Secure employee SaaS accounts by centralizing sign-in with single sign-on (SSO), requiring strong multi-factor authentication (MFA), limiting each account to the access it needs, and monitoring privileged activity, permissions, and tokens. These controls work as layers: SSO gives you a central place to manage authentication, while MFA, least privilege, and monitoring help reduce the harm from a stolen credential or misused account.
How do SSO, MFA, and least privilege work together?
SSO uses identity federation so an organization’s identity provider can authenticate a user to separately administered applications. NIST SP 800-63C-4 describes this relationship between a credential service provider and relying parties. CISA’s cloud-application guidance encourages modern federation protocols such as OpenID Connect (OIDC) or OAuth 2.0 where supported.

SSO centralizes authentication; it does not automatically determine what a user may do inside every application. Each SaaS service still needs appropriate roles and permissions. MFA adds another check to sign-in, and least privilege limits the damage if an account is compromised or used inappropriately.

How should you set up SSO, MFA, and least privilege?
-
Inventory applications, identities, and access
List the organization’s SaaS applications, their owners, the identities that use them, their data sensitivity, and their administrative roles. Document how employees are added, change roles, and leave. Automate joiner, mover, and leaver changes where feasible so access is updated promptly when responsibilities change.
-
Choose a central identity provider and configure federation
For each service, confirm which federation protocols it supports and whether the chosen identity provider can connect to it. Configure SSO using a suitable modern protocol supported by both sides. Share only the identity attributes each application needs, and test normal sign-in as well as account recovery and deprovisioning before rollout.

- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
-
Require MFA, prioritizing high-impact accounts
Require MFA for organizational accounts wherever feasible. Start with administrators, people who handle sensitive data, and users who can reach privileged functions. Prefer phishing-resistant MFA where available; MFA methods differ in strength, so offering a second factor is not by itself a reason to treat every method as equally protective.

They should not provide an unprotected path around the intended MFA requirement. If considering physical security keys, verify that the identity provider and each target SaaS service support the relevant protocol, including FIDO2/WebAuthn where applicable. Plan for compatible devices, account recovery, user management, and spare-key handling; no particular hardware model is required by this guidance.

Separate everyday and administrative access
Give privileged users separate accounts for routine work and administration. Use role-specific permissions, reduce standing administrator access, require strong phishing-resistant authentication for administrative sign-in where possible, and audit privileged use. Review access grants when a person changes roles or leaves.
Protect essential break-glass accounts as part of the recovery design: restrict who can retrieve their credentials, vault them as appropriate, and alert when they are used. Keep emergency access usable for recovery, while ensuring that its controls are deliberate rather than an unnoticed bypass.

Monitor permissions, sign-ins, and token activity
Maintain visibility into cloud identities and permission changes. Route access and administrative events into the monitoring process, investigate anomalous activity, and use a formal review process for changes to roles and grants. Consider continuous permission-compliance checks where the organization can support them.

NIST IR 8587, finalized September 15, 2026, addresses token verification, key management, lifecycle controls, and continuous monitoring across SSO, federation, and API scenarios. Use it for implementation detail on those controls.

What should you verify before choosing a SaaS service or identity provider?
Capabilities vary by application, identity provider, licensing tier, and organization. Confirm the operational details before relying on a feature as a security control.
- Federation: Does the service support the protocol you intend to use, and does it cover the account types and application areas employees need?
- MFA: Which methods can ordinary users and administrators use? Can you require stronger, phishing-resistant methods for privileged access?
- Administrative roles: Can administrators be separated from everyday users, and can permissions be scoped to specific responsibilities?
- Recovery and emergency access: Are account recovery and break-glass routes protected, restricted, and observable?
- Provisioning and removal: Can accounts and access be added, changed, and removed in line with your joiner, mover, and leaver process?
- Audit and session controls: Can your team review sign-ins, permission changes, privileged actions, and relevant token or session activity?
- Operational fit: Assess integration effort, usability, ongoing plan limits, and cost. For physical MFA keys, confirm device compatibility and recovery arrangements directly with the identity provider and SaaS services before purchasing.
How can you tell whether the rollout is working?
Use a recurring review rather than treating SSO deployment as the finish line. Check that covered applications use the intended federation setup, MFA is enforced for the right users, privileged accounts are distinct and appropriately restricted, and leavers lose access through the documented process. Review recovery paths and break-glass use, then inspect sign-in, permission, and token-related events for activity that needs investigation.
Exact configuration menus and available controls differ across products. Use each provider’s documentation to implement the organization’s chosen policy, and verify the effective behavior in the service rather than assuming that a configured central policy covers every local account or recovery route.
