How to Set Service-Level Agreements for Customer Support

A practical guide to defining, measuring, and improving customer-support SLAs using clear clock rules and your team’s actual workload and capacity.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set a customer-support SLA by defining exactly which service and cases it covers, what counts as a reply or resolution, when the clock runs, and what your team can reliably deliver. Use actual contact volume, channel mix, handling time, and staffing to set targets; then publish the rules and review performance regularly. There is no universal response-time target established by the operational guidance cited here.

What a customer-support SLA should define

A service-level agreement (SLA) is a measurable commitment for a defined service over a defined period. It should tell customers what support they can expect and give the support team a target it can measure and manage. A statement such as “80% of email enquiries within 24 hours” illustrates the form a target can take; it is an example in GOV.UK guidance, not a universal benchmark or recommended default.

Before selecting a number, specify the service, eligible customers, channels, case types, service hours, measurements, and clock rules. State exclusions and how duplicate or misrouted requests are handled. If a provider or another internal team contributes to support, make sure the customer-facing commitment matches the arrangements and capacity needed to deliver it. ISO 18295-2:2017 covers organizations using customer contact centres, including in-house and outsourced operations and voice and non-voice channels; its public catalogue abstract does not reproduce the standard’s full requirements (ISO 18295-2:2017).

How to set customer-support SLAs

1. Define the service and its boundaries

Write down which products or services the SLA covers, who can use the covered support, and which channels and request types qualify. Explain what happens when a request arrives through the wrong channel, is a duplicate, or falls outside scope. If support depends on engineering, a vendor, or another team, identify that operational dependency and avoid promising a deadline that the support team cannot control.

2. Choose separate measures for replies, updates, and resolution

Do not combine the customer’s experience into a vague promise to “respond and resolve.” Define each measure independently:

  • First reply: the time from the defined start event, such as ticket creation, until the first qualifying reply.
  • Next reply or progress update: the time between a customer response or other defined trigger and the next qualifying update from support.
  • Resolution or closure: the time until the case meets your stated resolution condition. Specify whether this means a fix or answer has been provided, or whether the ticket has been closed.

Define what counts as a qualifying reply in your process. For example, a system acknowledgement is not necessarily a substantive response. Metric behavior varies by platform: Zendesk defines first reply as the interval between ticket creation and the agent’s first public comment, and an autoreply can satisfy that metric when configured. That is a vendor-specific implementation, not a universal definition (Zendesk: Defining SLA policies).

When resolution depends on customer action, engineering, or a third party, state how you will keep the customer informed while work is pending. If the clock pauses, spell out the exact conditions and report paused time transparently. Do not use an acknowledgement or a broad pause rule to make performance appear better while the customer is still waiting for meaningful progress.

3. Set targets using workload and capacity

Use historical enquiries to understand how much work arrives, when it arrives, and through which channels. Pair contact volume and channel mix with average handling time and the capacity actually available to answer cases. GOV.UK advises collecting contact, response, and handling-time data by channel, team, and individual, and considering when enquiries arrive and which channels staff cover. These figures help estimate achievable service levels and inform scheduling.

A percentage-within-time target can describe the experience more clearly than an average alone. For instance, GOV.UK gives “80% of email enquiries within 24 hours” as an example. It is not an endorsed default, industry benchmark, or claim about what any particular team should promise (GOV.UK Service Manual: Set up and manage user support).

Model a proposed target against both typical and peak demand. If the team already misses it under normal load, or could meet it only by maintaining unsustainable excess staffing, address the coverage, workflow, target, or service scope before publishing. The same volume and handling-time data should inform staffing decisions as well as the target itself.

4. Segment only when the service genuinely differs

Different targets can be justified when customers’ needs or the support model differ materially. Useful distinctions may include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Impact or urgency: a critical interruption versus a routine question.
  • Channel: synchronous chat or phone versus asynchronous email or web tickets.
  • Coverage: continuous service versus published staffed hours, with explicit time-zone and holiday treatment.
  • Customer or contract entitlement: a tier with a real, clearly defined service difference.
  • Measure: first reply, subsequent update, and resolution targets may differ because they cover different work.

Keep the set of tiers understandable and supportable. Support platforms may allow policies to be assigned by priority, ticket properties, customer tier, channel, or issue conditions; those are configuration options, not a reason to create unnecessary complexity. Zendesk and Atlassian document configurable conditions and targets in their products (Zendesk SLA policies; Atlassian Jira Service Management Cloud SLA setup).

5. Make the clock and calendar rules explicit

For every target, document the event that starts the clock and the event that stops it. Also specify whether time runs continuously or only during published support hours, what pauses the clock, how transfers affect ownership, and which timezone and holiday calendar apply. A customer-facing policy can be concise, but its rules must be specific enough for the team and reporting system to apply consistently.

Platform defaults differ. Zendesk documents calendar-hour or business-hour calculations for ticket priorities. Atlassian describes 24/7 as the default unless working-hour calendars are configured. These are platform examples rather than general rules; current behavior and plan eligibility should be checked in the selected product’s documentation (Zendesk: Defining SLA policies; Atlassian: Setting up SLAs).

6. Publish, monitor, and improve

Publish the covered service and channels, service hours, target definitions, customer responsibilities, escalation route, and how performance is reported. Configure internal alerts early enough to let staff intervene before a target is missed where possible. Review results alongside volume, staffing, and case mix; break reporting down by channel and time period so an overall average does not hide weak coverage at particular times. GOV.UK recommends measuring response and handling times across channels and teams, and Zendesk notes that misses concentrated in particular periods may point to a need for greater agent availability (GOV.UK Service Manual; Zendesk: About SLA policies and how they work).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use missed targets as operational evidence, not just a score. Check whether the cause is predictable demand, insufficient coverage, a process bottleneck, inconsistent pauses, or a change in request volume or case mix. Then determine whether the right remedy is a staffing adjustment, workflow change, clearer customer guidance, or a revised commitment.

Business hours or calendar hours?

Choose the clock that reflects the service you actually provide, and label it clearly. A business-hours target measures time during stated staffed hours; it can be appropriate when the support team is not available around the clock. A calendar-hours target continues overnight, on weekends, and on holidays, so it requires coverage and workflows capable of meeting that commitment. In either case, define the timezone, working days, holidays, and any pauses. Do not leave customers to infer whether “within 24 hours” means elapsed time or one working day.

A practical SLA outline

Use this checklist to draft a policy that can be understood by customers and implemented by the team:

  • Service and eligibility: covered product or service, eligible customers, request types, and exclusions.
  • Channels: where a request must be submitted and how misrouted or duplicate requests are treated.
  • Measures: separate definitions for first reply, follow-up or progress update, and resolution or closure.
  • Targets: the measurable threshold and period for each applicable measure, by justified segment.
  • Clock: start and stop events, business or calendar hours, timezone, holidays, transfer behavior, and precise pause conditions.
  • Customer responsibilities: information or actions the customer must provide and what happens while support is waiting.
  • Escalation and reporting: how customers escalate an urgent issue and how the organization monitors and communicates attainment.
  • Ownership and review: the team responsible for delivery and the process for revisiting targets when demand or service conditions change.

How to choose a target without making an empty promise

Work from local operating evidence rather than importing a number from another organization or a software example. A useful target must be measurable, meaningful to customers, and feasible with the team and hours actually available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Measure demand: count contacts by channel, type, and time of arrival; identify peaks and changes in case mix.
  2. Measure work: estimate handling time and distinguish quick enquiries from cases that need investigation or another team.
  3. Map coverage: compare demand with the agents and specialist support available during each service period.
  4. Draft distinct commitments: set separate reply, update, and resolution measures where they address different parts of the experience.
  5. Test the target: examine likely attainment during both ordinary and peak periods and determine what staffing or process changes it requires.
  6. Publish and inspect: monitor misses by channel and time period, review pauses and customer updates, and adjust operations or commitments when conditions change.

The available operational guidance does not establish a universal legally required customer-support response time. Contractual, sector-specific, and jurisdiction-specific obligations are separate questions for the organization’s counsel and contract owner; operational targets should not be presented as a legal determination.

Frequently Asked Questions

What is a reasonable response time for support tickets?

There is no universal target in the cited operational guidance. Set a target from your support volume, channel mix, handling time, staffed hours, and the level of service your customers need. The GOV.UK example of 80% of email enquiries within 24 hours illustrates one way to express a target, not a general standard.

Should a support SLA promise resolution by a deadline?

Only make a resolution commitment the team can control and measure. When resolution depends on customer action, engineering, or a third party, define the resolution measure carefully and set a separate progress-update commitment for the wait.

Does an automatic acknowledgement count as a first response?

That depends on the metric definition and system configuration. Zendesk documents that an autoreply can satisfy its first-reply metric when configured, while defining the event as the first public agent comment. State whether an acknowledgement qualifies in your own customer-facing promise.

Is a customer-support SLA legally required?

The cited operational guidance does not establish a universal legal requirement or response time. A contract, sector rule, or jurisdiction may create separate obligations, which should be reviewed with the organization’s counsel and contract owner.

How often should a support SLA be reviewed?

The sources support ongoing monitoring and refinement but do not prescribe a universal review interval. Review performance when reporting shows recurring misses, coverage gaps, or meaningful changes in contact volume or case mix, and use those findings to adjust staffing, processes, or the commitment.
