How to Set a Similarity Threshold for Semantic Record Matching

Choose a record-matching threshold from labeled pairs evaluated with your exact model, metric, and decision stage—not from a universal cosine-similarity default.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no universal cosine-similarity cutoff for deciding whether two records refer to the same entity. Choose a threshold by testing labeled match and non-match pairs with the exact embedding model, score metric, and matching stage you plan to use, then select the operating point that best balances false merges, missed matches, and review effort for your workflow.

First decide what the threshold controls

A threshold may control candidate generation—which pairs are passed to another check—or the final match decision—whether records are linked or merged. These are different decisions with different consequences. A permissive candidate cutoff may be acceptable if a later stage verifies pairs; the same cutoff could be risky if it directly triggers a merge.

Write down the stage, the action taken when a pair passes, and what happens to borderline pairs. If your system has both candidate-generation and final-match thresholds, evaluate and document each one separately.

Confirm what the score means and which direction is better

A similarity score is not automatically the probability that two records refer to the same entity. Its interpretation depends on the embedding model, score definition, and the data being compared. A value that looks high is meaningful only in the context of those choices and a labeled evaluation.

Record the embedding model and version, whether vectors are normalized, the metric, and the acceptance comparison. Similarity and distance can run in opposite directions: in Google Cloud Apigee’s SemanticCacheLookup configuration, dot product accepts values at or above the threshold, while cosine distance, squared L2 distance, and L1 distance accept values at or below it. Those rules are specific to that configuration; verify the index and consuming service you actually deploy. Google also notes that semantic caching strongly encourages normalized vectors and documents version availability for metric settings.

Kong AI Gateway documents cosine distance as 1 minus cosine similarity and passes the threshold to the vector engine. Its guidance says the appropriate threshold depends on the metric, embedding-model dimensionality, and variation in the data. This is useful context, not a validated record-matching cutoff.

Build a labeled evaluation set

Collect pairs from the population your system will handle and label each pair as a match or non-match using a consistent definition of “same entity.” Include easy cases, but give particular attention to difficult near-duplicates and records with missing or conflicting fields. A set made mostly of obvious matches and obvious non-matches may not reveal where the real decision boundary lies.

The sources do not establish a universal sample size or sampling design. Make the evaluation set adequate for the error tolerance and match prevalence in your domain, and document how it was assembled and what it may omit. Keep the labels independent of the candidate score where practical, so the evaluation does not simply reproduce the system’s assumptions.

Sweep candidate cutoffs and compare the errors

  1. Freeze the inputs. Use the same labeled pairs, embedding model, vector normalization, metric, and candidate-generation rules for every candidate cutoff.
  2. Test a range of plausible cutoffs. Apply each cutoff at the stage you intend it to control. Do not compare results from different metrics or stages as if they were equivalent.
  3. Count outcomes. For final decisions, count false matches (non-matches accepted) and missed matches (true matches rejected), as well as correct matches and correct rejections. Calculate precision as the share of accepted pairs that are true matches, and recall as the share of true matches that are accepted.
  4. Estimate operational cost. Track how many pairs need manual review and, where candidate volume changes, the resulting computational workload. Examine errors in the context of their consequences, not just as aggregate percentages.
  5. Inspect ambiguous scores. Similarity values between clear matches and clear non-matches may be uncertain; the peer-reviewed work Unsupervised Evaluation of Entity Resolution discusses calibration and uncertainty in intermediate scores. Treat calibration as something to evaluate for your data, not as an assumption that every score is a probability.

This sweep is an evaluation method to describe and validate in your implementation, not a guaranteed protocol supplied by a vendor. Preserve the exact model, metric, threshold stage, and test-set definition with every reported result.

Choose the operating point by the cost of mistakes

A stricter acceptance threshold generally reduces false merges but can reject more true matches. A more permissive threshold can recover additional true matches while admitting more incorrect candidates. There is no best point independent of the downstream action.

  • Automatic Scanning: NT-1228bc barcode scanner have three scanning modes: manual trigger mode, continuous scanning mode and auto-sensing scanning mode. In addition, there is a storage mode. Storage mode can be used when you are out of range of Bluetooth and wireless connectivity. Supports storage of up to 100,000 barcodes. Note: Before use, you need to scan the corresponding setting barcode on the manual.
  • 2600mAh Battery Upgraded: Continuous scanning up to 200,000 times on a full charge. After a full charge the scanner can be used for one month at least, even in warehouses and at pos checkout counters where scanners are frequently used. In libraries and hospitals it can be used even longer.
  • Programmable Configuration: Add custom prefixes/ suffixes, delete characters, Add keyboard keys/ combinations (terminator TAB, CR&LF, Home etc.), Enable or disable the barcode type as you want. Buzzer can be set to mute to allow for a quiet operation.(Note: It does not work with square POS / Divalto / DoorDash / Lightspeed POS system)
  • When false merges are especially costly: favor a stricter final decision, and consider routing borderline pairs to review rather than automatically merging them.
  • When missing a true match is more costly: test a more permissive point, while measuring the extra false-match burden and the ability of later checks to contain it.
  • When consequences differ by record type: assess whether one global threshold is appropriate. Any segmented policy needs its own evaluation and clear rules for assigning records to segments.

Choose using the measured trade-off among precision, recall, false merges, review burden, and downstream severity. Do not select a cutoff merely because it is a familiar number or produces a visually appealing score.

Validate the result after records are linked

Pairwise decisions can have wider effects when linked records are combined transitively: a chain of accepted pairs may place records together even when the endpoints were never directly compared. Inspect the resulting clusters or linked records, especially high-impact and borderline cases, as part of validation. The reviewed sources do not prescribe a universal cluster-audit method, so define checks suited to your data and workflow.

Recalibrate when the matching setup changes

Re-evaluate the threshold after a meaningful change to the embedding model, distance function, vector normalization, input fields, data source, or matching policy. A cutoff learned under one combination of these conditions should not be assumed to retain the same meaning under another. Kong specifically notes the dependence of an optimal threshold on the metric, model dimensionality, and data variation.

Keep product examples in their lane

Vendor configuration examples can clarify implementation semantics, but they are not substitutes for labeled record-pair evaluation. Google’s Apigee documentation specifies how its semantic-cache policy compares values for different distance measures; Kong’s AI Gateway documentation discusses embedding-based similarity matching and product-specific example ranges. Neither establishes a universal entity-resolution recommendation.

AWS Entity Resolution illustrates a different kind of configurable matching workflow. Its Advanced rule-based workflow documentation states: “You must combine a fuzzy matching function (Cosine, Levenshtein, or Soundex) with an exact matching function (Exact, ExactManyToMany) using the AND operator.” This describes that workflow’s rule-based matching; it does not establish that its fuzzy matching is embedding-based semantic matching or provide a general embedding threshold.

Threshold evaluation checklist

  • Have you identified whether the cutoff generates candidates or makes the final match decision?
  • Have you recorded the model and version, normalization, metric, and whether higher or lower values are closer?
  • Does the labeled set represent your intended data, including difficult ambiguous pairs?
  • Have you compared false matches, missed matches, precision, recall, review workload, and relevant downstream effects across cutoffs?
  • Have you inspected linked records or clusters and documented the limits of the evaluation set?
  • Will you repeat the evaluation after material changes to the model, metric, data, or policy?
