How to Secure FortiGate Administrator Access with MFA and Trusted Hosts

MFA and trusted hosts protect different parts of FortiGate administrator access. Combine them with a restricted management path, least-privilege profiles, and a tested recovery account.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Secure FortiGate administration with three complementary controls: require multi-factor authentication (MFA), restrict each administrator to trusted source IP addresses or subnets, and limit management access to a dedicated management network or trusted VPN where possible. MFA verifies identity; trusted hosts restrict where an account can be used. Neither replaces the other, interface service controls, or a tested recovery plan.

Exact menus and CLI syntax depend on the FortiOS release and administrator type, so use the documentation for the version running on your device before applying changes.

How MFA and trusted hosts work together

MFA adds an authentication factor to the administrator sign-in process. Trusted hosts are account-level source restrictions: they allow an administrator to sign in only from the specified IP addresses or subnets. Fortinet’s FortiOS 7.6.6 administrator options document a limit of ten trusted hosts per administrator.

These controls address different risks. MFA helps protect credentials that have been exposed; trusted hosts narrow the network locations from which an account can be used. Pair them with a restricted management path and a least-privilege administrator profile.

Choose and secure the management path first

Prefer a dedicated management interface and network, or a trusted VPN path for remote administration. Fortinet’s FortiOS 8.0.0 management-network guidance recommends MFA and limiting administrator permissions to the user’s work scope. Its FortiOS 8.0.0 hardening guidance generally advises against public WAN administration and points to a trusted interface or VPN for remote access.

Before setting trusted hosts, identify the source addresses the FortiGate will actually see for each administrator, including VPN users and any address translation along the path. Choose only the required addresses or narrow subnets; an overly broad range can make the source restriction ineffective. If remote users’ source addresses change, account for that operationally rather than adding a broad range by default.

Configure MFA, trusted hosts, and recovery

Use the FortiOS documentation matching your release for the exact GUI labels or CLI syntax. Fortinet’s versioned administrator guide lists FortiToken and FortiIdentity Cloud among MFA options; availability and supported methods can vary by release and account type.

  1. Inventory access. Record administrator accounts, authentication methods, management interfaces, expected source networks, remote-access paths, and API administrators or automation accounts.
  2. Establish the intended path. Arrange a dedicated management network/interface or trusted VPN route before restricting source addresses. Avoid exposing administrative services on a public WAN interface where possible.
  3. Set trusted hosts for applicable administrators. Add only the source IP addresses or subnets needed for that account. FortiOS 7.6.6 documents up to ten trusted hosts per administrator; confirm the limit and syntax for your installed release.
  4. Enable MFA. Select an option supported for the FortiOS release and administrator type, and complete enrollment according to that option’s documented process.
  5. Prepare recovery before enforcing broadly. Fortinet recommends creating a second administrator account configured to guarantee access if the main account cannot authenticate. Treat it as a controlled recovery account: restrict its trusted hosts and permissions, protect its credentials, and validate its recovery method.
  6. Review administrator profiles. Remove permissions that are not required for each person’s work.
  7. Review services and API access separately. Check which management protocols are enabled on each interface and secure API administrators and tokens independently; trusted hosts do not replace either control.
  8. Verify both outcomes. During a planned change window, test sign-in from an allowed management source and confirm that a disallowed source is rejected. Keep the recovery route available while testing.

What trusted hosts do not control

Trusted hosts are not a universal network firewall rule for every service. Fortinet’s FortiOS 6.2.0 hardening guidance says the restriction covers most administrative access, including HTTPS, SSH, and SNMP, but notes that enabled ping access responds regardless of trusted-host configuration. This is a version-specific documented behavior; verify it on the deployed model and release. Review interface administrative-service settings independently, including whether ping is enabled.

For REST API administrators, the FortiOS 7.2.5 REST API administrator documentation describes multiple trusted hosts/subnets and IPv6 support, and says allowing all addresses is not permitted. API accounts should be included in the access inventory rather than assumed to inherit an interactive administrator’s MFA or restrictions.

Special case: SAML SSO administrators

FortiOS 7.6.6 documentation says trusted hosts cannot be configured directly on SAML-based SSO administrator accounts. The documented workaround uses a local dummy account with a no-access profile and trusted hosts covering the SSO administrator’s source networks. Check this approach against the deployed release and identity design before implementing it; it is not a substitute for validating the SSO path and recovery plan.

Version-specific settings and operational checks

  • Confirm the release. The ten-host limit and SAML limitation cited here are documented for FortiOS 7.6.6; management-network recommendations cited above are from FortiOS 8.0.0. Do not assume menus or behavior are identical across releases.
  • Check lockout behavior. FortiOS 7.0.0 documentation describes settings named admin-lockout-duration, admin-lockout-threshold, and admin-maintainer. Their examples are versioned; check the documentation for the installed release instead of treating them as current defaults.
  • Keep access dependencies in view. When choosing an MFA method or remote path, consider supported release and account type, enrollment and recovery, dependence on a cloud or external service, and whether the management source address remains stable enough for the trusted-host rule. The cited guides do not establish current pricing or compare token delivery and service requirements.
