How to Set Clear Expectations for Remote and In-Office Work

A written, two-way agreement can clarify hybrid work outcomes, availability, office attendance, communication, schedule changes, and support.

Set a written, two-way working agreement that explains what the employee is responsible for, when they need to be available, where work will happen, how schedule changes are handled, and when the arrangement will be reviewed. The agreement should reflect the role and team’s actual needs—not assume one office schedule or response-time rule fits everyone.

What a hybrid work agreement should cover

Write down the practical expectations employees and managers will rely on. Treat the document as a shared reference, not a substitute for current workplace policy or applicable employment agreements.

  • Role and outcomes: List responsibilities, deliverables, deadlines, quality standards, service needs, and how success will be assessed.
  • Hours and availability: State normal work hours, any shared coverage windows, where flexibility is possible, how someone signals they are unavailable, and response expectations by channel.
  • Location and schedule: Record usual remote and office days, the work reason for onsite attendance, any required coverage or equipment, and how schedule changes are requested, approved, and communicated.
  • Communication: Identify channels for urgent requests, routine updates, collaboration, and formal matters. Agree on check-ins, shared calendars and documents, and meeting practices that include remote participants.
  • Support and boundaries: Note needed equipment and system access, the IT contact, any relevant workspace or safety expectations, and a norm against constant or unnecessary contact.
  • Review: Set a review date, identify what evidence will inform the discussion, and make clear how either person can raise a concern sooner.

After discussing the terms, ask the employee to describe the agreement in their own words. The Commonwealth of Massachusetts Managers and Supervisors Guide to Hybrid Work recommends this kind of confirmation so manager and employee can check that they understand and agree on expectations.

How to agree on the arrangement

  1. Start with the work. Identify job duties, service coverage, collaboration needs, and equipment or tasks that require onsite presence. Explain the reason behind each fixed requirement.
  2. Define responsibilities and measures. Discuss the employee’s role and circumstances. Set measurable outcomes that apply consistently across locations, and spell out any expectations that genuinely differ by location.
  3. Agree on a workable schedule. Set usual office and remote days, work hours, coverage windows, communication channels, response norms, and a process for exceptions and changes.
  4. Check that the employee has support. Confirm access to systems and tools, identify who handles equipment or technical problems, and agree what to do if an interruption prevents work.
  5. Write it down and invite corrections. Give both parties a chance to correct misunderstandings. Choose a review date and revisit sooner if the work, coverage, performance, or team needs change.

This sequence is a practical synthesis of guidance from Massachusetts, the U.S. Office of Personnel Management (OPM), OPM’s telework guide, Acas, and UW–Madison HR. These are prompts for discussion, not universal legal requirements; follow the policies and rules that apply to your workplace.

Make expectations clear and usable

Measure results, not online presence

Describe what the work product, service level, deadline, quality, or team contribution should look like. Do not make an online status indicator or time spent at a desk the sole measure of performance. Australian Government guidance says to “Focus on outcomes and results rather than measuring the time staff spend at the keyboard.” business.gov.au’s guidance on working with remote staff offers this as a management principle; agree on measures that suit the actual role.

Make availability predictable without demanding constant contact

Specify work hours and any coverage needs. Decide what counts as urgent, which channel to use, and what response window is reasonable for each channel. Explain how employees should signal that they are away or unavailable. Avoid treating one employer’s example response time as a universal standard. Acas warns that “Constant or unnecessary contact can cause stress and affect morale” in its guidance on managing staff who work from home.

Give office days a work-related purpose

Connect onsite attendance to the work that benefits from in-person collaboration, team relationship-building, service coverage, or access to resources. If colleagues need to work together, coordinate schedules so they are present at the same time. The appropriate schedule depends on the role and operational needs; there is no single office-day pattern for every team.

Document how schedules can change

State who may request a change, who approves it, how much notice is expected, and where an approved update will be shared. Include a way to handle an urgent operational need that disrupts the usual plan. OPM’s telework guidance and schedule guidance emphasize clarity about changes and notice for reporting to the official worksite. Apply those ideas in the context of your organization’s policy.

Use communication to coordinate and support

Keep the channel list small and purposeful. Maintain shared calendars, project documents, and status updates so colleagues can coordinate without guessing. Make meetings accessible to remote participants, including those who join while others are together onsite. Regular check-ins should help surface blockers and provide feedback, rather than become a way to monitor every moment of the work.

Questions to resolve together

  • What results matter most this month or quarter, and how will we know they are complete?
  • Which duties must happen onsite, and what is the purpose of each office day?
  • What are the normal hours and shared coverage windows? Where is flexibility acceptable?
  • Which channel should people use for urgent requests, routine updates, and collaboration? What response time is reasonable for each?
  • How will we share calendars, meeting schedules, project status, and availability changes?
  • How much notice is expected when someone needs to change an agreed schedule, and who approves the change?
  • What tools, equipment, or system access does the employee need? Who should they contact if something fails?
  • When will we review the arrangement, and what should prompt an earlier conversation?

If your manager asks you to come in on a hybrid day

First check the current written agreement and workplace policy: an agreed routine and a request to attend for a specific work need may be different situations. Raise the mismatch promptly and respectfully, explain the commitment you understood, and ask what the onsite need is and how the change should be handled. For example:

If the request conflicts with an important constraint, state that clearly and propose a workable alternative, such as another onsite day or remote participation. Then agree who will confirm the decision and update the shared calendar or written agreement. If the mismatch recurs, use the scheduled review—or request an earlier one—to clarify the regular schedule and exception process. Follow the policies and employment terms that apply to your workplace.

Review the agreement as work changes

At review, compare the agreed outcomes with actual work and service needs, check whether coverage and collaboration are working, and ask whether tools or support are missing. Consider whether schedule changes have been predictable and handled consistently across comparable roles. Adjust the agreement when responsibilities or operational needs change, and record the revised terms so both sides have the same reference.
