Set help desk SLAs from the service your team can reliably deliver—not from an industry-wide response-time guess. Define the channels and hours covered, distinguish first response from resolution, specify how each timer runs, and test internal targets against ticket history before making them a customer-facing commitment.
What an SLA should tell customers
A service-level agreement (SLA) sets measurable support expectations. At minimum, it should identify the measure and target—for example, the time allowed for a qualifying first response or for resolving a request. It should also make clear which service, customers, channels, priorities, and support calendar the target applies to.

First response and resolution are separate measures. A first response might mean an acknowledgement or a meaningful reply from an agent; choose and define one. Resolution needs its own completion rule, such as when the issue is considered resolved under your support process. A fast acknowledgement does not mean the issue has been fixed. Zendesk describes SLA policies in terms of response and resolution times, while Atlassian supports goals for responding to or resolving requests.
Some teams also need an update-cadence target or a measure of time waiting for the requester. Add these only when they serve a distinct operational purpose; overlapping measures can obscure what the team is expected to do.

Set support hours before choosing targets
Draw the service boundary
List the services and channels covered, who can submit requests, and any exclusions. Then explain what happens when a request arrives outside staffed hours: it may wait in the queue until opening, go to an on-call responder, receive self-service guidance, or be handled under a separately defined 24/7 service. Do not describe support as 24/7 unless the operational coverage actually supports that claim.
Support availability is itself a service attribute. Atlassian’s cloud app operations guide illustrates that availability can be defined as continuous coverage or as a specific daily schedule: Atlassian Cloud app operations guide.
Publish an unambiguous calendar
State the time zone, days of operation, local opening and closing times, and holiday calendar. Say whether SLA clocks use business hours or calendar hours, and what happens to tickets received outside the window. If customers span regions, choose a shared calendar or regional calendars based on how the team is staffed and how customers experience coverage.
Business-hour and calendar-hour targets are not interchangeable. A target measured in business hours excludes time outside the defined working schedule if the policy is configured that way; a calendar-hour target runs against elapsed clock time. Zendesk treats the choice between those calendars as a policy decision, and Atlassian documents calendars that can pause SLA time outside business hours or during holidays:

Write the calendar beside each target, not in a separate policy that customers may overlook. A nominal duration can represent very different wait times depending on whether nights, weekends, and holidays count.
Choose targets from evidence, not convention
There is no responsible universal first-response or resolution time for every help desk. The appropriate targets depend on service criticality, staffing, customer expectations, demand, ticket history, geography, and cost. Vendor configuration examples show what software can express; they are not industry benchmarks.
- Review actual performance. Examine ticket volumes and elapsed times across the support calendar. Segment by the kinds of requests and priorities your team handles so that averages do not conceal the experience of urgent or complex cases.
- Identify what causes delay. Separate time the help desk controls from waits for a requester, another team, a supplier, or an approval. Look for missed targets caused by limited coverage, unclear priority rules, or workflow dependencies.
- Set internal standards first. Choose proposed targets the current team can meet consistently, with appropriate escalation coverage for higher-impact cases. Avoid adopting an ambitious figure simply because a tool makes it easy to enter.
- Pilot and review. Track misses by priority and calendar, then adjust staffing, definitions, or targets based on the cause. Revisit the policy on a planned cadence and after material changes in demand or coverage.
- Make external guarantees deliberately. Zendesk recommends building team capability with broad standards before introducing paid service levels with guaranteed response times. Coordinate contractual language with the organization’s contract owner; the cited product guidance does not establish legal requirements for any particular jurisdiction.
Define priorities and who qualifies for them
Use a small number of tiers tied to user impact and urgency. For each tier, document the conditions that qualify a ticket, who can assign or change its priority, and whether a customer’s contract or organization changes the applicable goal. A priority label is useful only if agents apply it consistently and the associated response path is staffed.
Faster targets should correspond to real escalation routes and coverage, rather than relying on a label alone. Zendesk supports target values by metric and priority; Atlassian describes goals that can be based on customer or organization details:

Write timer rules that match the work
For every SLA metric, specify the event that starts the timer, the event that satisfies it, when it pauses, what resumes it, and what happens if the ticket is reopened or reassigned. Define how external dependencies are handled. If requester waiting time matters, decide whether it is excluded from the team’s work-time measure or tracked separately.
| Rule | What the policy needs to say |
|---|---|
| Start | Which event begins the clock, such as receipt of an eligible request, and whether eligibility depends on its channel, customer, or priority. |
| Qualifying response | Whether an automated acknowledgement counts, or only a defined agent response satisfies the first-response target. |
| Resolution stop | What status or outcome means the request is resolved for SLA purposes. |
| Pause and resume | Whether the clock pauses while waiting for the requester, outside support hours, or during another stated condition, and exactly when it resumes. |
| Reopening and reassignment | Whether reopening starts a new measure or continues an existing one, and whether a handoff changes the timer. |
| Dependencies | How waits for another team, supplier, or approval are counted, particularly if the policy distinguishes controllable work time from total elapsed time. |
These definitions prevent a headline target from concealing different interpretations of elapsed time. Atlassian notes that SLA conditions control when a timer starts, pauses, or stops; Zendesk documentation also covers policy conditions and advanced fulfillment settings:

When evaluating help desk or service-management software, compare the configuration dimensions that your policy actually requires. The cited Zendesk and Atlassian documentation illustrates support for distinct SLA goals, conditions, customer details, calendars, and reporting-related workflows; it does not establish that every capability is available in every plan or edition.

Publish the promise in plain language
Customers should be able to understand what the team commits to without inferring timer rules. Put the target and its calendar together, and explain what counts as a response or resolution. Include covered channels, the time zone and holiday treatment, after-hours handling, escalation route, and any stated remedy or exception. Keep contractual wording aligned with the service the team can operate and the organization’s contract process.
Frequently Asked Questions
Do SLA hours include nights and weekends?
Only if the policy uses calendar hours or otherwise explicitly counts those periods. A business-hours policy follows the defined support calendar, which should state days, time zone, opening and closing times, and holiday treatment.
Is first response the same as resolution?
No. First response measures a qualifying initial acknowledgement or agent reply under the policy’s definition. Resolution measures when the request meets its stated completion criterion.

Specify whether the timer pauses while awaiting the requester, when it resumes, and whether requester wait time is also tracked separately. Apply the rule consistently to the relevant metric.
How do we choose an SLA target without an industry benchmark?
Use ticket history, staffing and coverage, service impact, demand, and customer expectations to set an internal standard. Pilot it, inspect misses by priority and calendar, and revise before making it a contractual guarantee.
Should we promise 24/7 support if tickets can be submitted at any time?
No. Accepting requests around the clock is not the same as providing around-the-clock support. State whether after-hours tickets wait for opening, receive on-call handling, or use a separately defined continuous-coverage service.
