Secure GitHub Actions secrets by treating every workflow, action, and contributor who can modify them as part of the credential’s attack surface. Use the narrowest secret scope, make GITHUB_TOKEN read-only by default, grant permissions only to the job that needs them, keep privileged credentials away from untrusted pull-request code, pin third-party actions, and replace long-lived cloud keys with tightly constrained OIDC federation when your cloud provider supports it. GitHub’s log masking helps, but it is not proof that a credential cannot leak.
Start with the threat model
A secret is not safe merely because it is stored in GitHub’s encrypted secret store. A workflow that can read a secret can potentially send it to an external service, print it, embed it in an artifact, or expose it through a compromised action. Anyone with write access to a repository can read that repository’s configured secrets, so repository membership and branch-protection rules are part of the credential’s security boundary.

Before adding a secret, identify the job that needs it, the exact operation it performs, the event types that can start that job, and every action or script that runs in the same job. A deployment credential should not be available to a test job, and a token needed to publish a release should not be exposed to code built from an unreviewed pull request.
- Give each credential only the API permissions and resource scope required for its task.
- Use a separate credential for each environment or service so one disclosure does not unlock everything.
- Assume workflow files and third-party actions are executable code, not configuration text.
- Review who can change workflow YAML, reusable workflows, action references, and environment rules.
- Plan how to revoke and replace every credential before you put it into a workflow.
Set least-privilege workflow permissions
The GITHUB_TOKEN is created for each run and should begin with the smallest useful permission set. Set a restrictive top-level permissions: block, then add permissions at the individual job only where required. The correct set depends on what that job does; there is no universal block that is safe and functional for every repository.

publish:
runs-on: ubuntu-latest

steps:

- run: ./publish-package.sh
In this pattern, the test job can read repository contents but cannot write packages. The publish job receives the additional packages: write permission only because its task requires it. If a job needs to create an issue, comment on a pull request, upload an artifact, or request an OIDC identity token, add the specific scope it needs and no broader write permission.
Review permissions whenever a job or action changes. A new action may require a scope that was not previously necessary, while removing a step may allow you to remove one. Avoid relying on an organization-wide default that silently grants write access to every workflow.
Choose the narrowest secret scope
GitHub provides repository, organization, and environment secrets. The choice determines which workflows can request a value and when GitHub makes it available.
| Scope | Who can use it | When it is read | Best use |
|---|---|---|---|
| Repository | Workflows in that repository, subject to event and job context | When a run is queued | A credential shared by several jobs in one repository |
| Organization | Repositories selected by the organization’s access policy | When a run is queued | A centrally managed value needed by a controlled set of repositories |
| Environment | Jobs that reference the environment | When the job that references the environment starts | Deployment credentials that need environment-specific rules or approval |
Use an environment for production deployment credentials when its boundary matches your release process. Required reviewers can hold the job until approval, and the secrets are not read until the environment-referencing job starts. This creates a useful approval gate, but it does not make unsafe workflow code safe: reviewers must still inspect the workflow and the code it will execute.
Organization secrets can be limited to selected repositories rather than made available everywhere. Repository secrets are simpler, but every workflow in that repository that can access them becomes part of their exposure surface. Separate development, staging, and production values instead of reusing one powerful credential.

Secret naming, size, and availability limits
GitHub’s current secrets reference documents a 48 KB maximum value size, up to 1,000 organization secrets, 100 repository secrets, and 100 environment secrets. If an organization makes more than 100 secrets available to a repository, a workflow can use only the first 100 organization secrets in alphabetical order by secret name. That behavior can make a newly added secret appear to be missing, so keep the organization-level set deliberate and well below the limit.
Secret names are case-insensitive and stored in uppercase. They cannot use the GITHUB_ prefix and cannot begin with a number. Avoid storing structured data such as a large JSON document when separate, narrowly scoped values will work; structured values are harder to redact reliably and often contain more privilege than a single step needs.
Use secrets without creating new leak paths
Expose a secret only in the step that needs it, preferably through the step’s environment. Do not print it, include it in a command-line argument that may be captured by process diagnostics, or write it to an artifact.

steps:
- uses: actions/checkout@v4
- name: Deploy
env:
DEPLOY_TOKEN: ${{ secrets.PRODUCTION_DEPLOY_TOKEN }}
run: ./deploy.sh
The script should read DEPLOY_TOKEN from its environment and should never echo the environment or enable shell tracing such as set -x. Keep the secret out of generated logs, test reports, cache keys, artifact names, URLs, and failure messages. A failure handler that prints a complete request or environment can disclose the value even when the main command is correct.
If a workflow computes another sensitive value, mask it explicitly before any command can print it:

GitHub attempts to redact a secret’s exact value in workflow logs, but automatic redaction is not guaranteed because workflow code can transform a value in many ways. Base64 encoding, URL encoding, splitting a value into pieces, adding punctuation, serializing it inside structured data, or printing a derived token may produce text that does not match the value GitHub knows to mask.
- Do not use logs to verify that a credential was loaded.
- Prefer simple, non-structured secret values when the protocol allows it.
- Mask separately generated sensitive values before they are used.
- Inspect command failures, debug output, test reports, artifacts, and uploaded logs—not just ordinary step output.
If a secret appears unredacted, treat it as compromised. Delete exposed log artifacts where GitHub permits, revoke or rotate the credential immediately, and investigate the workflow and action that handled it. Rotation is necessary even if the exposure was visible for only a short time, because logs and downloaded artifacts may already exist elsewhere.
Keep credentials away from untrusted pull requests
Forked pull requests are a special boundary. For a pull request from a fork, secrets other than GITHUB_TOKEN are withheld, and that token receives read-only permissions. Dependabot pull requests are subject to related restrictions. Design validation workflows so they do not require deployment or publishing credentials.
| Context | Secret and token behavior | Safe design |
|---|---|---|
| Pull request from a fork | Repository secrets are not passed; GITHUB_TOKEN is read-only |
Run tests and static checks without privileged credentials |
| Dependabot pull request | Related restrictions prevent treating the update as a trusted internal branch | Use a separate, non-privileged validation path |
| Push to a protected internal branch | Secrets may be available according to repository and environment policy | Require reviews and protect workflow changes |
pull_request_target |
Runs in the base repository context and may have access to its secrets and write-capable token | Never execute untrusted pull-request content in this privileged context |
pull_request_target can be useful for trusted metadata operations, but it is dangerous when it checks out or executes the pull request’s branch. An attacker can modify a build script, package manifest, test, or action reference in the pull request and then use that code to exfiltrate credentials available to the privileged workflow. Keep privileged jobs separate from untrusted code, or require a reviewed, protected branch before any deployment step runs.

Do not “work around” fork restrictions by copying a secret into a comment, artifact, repository variable, or generated file. That simply creates another disclosure path.
Prevent shell and expression injection
Event fields such as issue titles, branch names, commit messages, and pull-request text are attacker-controlled data. Interpolating them directly into an inline shell script can turn data into commands.
Unsafe pattern:
- run: echo '${{ github.event.issue.title }}'
A title containing shell metacharacters can alter the generated script. Pass the value as data instead, using an environment variable or an action input that does not construct shell source.
- name: Process title
env:
ISSUE_TITLE: ${{ github.event.issue.title }}
run: ./process-title.sh "$ISSUE_TITLE"
The script should quote the variable and validate its expected format. For values that can be handled by an action, pass them through the action’s input interface rather than embedding them in run: text. Apply the same rule to branch names, labels, actor names, and any value derived from a webhook payload.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteReplace long-lived cloud keys with OIDC where possible
Cloud deployments often do not need a permanent access key stored as a GitHub secret. OpenID Connect (OIDC) lets a workflow request a short-lived identity token and exchange it with a supported cloud provider for temporary credentials. The cloud side decides whether to trust that token.
Best Value
OIDC changes the risk profile, but it is not automatic security. A trust policy that accepts tokens from any repository, branch, or workflow can let an attacker deploy. Bind the policy to the precise deployment boundary: the intended repository, organization, branch or tag, environment, and reusable workflow where applicable. Use the provider’s audience claim and subject claim conditions, and add other claims required by that provider.
Configure the workflow side
- Identify the single job that performs the cloud deployment.
- Grant that job
id-token: writeand keep unrelated permissions read-only. - Run the cloud provider’s supported login action or token exchange in that job.
- Do not place long-lived access keys in repository, organization, or environment secrets if the provider’s federation integration supplies the needed access.
- Keep the deployment job behind the appropriate environment approval, if an approval gate is part of the release process.
jobs:
deploy:
runs-on: ubuntu-latest
environment: production
permissions:
contents: read
id-token: write
steps:
- uses: actions/checkout@v4
- name: Obtain short-lived cloud credentials
uses: cloud-provider-login-action@verified-sha
- run: ./deploy.sh
id-token: write allows the workflow to request a GitHub OIDC token; it does not itself grant permission to modify cloud resources. The cloud provider’s trust policy and the role or service account permissions determine what the exchanged credentials can do.
Configure the cloud trust side
- Register GitHub’s OIDC issuer with the cloud provider according to its current documentation.
- Set the expected audience value for the provider’s token exchange.
- Require a subject claim that identifies the intended repository and deployment boundary.
- Constrain branch, tag, environment, or reusable-workflow claims when your deployment model supports them.
- Grant the resulting cloud role only the API actions and resources required by the deployment.
- Test that an unrelated repository, branch, or pull-request workflow is rejected.
| Decision | Long-lived stored secret | OIDC federation |
|---|---|---|
| Credential lifetime | Persists until rotated or revoked | Normally exchanged for short-lived credentials |
| GitHub storage | Private key or access key is stored as a secret | No permanent cloud key is required in GitHub |
| Workflow permission | Secret access is controlled by scope and job context | The deployment job needs narrowly placed id-token: write |
| Cloud-side control | Key permissions determine access | Trust conditions plus role permissions determine access |
| Approval | Can be combined with an environment | Can be combined with an environment and subject conditions |
| Failure mode | Key remains useful after a workflow compromise until revoked | An overly broad trust policy can mint credentials for unintended workflows |
Pin and maintain every action dependency
Third-party actions execute inside your workflow security boundary. A mutable tag can move to new code after you reviewed the workflow, while an unpinned branch can be changed by someone who controls that repository. Pin actions and reusable workflows to a verified full commit SHA, then maintain those pins deliberately.
- uses: vendor/action@0123456789abcdef0123456789abcdef01234567
A pin protects against unexpected tag movement, but it does not make the referenced code trustworthy or permanently safe. Review the pinned commit, restrict which actions repositories may use, and update pins when security fixes are released. Dependabot can help keep action references and other dependencies current; every update still needs review for permission and behavior changes.
Apply the same scrutiny to local composite actions and reusable workflows. A caller may appear to have a small permission set while the called workflow requests broader permissions or handles secrets in unexpected steps. Document which inputs are sensitive and avoid passing a secret to a reusable workflow unless that workflow explicitly needs it.
Operational checklist before merging a workflow
- The top-level
permissions:block is restrictive, and every job has only the scopes it needs. - Each secret has the narrowest repository, organization, or environment scope.
- Production credentials are isolated behind an environment and, where appropriate, required reviewers.
- No secret is printed, serialized into an artifact, used in a cache key, or exposed through shell tracing.
- Fork and Dependabot pull requests cannot reach deployment or publishing credentials.
- No privileged trigger executes untrusted pull-request code.
- Event values are passed as data, not interpolated into shell source.
- Cloud jobs use OIDC with restrictive audience and subject conditions when supported.
- Every third-party action and reusable workflow is pinned to a verified full commit SHA.
- There is a documented rotation and incident-response procedure for each credential.
What to do after a suspected exposure
- Stop the affected workflow or disable the deployment path if doing so limits further use.
- Revoke or rotate the exposed secret, cloud key, token, or certificate immediately.
- Delete exposed logs, artifacts, caches, and comments where the platform allows it, while assuming copies may remain.
- Inspect the workflow history, action commits, pull requests, runner output, and external service audit logs to determine what was accessed.
- Remove the disclosure path, such as an unsafe interpolation, debug command, compromised action reference, or overly broad trust condition.
- Reissue a least-privilege credential and verify that the old value no longer authenticates.
- Review repository collaborators, environment reviewers, branch protection, and workflow permissions before re-enabling deployment.
The durable fix is not merely to rename the secret or rely on stronger masking. Reduce the credential’s authority, limit the code that can request it, and make the cloud or service reject identities outside the intended workflow boundary.
