How to Set Up a New Windows PC With a Configuration File

A Windows .ppkg applies device settings; an Autounattend.xml answer file automates Windows Setup. Choose the right method and follow the appropriate workflow.

To set up a new Windows PC with a configuration file, first choose the right file type: a Windows provisioning package (.ppkg) applies device settings, while an unattended answer file (Autounattend.xml or Unattend.xml) automates Windows Setup. They solve different problems, so the right choice depends on whether you want to configure Windows or automate its installation.

Choose a provisioning package or an answer file

Microsoft documents two distinct approaches. A provisioning package configures a device without installing a new Windows image. An answer file supplies settings to Windows Setup during installation. A third consideration is whether the guided desktop workflow supports the edition on your PC.

Your goal Use Why
Apply settings during initial setup or after Windows is installed, without deploying a new image Provisioning package (.ppkg) It applies a collection of device settings. Microsoft describes provisioning as best suited to deployments of tens to a few hundred computers. Microsoft Learn: Provisioning packages
Automate Windows installation settings or Setup screens Answer file (Unattend.xml or Autounattend.xml) Windows Setup reads answer-file settings during installation. Microsoft Learn: Answer files
Use a guided tool to configure common business or education desktop settings Windows Configuration Designer desktop wizard The wizard creates provisioning packages, but Microsoft’s documented desktop workflow does not cover Windows Home. Microsoft Learn: Install Windows Configuration Designer

For one home PC, do not assume the documented desktop wizard supports your edition: Microsoft’s cited workflow explicitly excludes Windows Home. If you need to automate installation instead of applying settings to an already installed system, use the answer-file route.

Create and apply a provisioning package

A .ppkg is useful when you want to apply a set of device settings without laying down a new Windows image. Microsoft’s Windows Configuration Designer desktop wizard can configure device name, shared use, removal of preinstalled software, Wi-Fi, accounts, applications, and certificates. See Microsoft’s package creation instructions for the current workflow.

  1. Open Windows Configuration Designer and select the desktop provisioning workflow.
  2. Choose and configure the supported settings needed for the target PC, such as its device name, network, account, applications, or certificates.
  3. Create the provisioning package (.ppkg) and place it on a USB drive for use with the target PC.
  4. Apply the package during initial setup, or apply it later after Windows is running. Microsoft documents both initial-setup and runtime application: Apply a provisioning package.

The exact options available depend on the selected workflow and Windows edition. Consult Microsoft’s current instructions rather than treating the wizard’s list of settings as a guarantee that every setting is available on every PC.

Automate Windows Setup with an answer file

An answer file is for Windows installation rather than general post-install device configuration. Create or modify it with Windows System Image Manager (Windows SIM), included in the Windows Assessment and Deployment Kit (Windows ADK). The file can specify settings for Windows Setup and can also run scripts after the first user creates an account. Microsoft’s answer-file documentation explains the authoring model.

  1. Use Windows SIM from the Windows ADK to create or edit an answer file for the Windows image you plan to install.
  2. Save the file as Autounattend.xml at the root of a USB drive if you want Setup to discover it automatically.
  3. Boot the target PC using Windows installation media while the USB drive with the answer file is available. Alternatively, start Windows Setup with the /unattend option and point it to the answer file.

Microsoft documents automatic discovery of Autounattend.xml at the root of USB media and the /unattend option in its Windows Setup automation overview. An answer file is tied to the Windows Setup process; it is not a substitute for a provisioning package when the goal is simply to apply device settings.

Protect files that may contain sensitive information

Provisioning packages and their associated project files can contain sensitive configuration information. Microsoft warns that encrypting a .ppkg does not encrypt its project files. Restrict access to both, store project files securely, and remove them when they are no longer needed. Avoid putting passwords or enrollment secrets in deployment files unless you have an appropriate protection and cleanup plan. See Microsoft’s package security guidance.
