How to Segment a Corporate Network for Better Security

A secure segmentation plan starts with critical assets and verified dependencies, then enforces necessary traffic between zones and tests the rules before broad rollout.

Segment a corporate network by grouping systems according to business function, risk, and communication needs, then enforce explicit rules between those groups. Start with critical assets and verified dependencies; use controls such as VLANs, ACLs, firewalls, and DMZs to allow only necessary traffic. Test changes, monitor the boundaries, and include remote, cloud, third-party, OT, IoT, and legacy systems in the design. Segmentation can limit lateral movement and contain an intrusion, but it is not a substitute for identity controls, monitoring, patching, or other defenses.

What network segmentation is meant to accomplish

Segmentation divides a network into smaller zones and controls the traffic that can cross between them. A user workstation, a finance application, a public web server, and an industrial control system should not automatically be able to reach one another simply because they share an internal network.

The security goal is to reduce the number of reachable paths an attacker can use after compromising a device or account. CISA describes microsegmentation as a way to reduce attack surface, limit lateral movement, and improve visibility into smaller groups of resources in its July 29, 2025 microsegmentation guidance release. Its ransomware guide likewise says network segmentation can help contain an intrusion and prevent or limit lateral movement: CISA #StopRansomware Guide.

Segmentation is useful only when the boundary is enforced. A subnet or VLAN label by itself does not specify which services should be reachable, nor does it ensure that traffic is filtered, logged, and reviewed.

How to plan a segmentation design

1. Set the security outcome and scope

Start by identifying the systems whose compromise would have the greatest consequences: sensitive-data stores, identity and administrative services, business-critical applications, externally exposed services, and equipment whose disruption could affect physical operations or safety. Decide what each boundary is intended to achieve—for example, separating public services from internal systems or limiting access from ordinary user devices to administrative resources.

Avoid creating arbitrary subnets first and trying to justify them later. CISA’s Part One of its microsegmentation guidance emphasizes understanding resources and their dependencies before setting policies that preserve necessary business functions while limiting unnecessary movement.

2. Map dependencies and actual traffic

For every proposed boundary, document which users, devices, applications, and services must communicate across it. Use existing diagrams and observed traffic as starting points, then confirm the required flows with application owners and system administrators. A connection seen on the network is not automatically justified; establish its business purpose before allowing it.

Keep network documentation current. It should cover major networks, address plans, topology, interdependencies, cloud connections, and third-party access. Protect the diagrams and keep offline copies so they remain available if network services or documentation systems are compromised.

3. Choose zones that match policy needs

Useful organizing principles include business function, device role, application workflow, location, risk, and criticality. Separate groups when they have different access requirements; group similar-purpose systems only when they can share a coherent policy. An application-workflow approach can align controls with how an application is used, while organizing around an existing network architecture may be easier to maintain in some environments.

  • EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.

Set granularity according to the risk and the organization’s ability to operate the rules:

  • Coarser zones are simpler to administer, but can leave more room for movement among systems inside each zone.
  • Finer-grained policies can constrain paths more tightly, but require better dependency visibility and more ongoing work to author, troubleshoot, and maintain rules.

The right boundary is one that meaningfully reduces risk without routinely interrupting required work. If dependencies are poorly understood or staffing is limited, begin with a manageable set of high-value boundaries and improve granularity as visibility and operational capacity improve.

4. Define allowed flows

For each cross-zone connection, record the source, destination, protocol or service, and business justification. Permit necessary communications, deny paths that are not needed, and log denied traffic where practical so unexpected attempts can be investigated. For operational technology (OT), define zones around criticality, operational need, and possible consequences; tightly control and monitor the conduits between them.

Policies should describe the traffic that is allowed—not merely list what is forbidden. Broad exceptions can quietly undermine the boundary, so give exceptions an owner and a review point.

5. Enforce boundaries with suitable controls

Different controls can work together. VLANs provide logical separation; ACLs, routers, and firewalls can restrict traffic between network zones; stateful inspection can apply rules with connection context; and host, application, or cloud controls can enforce more local policies where supported. A managed switch that supports VLANs can be part of the design, but VLAN configuration alone does not provide complete policy enforcement or validate that the permitted flows are appropriate.

Place internet-facing services such as DNS, web, and mail in a DMZ separated from internal and backend resources. Restrict management interfaces for network devices to authorized management paths; do not expose them for administration from the internet. For cloud systems, include virtual network boundaries and workload-level controls where appropriate, and verify enforcement across the connection between cloud and on-premises environments.

6. Pilot, test, and roll out in stages

  1. Observe first. Monitor current communications and compare them with the proposed policy. Investigate flows that appear essential but are undocumented, as well as unexpected traffic.
  2. Validate with owners. Check rules against application workflows, scheduled jobs, administration, backups, and recovery procedures with the teams responsible for those services.
  3. Stage the change. Apply policy to a limited group or boundary first where practical. Coordinate the rollout with service owners and make rollback steps available before enforcement.
  4. Check both outcomes. Confirm that unwanted paths are blocked and that required services continue to work. Review logs and monitoring for both security events and business-impacting failures.
  5. Expand deliberately. Move to additional zones only after the pilot results are understood and the operating teams can support the rules.

CISA recommends monitoring, testing, and assessment during deployment and considering rollback opportunities in its microsegmentation planning guidance.

7. Maintain the boundaries

Review allowed and denied cross-zone traffic, investigate unexpected flows, and update rules and diagrams when systems or dependencies change. Periodically check for unintended bridges: dual-homed servers, devices connected to multiple segments, overly broad access rules, and workarounds that connect otherwise separate environments. CISA’s ransomware guide notes that segmentation can help contain an intrusion, but a boundary that is bypassed or poorly enforced cannot provide that containment.

How to adapt segmentation to difficult environments

Remote and roaming endpoints

A laptop moving between an office, home, and public networks does not remain protected by an on-premises boundary. Consider endpoint- or application-based policies for roaming devices, alongside network controls and monitoring. Make sure remote access paths are included in the same dependency and policy review as office connections.

OT and industrial control systems

Keep OT separate from ordinary IT traffic where possible, and do not allow unregulated communications between the environments. Design zones and controlled conduits around operational requirements and safety consequences. Avoid unnecessary traversal of industrial control protocols through IT networks; validate changes with the teams responsible for safe operation.

  • Manages 30+ UniFi Network devices and 300+ clients
  • 1 Gbps routing with IDS/IPS
  • Multi-WAN load balancing

IoT and legacy equipment

Some devices cannot run endpoint agents or support modern security features. Include them in the design rather than leaving them on a broadly accessible network: use network-based controls to limit which systems can reach them and what they can reach. Where visibility is limited, keep permitted access narrow and monitor the available boundary traffic.

Cloud and third-party connections

Include cloud links, managed service providers, vendor access, and other external connections in network diagrams and dependency reviews. Apply the same least-necessary-flow approach at these boundaries as within the corporate network. Confirm that the control is enforced across the actual connection, not just represented in a diagram.

Why segmentation can fail—and what else to use

Segmentation reduces reachable paths; it does not make a compromised account or host harmless. CISA has described a red-team assessment in which attackers moved laterally despite logical and geographic boundaries and reached workstations used for sensitive business systems. The team was blocked from accessing one sensitive system by an MFA prompt. The practical lesson is that boundaries need complementary controls, not that segmentation is ineffective.

  • Use MFA, especially for privileged and remote access.
  • Patch systems and reduce unnecessary services and privileges.
  • Monitor host and network activity, including traffic crossing segment boundaries.
  • Review rule exceptions and confirm that policies still match real application dependencies.
  • Look for devices and accounts that can bridge multiple zones.

Common causes of weak segmentation include rules that are too broad, incomplete dependency mapping, poor traffic visibility, exception sprawl, and devices or user workarounds that connect multiple segments. A network can appear divided while still permitting substantial lateral movement inside zones or through overlooked paths.

How to compare segmentation approaches

There is no single control that fits every environment. When evaluating an implementation approach, compare where it enforces policy, how much detail it supports, and whether the organization can operate it across all relevant systems.

Approach What it contributes What to verify
VLANs and managed switches Logical separation of devices at the network layer. Whether traffic between VLANs is actually restricted by ACLs or firewalls; a VLAN alone is not a complete security policy.
Router ACLs and firewalls Rules governing communications between network zones; firewalls can provide stateful inspection. Whether rules express required flows precisely, logs are usable, and exceptions are controlled.
DMZs A separate zone for public-facing services such as DNS, web, and mail, apart from internal and backend resources. Whether paths from the DMZ to internal systems are limited to documented needs.
Host, application, or workload controls More targeted policy for applications or individual workloads when the environment supports it. Coverage for roaming endpoints and cloud workloads, compatibility, visibility, and the burden of policy maintenance.
Cloud network boundaries Separation for essential systems within cloud environments and at cloud connections. Whether policies also cover on-premises links, remote access, and third-party connections.

For any option, assess visibility before and after enforcement, coverage of OT and legacy devices, integration with identity and logging controls, troubleshooting effort, and the consequences of a rule that blocks a critical workflow or leaves a sensitive path open. CISA’s guidance describes implementation considerations; it does not establish a product ranking.
