How to Set Access Controls and Audit Logs for Government AI Tools

Configure government AI access and audit logging by tailoring NIST controls to the system’s mission, data, users, and privacy risks.

Set access controls and audit logs for a government AI tool by first defining the system boundary and impact, then assigning accountable identities, enforcing least privilege and risk-appropriate authentication, and designing audit records that can be correlated, protected, reviewed, and retained under agency policy. NIST SP 800-53 Rev. 5 provides the detailed security and privacy controls; it does not prescribe one permissions matrix, event list, authentication level, or retention period for every AI deployment.

1. Define the system boundary and impact

Before changing settings, map the AI service and the systems that let people use or administer it. Include model endpoints, connected tools, data stores, the identity provider, agency operators and administrators, and any external providers. Identify the information handled and the decisions or actions the tool can influence.

Document who can invoke the model, change its configuration, inspect or export data, administer integrations, and access audit records. The required baseline depends on the system, mission, information, applicable requirements, and authorization process. NIST’s AI Risk Management Framework (AI RMF) offers a voluntary risk-management frame; NIST’s Control Overlays for Securing AI Systems (COSAIS) materials describe tailoring SP 800-53 controls to an AI system’s use and operating environment. Neither establishes one universal AI-specific federal baseline. NIST says the AI RMF 1.0 is being revised, so do not treat it as a finalized latest edition.

2. Set identities, roles, and permissions

Use individually attributable accounts wherever practical, and name an owner and approver for each account or role. Define account procedures for employees and contractors joining, changing duties, or leaving; for temporary and emergency access; for service identities; and for external users. Shared accounts weaken attribution. If they are operationally necessary, document when they may be used and how actions will remain attributable.

Apply least privilege: grant only the access needed for assigned duties, using roles or attributes that reflect both responsibilities and relevant context. Keep ordinary users distinct from administrators, model deployers, data stewards, auditors, and log administrators. Separate sensitive administrative actions where feasible, and review privileged assignments and role or attribute changes. Disable accounts that are expired, inactive, or anomalous according to agency-defined periods.

SP 800-53 AC-2 covers account management, including account lifecycle, privileged accounts, account monitoring, and automated auditing of account changes. Use those control objectives to shape agency procedures and technical enforcement; do not assume that a role name alone is a permission boundary. Verify that each role can perform only its approved actions across the AI application, integrations, and underlying data resources.

3. Choose authentication assurance for the risk

Set authentication requirements according to the sensitivity of information and the impact of unauthorized access. NIST SP 800-63-4 describes AAL2 as requiring multifactor authentication (MFA), with phishing-resistant options available. AAL3 requires phishing resistance and protections against verifier compromise. These are different assurance levels, not a rule that every government AI tool must use the same one.

Yubico - Security Key NFC - Basic Compatibility - Multi-Factor Authentication (MFA) Key, Connect via USB-A or NFC, FIDO Certified
  • POWERFUL SECURITY KEY: The Security Key NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
  • WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key NFC secures 100 of your favorite accounts, including email, password managers, and more.

Record the rationale for the selected level and ensure it applies to relevant access paths, including privileged accounts and remote access. Where identity systems use AI or machine learning, NIST also says organizations should document those uses and conduct privacy risk assessments for personal information processed by them.

4. Decide what events to collect

Specify events before enabling collection. SP 800-53 AU-2 calls for organizations to select and justify relevant event types, coordinate logging needs, and review selections. Build an event matrix that identifies, for each event, its source, purpose, collection trigger or frequency, responsible reviewer, and privacy sensitivity. Candidate events for an AI tool include:

  • Successful and failed authentication or access, authentication context, session start and end, and access denials.
  • Account creation, changes, enablement, disablement, removal, emergency access, and role or attribute assignment changes.
  • Privileged actions, such as changing configuration or system prompts, deploying or rolling back a model, changing safety or access settings, adding an integration, exporting data, or altering logging configuration.
  • Access to datasets and retrieval sources, tool calls, output delivery, and consequential actions initiated by an AI-assisted workflow, when the system can capture them and policy permits.
  • Use of external services or credentials, with enough context to associate the action with the requesting user or authorized service.

These are event candidates to tailor, not a claim that every item is mandatory for every system. NIST’s AU-2 examples include password changes, failed logons or accesses, changes to security or privacy attributes, administrative privilege use, PIV credential use, data action changes, query parameters, and external credential use. Select coverage based on risk, applicable requirements, privacy impact, and operational capacity.

5. Make records attributable and useful in investigations

SP 800-53 AU-3 identifies six core elements for an audit record: what happened, when, where, the source, the outcome, and the identity of associated individuals, subjects, objects, or entities. For an AI service, useful source context may include the human user, workload or service identity, application, model or endpoint version, connected tool, and data resource, as relevant.

For a workflow that crosses systems, correlate records from the identity provider, application, model gateway, connected tools, and storage systems. Use synchronized timestamps and a shared interaction or transaction identifier where feasible, and test that identity remains associated with actions as they cross those components. This is an implementation approach to support the system-wide, time-correlated audit trail objective; it is not a claim that one identifier format is prescribed.

Do not capture secrets or access tokens. Decide deliberately whether to record prompts, queries, or full responses: they may contain sensitive government or personal information. Preserve enough context to investigate security and privacy incidents while minimizing collected personal information, consistent with AU-3(3).

6. Protect, review, and retain the audit trail

Restrict read and administrative access to audit information. Where practical, separate log administration from routine AI-tool administration. Protect confidentiality and integrity, monitor logging capacity and failures, and alert on dropped logs, capacity thresholds, suspicious log access, and changes to logging configuration. Storage separation or cryptographic protection should follow the agency baseline and risk.

Assign a responsible reviewer, a review cadence, and an escalation path. Analyze records for suspicious or atypical activity and make them usable for incident investigation. Revisit event selection when the tool, mission, threats, or information handled changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set retention using the applicable records schedule, legal requirements, privacy policy, and investigation needs. SP 800-53 AU-11 intentionally leaves the duration organization-defined and ties it to records retention policy and other requirements; there is no single retention period for all government AI logs.

7. Treat logging as a privacy control decision

Audit logs can expose personal information, behavioral patterns, or sensitive queries even when collected for accountability. Assess and document the purpose of query or prompt logging, limit fields and access, and align retention with the minimum needed for authorized purposes. Involve agency privacy, civil-rights, civil-liberties, legal, records, and security officials as applicable. SP 800-53’s AU-2 discussion recognizes that patterns and times of use may create privacy risks.

A sound configuration balances seven factors: data and action impact; user and administrator duties; identity assurance and phishing resistance; event coverage and attribution across components; privacy exposure and minimization; log integrity, review, and incident response; and storage capacity, retention obligations, and cost. Those factors explain why two government AI systems may appropriately use different settings.
