based, tiered access: a managed organization computer may qualify for broader access, while a personal or third-party device may be limited to lower-sensitivity resources. (NIST SP 800-46 Rev. 2)
| Access tier | Typical permitted access | Device and control expectation |
|---|---|---|
| Higher-sensitivity work | Systems containing restricted or high-impact business data, as approved for the role | Prefer organization-managed devices with enforced security settings and verified device health |
| Standard business work | Role-required business applications, email, and file services | Managed devices, or BYOD that meets stated minimum requirements and any required management controls |
| Limited or untrusted device access | Only low-risk services explicitly approved for that device type | Restrict permissions and local data storage; do not assume a third-party or personal device is as controlled as a company device |
Replace these broad tiers with your actual systems and data classifications. For each entry, state who authorizes access and how a change in role, device status, or data sensitivity affects permissions.
3. Secure accounts and remote connections
Require strong authentication
Require multi-factor authentication (MFA) for remote connections and for services that expose business data, particularly email and file storage. CISA recommends MFA for remote access, email, and file storage, and names physical security keys among preferred MFA methods. (CISA Four Cybersecurity Essentials for SLTTs) Whichever method you choose, document enrollment, replacement, and recovery when an authenticator is lost. If issuing hardware security keys, check that your identity provider supports the relevant protocols and plan how workers and contractors receive a key and recover access.

Limit accounts and permissions
Use named individual accounts rather than shared credentials. Grant only the permissions needed for a person’s role, and define a process for promptly changing or removing access when someone changes responsibilities or leaves. Keep administration of remote-access services restricted to authorized administrators, and ensure their access is managed separately from routine work where your systems support it.
Choose and maintain the connection method
A VPN can protect a connection, but it does not establish that a user’s device is safe or that the user should reach every internal resource. A VPN may be appropriate when workers need network-level access; an application or portal approach may expose only selected services. Compare the architectures against the resources exposed, device-posture checks, administrative and patching burden, and user experience. NIST discusses multiple remote-access architectures; no single option is right for every organization. (NIST SP 800-46 Rev. 2)
Whichever approach you use, assign an owner to keep VPN gateways, portals, and related remote-access infrastructure patched and hardened. Document permitted connection paths, who administers them, and how exceptions are approved. CISA’s ransomware guidance also calls for patching remote-access infrastructure and using MFA for VPN connections. (CISA/MS-ISAC #StopRansomware Guide)

4. Set device rules, including a clear BYOD decision
For company-managed devices
List supported operating systems and define the security baseline. The policy should cover update expectations, full-device encryption where supported, screen locking, endpoint protection, approved software, backups, physical handling, and how workers report a lost or stolen device. Assign responsibility for maintaining both the devices workers use and the remote-access servers that provide entry to company resources.
For personally owned devices
Decide whether BYOD is permitted, for which roles, and for which data. Before enrollment, explain the minimum OS and security state, whether management or a work container is required, which applications may be used, and whether work data can be stored locally. State what the organization can see or erase, what happens to company data at offboarding, and which access is unavailable from an unmanaged device.
Explain privacy boundaries in plain language before workers enroll personal equipment. Management capabilities differ across devices and platforms, so do not imply that every personal-device user can be monitored or wiped in the same way. Restrict BYOD access relative to more-controlled company devices when the risk or available controls warrant it.

5. Cover workspaces, information handling, and reporting
Give workers practical rules for working outside the office, not just a list of technical controls. Address screen privacy, sensitive conversations in shared spaces, printing and secure disposal, public-network use, and protecting equipment from loss or theft. Specify approved channels for company work so business information is not casually moved into personal accounts or unapproved services.
Make reporting quick and unambiguous. Tell workers how to report a suspicious message, unexpected MFA prompt, lost device, or suspected account or device compromise, and who to contact if the usual channel is unavailable. Set expectations for timely cooperation with containment steps, such as changing credentials or disconnecting a device when directed.

6. Document exceptions, offboarding, and review
Some roles or circumstances will not fit the standard access matrix. Require an exception to identify the requester, approving owner, business reason, compensating safeguards, and an expiry date. Record exceptions so they can be reviewed rather than silently becoming permanent access.
Remove access promptly when a worker leaves, a device is lost, or a device no longer meets the required security state. Set a recurring review schedule based on how quickly your systems, workforce, and risks change, and trigger an additional review after material changes. NIST recommends periodic assessment but does not prescribe one universal interval; choose and document an interval that fits your organization’s risk and change frequency. (NIST SP 800-46 Rev. 2 publication record)
Quick Recap
Turn the policy into an operating checklist
- Define who and what the policy covers, who approves access, and who owns each control.
- Map roles and data sensitivity to approved systems, device types, and safeguards.
- Require MFA, individual accounts, least privilege, and a reliable access-recovery process.
- Choose a VPN, application, or portal access model and maintain its infrastructure.
- Specify device baselines and make BYOD requirements, privacy boundaries, and limits explicit.
- Set workspace, information-handling, training, and incident-reporting expectations.
- Record exceptions with safeguards and expiry dates; remove access as roles, devices, or employment change.
- Review the policy and access decisions on a schedule tied to organizational risk and change.
