Reduce the damage any one account can do: give people only the access their work requires, protect privileged and remote sign-ins with multifactor authentication, separate sensitive systems from general work areas, and monitor activity with a defined human response process. These controls can limit unauthorized access and help surface suspicious behavior; they cannot determine a person’s intent by themselves.
Start with this prioritized checklist
- Accounts and permissions: Use role-based access and least privilege, separate everyday accounts from administrator accounts, remove accounts that are no longer needed, and review who can reach sensitive systems.
- Authentication: Require MFA for remote connections and privileged access. Prefer phishing-resistant methods where they are compatible with your identity provider and devices.
- Segmentation: Separate networks and systems by purpose and sensitivity, and restrict the traffic allowed between them.
- Logging: Collect and protect logs from important systems, centralize them, alert on high-risk events, and assign people to review and investigate them.
- Response ownership: Define who handles security alerts and coordinate appropriate security, HR, and management responsibilities under organizational policy.
Limit what each account can reach
A legitimate account should not automatically grant access to every system, department, or dataset. Apply least privilege: give each person the minimum access needed for assigned work, and use role-based access control to make permissions consistent with job responsibilities. Access to especially sensitive information or administration should be limited to the people and tasks that require it.

Separate ordinary work from administration
Give administrators a separate privileged account for administrative tasks rather than using the same account for email, web browsing, and routine work. Restrict sensitive administration to a small number of monitored systems or managed workstations where practical. This separation reduces the opportunities for an everyday account to be misused as an administrative one.
Remove stale access and review what remains
Disable or remove accounts when they are no longer needed, and check permissions periodically for current employees, contractors, service accounts, and other identities with access. Review whether each account still has a valid owner and purpose, whether its permissions match that purpose, and whether elevated privileges are still justified. The appropriate review cadence depends on the organization and its risk; there is no universal interval established here.

CISA’s infrastructure hardening guidance recommends role-based access control, least privilege, and account review. A reviewable access model also makes it easier to remove permissions promptly when responsibilities change.
Require MFA for high-risk sign-ins
Require multifactor authentication for remote access and for privileged or administrative access. CISA’s business MFA guidance recommends confirming that these access paths require MFA and identifies physical security keys as a strong option. Where available and supported, prefer phishing-resistant authentication such as FIDO authentication or hardware-based PKI.

Choose a method by checking its resistance to phishing, compatibility with the organization’s identity provider and devices, usability for the people who need it, and the account-recovery process. A hardware security key is one possible physical method, not a universal fit: confirm that the relevant services and devices support it and plan how access will be recovered if a key is lost.
Use segmentation to limit lateral movement
Network segmentation divides an environment into separate areas and controls which connections are allowed between them. A person who can access one work area should not, simply by being on the employer’s network, be able to reach unrelated departments’ systems or sensitive servers. If one account or device is compromised or misused, restricted paths can make it harder to move from that area into others.

Group systems according to purpose and sensitivity, then make cross-segment traffic explicit: identify which systems need to communicate, allow only those paths, and review the rules as systems and business needs change. CISA’s hardening guidance describes controls such as router access-control lists, stateful packet inspection, firewalls, DMZs, and VLANs. Externally facing services can be placed in a DMZ rather than sharing a segment with internal systems.
The right design depends on which systems need isolation, where traffic can be enforced, and the operational overhead of maintaining the rules. Keep network diagrams that show major networks, connections, dependencies, and third-party access; CISA’s StopRansomware Guide also recommends auditing remote-access tools. These records help teams understand which paths exist and investigate unexpected connections.

Make logging a process, not a product purchase
Monitoring only helps when useful activity is recorded, logs are protected, and someone can interpret and act on what they show. CISA’s business logging guidance recommends deciding what to log, enabling logs on servers, firewalls, endpoints, and cloud services, centralizing them, alerting on high-risk events, and protecting logs against unauthorized access or deletion.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Collect: Identify critical systems and record relevant authentication, access, administrative, endpoint, application, network-device, and cloud activity. Establish a baseline of normal behavior for the environment.
- Centralize and protect: Send logs to a central location with access controls so that a person using an affected system cannot readily alter or erase the records needed for investigation.
- Alert selectively: Create alerts for high-risk events such as repeated failed logins or privilege escalation. Tune them to the organization’s environment so that alerts are useful rather than an unmanageable stream.
- Review and investigate: Have a trained person examine alerts in context, including the account, system, time, permissions, and related activity. Follow up on anomalies instead of treating a single signal as proof of malicious intent.
- Respond and improve: Assign incident-response roles, document escalation paths, and use findings to adjust permissions, monitoring, or network rules where warranted.
Tools such as SIEM, database monitoring, network-flow analysis, data loss prevention, application whitelisting, and privileged access management can support this work. They are not substitutes for good access design, reliable logs, or people able to investigate. CISA’s Insider Threat Mitigation Guide puts the distinction plainly: “Remember, technology only enhances the ability of an organization to detect and identify, assess, and manage insider threats. Insider threat cases require a skilled analyst or investigator to interpret and make sense of data.”

Make insider-risk controls an organizational responsibility
Security teams need to coordinate with HR and other appropriate stakeholders rather than treating insider risk as a purely technical problem. Establish in advance who may review an alert, who can authorize an investigation or access change, and how relevant information is shared under organizational policies. CISA’s HR fact sheet, revised July 29, 2024, describes HR’s role in multidisciplinary threat-management teams and notes that personnel information can help identify relevant patterns and trends.
Tell employees when and how activity may be monitored, and align access and monitoring practices with organizational policies and applicable obligations. The appropriate rules depend on jurisdiction and circumstances; the guidance cited here does not establish legal requirements for a particular location.
Choose implementation priorities that fit your environment
If resources are limited, begin with the access paths that could expose the most important systems: privileged accounts, remote access, and permissions to sensitive data. Then ensure those paths have MFA, reviewable ownership, and meaningful logging. Plan segmentation around critical systems and the connections they genuinely need. Select monitoring tools only after confirming that your team can protect the data they collect and investigate the alerts they generate.

For each control, check whether it reduces unnecessary reach, can be maintained as roles and systems change, and gives responders enough reliable context to act. CISA’s guidance supports this layered approach; it does not rank vendors or establish one product or configuration as suitable for every employer.
