How to Set IAM Permissions for AI Agents in the Cloud

Learn how to give an AI agent its own cloud identity, limit permissions to the exact resources and actions it needs, avoid exposed keys, and review access safely across AWS, Google Cloud, and Azure.

The safe pattern is straightforward: give the agent its own cloud identity, define the exact task and resources it may use, grant only the required actions, use managed or federated short-lived credentials, and continuously review activity. Do not give an agent a developer’s access key or a broad administrator role. The exact identity mechanism depends on the cloud provider, the runtime hosting the agent, and the services it must call.

IAM controls what an authenticated workload can do. An AI agent also has a tool layer—functions, plugins, APIs, or connectors—that determines what it can attempt. Both layers must be restricted. A narrowly scoped cloud role cannot compensate for an agent that can invoke unapproved tools, and an allow-listed tool is not safe if its identity can read or alter every resource in the account.

What IAM permissions control for an AI agent

When an agent reads an object, queries a database, sends a message, or changes infrastructure, the cloud must answer two questions: which workload is making the request? and is that identity allowed to perform this action on this resource? IAM supplies the authentication and authorization layer for those decisions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a distinct, governed identity for the agent or workload instead of sharing a human identity. Microsoft recommends assigning identities to AI agents and using that identity for downstream calls. Google documents identities associated with an agent’s lifecycle, while AWS describes dedicated IAM roles as a maturity practice for agentic workloads. See Microsoft’s AI platform security guidance, Google Cloud’s Agent Identity overview, and the AWS Agentic AI Lens.

IAM does not decide whether a model’s proposed action is sensible. It enforces the technical boundary after a request is made. For high-impact operations—such as deleting data, changing production configuration, issuing refunds, or sending messages to customers—add an approval gate and an audit trail rather than relying on the model’s judgment alone.

1. Define the agent’s job before writing a policy

Start with a task specification, not a role template. Write down what the agent is supposed to accomplish, where it runs, and what it must never do. This makes the eventual policy testable and prevents permissions from expanding with every new prompt or tool.

Build a resource-and-action inventory

  • Resources: name the specific storage buckets, database tables, queues, secrets, APIs, projects, subscriptions, or accounts involved. Prefer one resource or a small resource set over an entire account or organization.
  • Actions: list the API operations needed for each resource, such as reading an object, inserting a row, publishing to a queue, or invoking a function. “Access the database” is too vague to be a useful permission requirement.
  • Data sensitivity: label personal, financial, confidential, regulated, and public data separately. An agent that can read a public catalog may not need access to customer records.
  • Change impact: mark operations that create, update, delete, deploy, send, grant access, or incur cost. Treat these as write or consequential actions even if the API call itself looks routine.
  • Boundaries: record the regions, environments, tenants, projects, and time windows in which the agent may operate. Keep development and production identities separate.

Make read-only access the initial scope wherever the workflow permits. Add a write action only when a documented task requires it, and grant it to the smallest resource set that can satisfy that task. This is a practical application of least privilege, consistent with Google Cloud’s IAM security guidance and Microsoft’s recommendations to restrict agent tools and permissions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Turn the inventory into acceptance tests

For every proposed permission, write one expected success case and one expected denial case. For example, an invoice agent may be allowed to read invoices in one storage prefix and write results to one queue; it should be denied access to payroll records, deletion operations, and unrelated buckets. These tests become the basis for simulation, deployment checks, and later reviews.

2. Choose an identity that matches the cloud and runtime

Identify the hosting environment before selecting an IAM mechanism. A container running on a managed cloud service, a virtual machine, a serverless function, an external Kubernetes cluster, and a local development process do not receive credentials in the same way. Verify the provider’s current prerequisites, supported regions, and runtime integration for your account.

Provider Workload or agent identity options documented in the guidance Credential approach Important qualification
AWS IAM roles for workloads; a dedicated role is the recommended maturity direction for an agent. Roles provide temporary security credentials rather than embedding a user’s long-lived key. The exact role-assumption path depends on the hosting service and trust policy. Follow current AWS IAM best practices.
Google Cloud Attached service accounts, Workload Identity Federation for eligible external workloads, and other workload identity methods; Google also documents Agent Identity for supported agentic workloads. Federation can issue short-lived credentials without distributing service-account keys. Available methods depend on where the workload runs. See Google Cloud workload identities and the Agent Identity overview.
Azure Microsoft Entra ID identities for agents and workloads, using identity-based authentication to downstream services where supported. Use the agent identity instead of API keys when the target service supports it. Feature availability and setup vary by service and deployment. Microsoft’s AI platform security guidance is the authoritative implementation reference.

Do not infer that an identity feature is available in every runtime, region, subscription, project, or account configuration. If the agent runs outside the provider, federation is generally preferable to copying a static key into the host, but confirm the exact trust configuration and token lifetime supported by the platform.

3. Grant only the actions and resources the task needs

Bind the selected identity to a narrowly scoped policy or role. Scope along three dimensions: the action, the resource, and—where the provider supports it—conditions such as environment, network, time, or request attributes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prefer narrow predefined or custom roles

Use a limited predefined role when it exactly matches the task. If it includes unnecessary permissions, create a custom role or policy containing only the required operations. Google specifically advises against basic roles in production when narrower predefined or custom roles are available. AWS recommends granting only the specific permissions required for a task, and Microsoft recommends least privilege with reviews whenever an agent’s capabilities change.

Task requirement Safer permission shape Overbroad shape to avoid
Read files used for classification Read-only access to a named bucket, container, or prefix Read and write access to every storage resource in the account
Write extracted results Insert or publish only to the results table or queue Full database administrator or queue-management access
Call a downstream service Invoke the specific endpoint or function required by the workflow Permission to invoke arbitrary functions or APIs
Update a record after approval One update operation on approved fields and records, if the platform supports that condition Delete, schema-change, grant, and unrestricted update permissions

Never copy a broad sample policy into production without examining every action and resource statement. A policy that works for a tutorial may silently include listing, deletion, policy-management, or cross-project permissions that the agent does not need.

Separate environments and duties

Give development, staging, and production agents different identities and resource scopes. Separate read-only analysis from mutation. If one workflow needs to inspect data and later make a change, consider two tools or two roles: an analysis identity and a narrowly authorized action identity that is released only after approval. This limits the damage from a prompt injection, compromised tool, or implementation error.

4. Reduce credential exposure

Prefer managed identity, workload identity, or federation with short-lived credentials. Google calls Workload Identity Federation its preferred approach for external workloads and explains that it lets them obtain short-lived credentials without distributing service-account keys. AWS role-based workload access similarly uses temporary security credentials. Azure recommends identity-based authentication instead of API keys where the service supports it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Long-lived service-account keys and API keys should be an exception, not the default. If a key is unavoidable, keep it outside source code and model prompts, store it in the provider’s secret-management service, restrict who and what can retrieve it, rotate it on a defined schedule, and revoke it immediately when the workload or trust relationship changes. Google warns that service-account keys can create security risk when they are not managed correctly. A secret store does not make an overprivileged key safe; its permissions still need to be narrowed.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Keep tokens out of the agent’s context

  • Do not pass access tokens, private keys, or connection strings to the model as tool arguments or prompt text.
  • Have the runtime obtain credentials through its workload identity and attach them to the outbound request.
  • Redact authorization headers and secret values from application logs, traces, error messages, and tool results.
  • Set token lifetimes and refresh behavior according to the provider’s supported mechanism; avoid caching credentials longer than the workflow requires.

5. Restrict tools as well as cloud resources

An agent’s effective authority is the combination of its tool catalog and the IAM permissions behind those tools. Allow only approved functions, connectors, and endpoints. Remove unused tools instead of merely telling the model not to call them.

Give each tool an explicit contract: accepted inputs, permitted resource identifiers, maximum result size, and whether it is read-only or mutating. Validate resource names and parameters in application code before making the cloud call. Do not allow the model to construct arbitrary policy documents, role names, account identifiers, or URLs that the runtime then trusts.

For irreversible or high-impact tools, require a human or service approval step. The approval record should identify the requesting agent identity, proposed action, target resource, data involved, approver, and timestamp. Monitoring should cover both successful and denied calls so that repeated authorization failures, unusual resource enumeration, or sudden write activity can trigger investigation.

6. Test, review, and remove excess access

Deploy permissions in a controlled environment and test the acceptance cases from the task inventory. Confirm that required calls succeed and that deliberately out-of-scope calls fail. Test the agent’s actual runtime identity, not an administrator account used during setup.

Use provider review tools where available

  • Google Cloud: the IAM security guidance points to Policy Simulator and role recommendations for evaluating changes and identifying permissions that may no longer be needed.
  • AWS: access activity recorded in CloudTrail can be used to inform policy generation and tightening. Treat observed activity as evidence for review, not as automatic approval of every call.
  • Azure: use the identity, access-control, and monitoring capabilities documented for the specific service, and review the agent identity whenever tools or downstream resources change.

These controls are provider-specific; there is no single cross-cloud command or universal role set. Recheck the provider documentation before implementation because names, prerequisites, and feature availability can change.

Review on a schedule and after every capability change

Revisit the policy when the agent gains a tool, changes model-driven workflow, moves environments, or begins handling a new data class. Remove permissions that are no longer exercised or justified. Review both direct grants and inherited access through groups, projects, subscriptions, organizational policies, or assumed roles. Keep a dated record of the task scope, owner, identity, policy version, test results, and approval decision.

Provider-specific implementation paths

AWS: use a dedicated workload role

On AWS, create a role for the agent’s workload rather than placing a user’s access key in the application. Configure the trust relationship so only the intended hosting service or workload can assume the role. Attach a policy limited to the required actions and resource ARNs, and use conditions where supported to narrow requests further. Separate roles for read-only analysis and approved mutations when the workflow permits.

After deployment, inspect CloudTrail activity for the role. Use the observed access pattern to identify unused permissions, then test a reduced policy before changing production. AWS’s IAM best-practices documentation covers role use, temporary credentials, and policy review; the Agentic AI Lens addresses dedicated identities, tool restrictions, and safeguards for consequential actions.

Google Cloud: select the workload identity that fits the host

For a workload running on Google Cloud, an attached service account may be appropriate when the hosting service supports it. For an eligible external workload, configure Workload Identity Federation so the external identity can obtain short-lived credentials without a stored service-account key. Google also documents Agent Identity as a Google-managed identity for supported agentic workloads; verify that the agent framework and deployment environment meet the current requirements.

Grant a limited predefined role or custom role at the narrowest practical project, resource, or service scope. Avoid basic roles in production when a narrower alternative exists. Use Policy Simulator and role recommendations during review, and consult Google’s workload identity documentation, Agent Identity documentation, and IAM security guidance for current setup details.

Azure: authenticate downstream calls with the agent’s Entra identity

For Azure-hosted agents, use the Microsoft Entra identity assigned to the workload or agent when the target service supports identity-based authentication. Grant that identity only the required role at the smallest resource scope. Microsoft’s guidance states: “Use the agent’s identity to authenticate downstream calls, and grant least-privilege permissions to that identity.” This sentence appears in Microsoft Learn’s “Secure Azure platform services (PaaS) for AI” guidance, last updated October 9, 2026: https://learn.microsoft.com/en-us/azure/cloud-adoption-framework/ai/platform/security.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where a service still requires an API key, protect and rotate the key, limit the service and operations it can reach, and plan a migration to identity-based authentication if the service later supports it. Review the identity whenever you add a tool, change a downstream service, or expand the agent’s data scope.

Common failure modes and fixes

The agent receives “access denied” for a required call

First verify which runtime identity made the request; setup credentials and production credentials are often different. Then check the exact action, resource name, project or subscription, region, trust relationship, and any condition or network restriction. Add only the missing permission after confirming it belongs to the approved task. Do not solve an isolated denial by assigning an administrator or basic all-access role.

The agent can reach resources it should not see

Inspect inherited roles, group membership, cross-account or cross-project trust, wildcard resources, and tool parameters that allow arbitrary identifiers. Remove the broad grant, split the identity, or place a validating proxy in front of the service. Retest both the intended success path and explicit denial cases.

A static key leaked into logs or code

Revoke or rotate it immediately, inspect audit logs for use, remove it from repositories and build artifacts, and replace it with managed identity or federation where possible. Updating the secret in a vault without revoking the exposed credential does not close the incident.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A new tool silently expands authority

Require a permission review before registering a tool. Document its downstream calls, classify whether it mutates data, assign the smallest identity or role it can use, and add approval and monitoring for irreversible actions. Treat tool registration as an access-control change, not only an application release.

Deployment checklist

  1. Write the agent’s task, data classes, environments, resources, actions, and prohibited operations.
  2. Choose the provider-supported identity for the actual hosting runtime.
  3. Use a separate identity from human users and from other agents.
  4. Grant narrowly scoped actions on named resources; start read-only when possible.
  5. Use managed identity, federation, or role-based temporary credentials instead of long-lived keys.
  6. Allow-list tools, validate their inputs, and keep credentials out of prompts and tool results.
  7. Put approval gates around deletion, deployment, financial, messaging, access-granting, and other consequential operations.
  8. Test required and denied calls with the production identity in a safe environment.
  9. Enable provider audit and monitoring, including denied requests and unusual activity.
  10. Review access after every capability change and on a regular schedule; remove permissions that are no longer justified.

The implementation details differ across AWS, Google Cloud, and Azure, but the control sequence does not: identify the workload, define the smallest useful authority, issue credentials safely, constrain tools, verify behavior, and keep reducing access as the system changes.
