How to Secure a Government or Public-Sector Website Against Automated Attacks

Protecting a public-sector website from automated attacks starts with ownership and service-specific risk mapping, then layers availability controls, monitoring, and rehearsed recovery.

Secure a public-sector website by treating it as a service that must stay safe and usable under pressure—not as a homepage that needs a security product. Assign an accountable owner, map the service and its data, prepare layered defenses for the routes most likely to fail, and rehearse response and recovery before an attack. The right controls depend on the service, the people who rely on it, and the rules of its jurisdiction.

Start with ownership and a reliable view of the service

A defense is only useful if someone can act on it. Name the service owner and the people responsible for assessing, prioritizing, and fixing security issues. Keep an inventory of the service’s public-facing assets and dependencies, including domains, hosting, APIs, administrative surfaces, software components, and third-party connections.

The UK Government Digital Service and Department for Science, Innovation and Technology guidance published on 14 May 2026 calls for “clear ownership, secure-by-design practice, automated hygiene, and credible remediation capability.” In production, risk depends on architecture, implementation, deployment, configuration, dependency maintenance, access control, and how quickly issues can be fixed—not simply on whether application code is public or private. A private repository is not a substitute for remediation, and credentials, API keys, tokens, and private keys should not be stored in source repositories.

Turn discovery into fixes

Review exposures such as misconfiguration, default credentials, and outdated software on a recurring basis. CISA’s internet-exposure guidance, published 4 June 2025, is US federal guidance; organizations elsewhere should apply their own policies and procurement rules. In any jurisdiction, scanning or asset discovery is an input to a named remediation process, not protection by itself: assign findings, prioritize them, and track them through to resolution.

For externally supplied software, review how suppliers maintain products, report vulnerabilities, communicate security issues, and deliver fixes. The UK Software Security Code of Practice, first published in May 2025 and updated in January 2026, provides a supplier-security framework built around 14 principles. Use it as a framework for supplier conversations where applicable, not as a substitute for your organization’s requirements.

Map the routes and failure modes attackers can exploit

Automated attacks do not all overload the same thing. NCSC groups online denial-of-service (DoS) activity by whether it exhausts network bandwidth, strains network equipment through protocol behavior, or consumes server processing. Application-layer requests may look legitimate while triggering expensive work. A service can also fail as pressure moves between tiers: delays cascade, databases run out of capacity, logs grow excessively, or uploads consume storage or transfer capacity.

Attack category What it can overload Planning implication
Volumetric Network bandwidth Discuss upstream capacity and provider-side mitigation before an incident.
Protocol Network equipment handling traffic Confirm which network layers the hosting or connectivity provider can protect and how to escalate.
Application Server processing and costly application work Identify expensive routes and prepare application-layer controls and capacity plans.

For each important route, record what it depends on, what a request costs, where the capacity limit lies, what data is involved, and how it fails. Include sign-in, search, case submission, payments or benefits transactions, APIs, uploads, databases, identity providers, DNS, hosting, and administrative access as relevant to the service. Consider faults in software or configuration and legitimate demand surges too: a spike alone does not establish that an attack is happening.

Prepare layered availability controls before traffic spikes

Discuss defenses with the hosting, cloud, or internet service provider in advance. NCSC identifies several possible controls, but no single architecture or product fits every public service. Establish what each control covers, who can activate or change it, what escalation support is available, and how authorized administrators can reach the service safely during an event.

Use controls that fit the service

  • Upstream capacity and distribution: A content delivery network (CDN) can cache content and provide some DoS mitigation. Ask providers what traffic controls they offer and which parts of the service are covered.
  • Application protections: Consider a web application firewall (WAF), request-rate limits, and justified allow/deny rules. Preconfigure defenses where possible so automatic protections can act when an attack is identified.
  • Traffic handling: Use traffic baselines and load balancing where they suit the architecture, and verify how protection at one tier affects dependent tiers.
  • Capacity and graceful degradation: Plan for realistic surges, optimize commonly used database queries, identify bottlenecks that could trigger cascading failures, and decide which functions can be reduced safely if full service is unavailable.
  • Logs, storage, and uploads: Monitor log and storage capacity with advance alerts. Understand which user actions can produce large logs, and control and audit uploads so they cannot quietly exhaust service resources.

Protect legitimate access while applying restrictions

Rate limits, filtering, and automated blocking can interfere with residents, public-interest users, assistive technology, or partner systems if thresholds and exceptions are poorly tuned. Test controls against expected legitimate traffic and monitor when they trigger. Geo-blocking and broad IP restrictions can deny needed access; use them only when justified by the service’s actual needs and risk.

Include sign-in, APIs, and personal data in the threat model

For services with accounts or transactions, plan for password guessing, dictionary attacks, and other automated attempts. Protect authentication secrets when they cross untrusted networks, limit unnecessary internal exposure of passwords, reduce automated attacks against authentication, and retain relevant audit information for detection and investigation. Implement the identity and authentication standards that apply in your jurisdiction; the legacy UK public-service security requirements are not a complete current standard on their own.

Map where personal data is collected, stored, processed, and shared—including through external services and combinations of datasets. GDS guidance frames security risk in terms of confidentiality, integrity, and availability. Exposure or loss of access can have consequences beyond inconvenience, particularly where government-held data relates to people at heightened risk. Include those privacy and access consequences in incident decisions and communications.

Build detection around a baseline, not a traffic spike alone

Record normal patterns for network traffic, request types, database load, errors, resource use, and relevant logs. During an anomaly, compare those signals with recent service changes, helpdesk reports, and public attention. This context helps distinguish malicious activity from an announcement-driven surge or an internal defect. NCSC’s DoS guidance describes indicators for volumetric, protocol, and application attacks, while cautioning that anomalies can have non-malicious explanations.

Monitor the automatic controls as well as the traffic they are handling: know when a defense triggers, whether it is affecting legitimate users, and whether the pressure has shifted to another tier. Keep the relevant logs and evidence available to the people responsible for investigating the event.

Make response and recovery a rehearsed capability

Write a response plan that identifies who can make decisions, who handles technical response, how to contact providers, how escalation works, which service channels will carry updates, and what conditions must be met before recovery. Arrange provider escalation contacts and responsibilities before an incident; do not assume a provider will automatically know when or how to help.

  1. Validate the event: Compare the anomaly with baselines and operational context; investigate whether it is an attack, a legitimate surge, or an internal fault.
  2. Coordinate mitigations: Follow the agreed escalation path, work with upstream providers, and monitor any automated controls and their effects on users.
  3. Communicate confirmed impact: Use appropriate service channels to explain which services are affected and provide updates that reflect what is known.
  4. Recover deliberately: NCSC advises beginning recovery when there is evidence that the attack has reduced and appropriate mitigations are in place. Confirm recovery criteria in advance and check dependent systems as service is restored.
  5. Exercise and improve: Rehearse the plan before an incident, then use response findings to update asset records, thresholds, provider contacts, and recovery steps.

Compare controls and providers against service needs

When evaluating a managed CDN, WAF, upstream DoS service, or other option, compare operational fit as well as features. NCSC lists possible defenses; it does not rank products or prescribe a universal solution.

  • Coverage: Which network, protocol, application, API, or authentication risks are addressed?
  • Activation and operations: Are controls preconfigured? Who can change them, and what support is available during an event?
  • Capacity and dependencies: What are the scaling limits, failure modes, and risks of overloading another service tier?
  • Legitimate access: How will false positives, accessibility needs, resident access, partner traffic, and geographic restrictions be handled?
  • Visibility: What alerts and logs are available, how long is evidence retained, and can responders use it?
  • Data and procurement fit: Does the service meet applicable policy and contractual requirements for personal-data handling, provider responsibilities, and operating effort?

Security assessment, remediation support, and exposure-discovery services can help organizations that lack internal capacity, but none replaces accountable ownership and the ability to act on findings. Choose support according to the service’s risks and procurement requirements.
