How to Set Access Controls for AI Security Tools

Set AI security tool access by mapping connected data and actions, defining identities, applying least privilege, separating admin work, and reviewing permissions as systems change.

Control an AI security tool by mapping the data, systems, and actions it can reach, then giving each human user, service identity, and AI agent only the permissions its job requires. Keep routine use separate from privileged administration and log privileged actions. For AI agents, treat identity and authorization as design considerations still under development—not as a settled NIST mandate.

What access controls need to cover

Access control is more than deciding who can sign in. An AI security tool may read datasets, query connected systems, or take actions through integrations. Set boundaries for both the resources it can reach and the operations it can perform.

NIST frames AI security around confidentiality, integrity, and availability, risks that overlap with ordinary software security. Its August 14, 2025 announcement described proposed control overlays for generative AI, predictive AI, single- and multi-agent AI systems, and AI developers; those overlays are a concept-paper effort, not a universal product configuration. NIST’s AI control-overlays announcement and its AI security resource provide context for applying controls across AI components and use cases.

Set the controls in six steps

  1. Inventory data, integrations, and actions

    List the AI tool, the datasets and systems it can access, each integration, and the actions available through those connections. Distinguish read access from actions that change data, settings, or system state. This inventory defines what permissions must be controlled.

  2. Define identities and boundaries

    Identify human users, service identities, and AI agents separately. For each identity, document which resources it may access and which actions it may perform. NIST’s agent identity work raises identification, authorization, auditing, and non-repudiation as issues to address in agent systems. The February 5, 2026 announcement describes a concept paper and a request for public input, not a finalized agent standard.

  3. Grant only task-required permissions

    Apply least privilege: give each entity only the resources and authorizations needed for its function. Prefer permissions scoped to the relevant data and actions over broad access granted for convenience. NIST SP 800-171 Rev. 3 states: “The principle of least privilege is that each entity is granted the minimum system authorizations and resources needed to perform its function.” The publication addresses protection of controlled unclassified information in nonfederal systems and organizations; it does not automatically govern every commercial AI deployment.

  4. Separate routine use from privileged work

    Reserve privileged accounts for designated personnel or roles. Administrators should use non-privileged accounts for ordinary tasks, unprivileged users should not be able to perform privileged functions, and execution of privileged functions should be logged. NIST SP 800-171 Rev. 3 states: “Restrict privileged accounts on the system to [Assignment: organization-defined personnel or roles].” The bracketed text is an assignment for the organization to define, not a universal list of roles.

  5. Apply identity and authentication controls

    Use appropriate identity proofing, authentication, and federation controls for the human and system identities involved. NIST SP 800-63 Rev. 4 is its current cited digital identity suite. It is a U.S. federal standards publication, so apply it according to its scope and your organization’s requirements. Where an identity solution uses AI or machine learning, the suite includes documentation, disclosure, and privacy requirements. Read NIST SP 800-63 Rev. 4.

  6. Review permissions when the design changes

    Reassess access when a person’s role, an integration, a connected system, or an agent’s task changes. For agents, account for identity assertions, delegated authority, token handling, audit, and prompt-injection defenses in the design. NIST’s agent identity and authorization work remains proposed; check applicable current standards and vendor documentation before treating a particular implementation pattern as mandatory.

What to decide for AI agents

An agent’s access should not be treated as an incidental extension of a user’s permissions. Decide what identity represents the agent, what authority it receives, which actions are allowed, and how its activity can be audited. Evaluate implementations by whether they support granular data and action permissions, distinct agent identity and authorization, separation of routine and privileged work, auditability of privileged actions, and fit with existing identity and access management systems. These are practical evaluation criteria drawn from the cited control themes, not a ranking of products or a finalized NIST agent standard.

Keep the controls proportionate to the deployment

Start with the tool’s actual data paths and available actions, then enforce boundaries through the identity and access systems your organization uses. A control is useful only if it limits the relevant access and lets the organization determine who—or what—used privileged authority. NIST’s publications provide control guidance within their stated scopes; confirm which requirements apply to your organization rather than assuming every NIST publication is binding for every deployment.
